1 DFP ECB-075 3.2.3 (Page 7) DFP states "The top of the highest drawer shall be no more than 48 inches to accomodate the shoulder height of 5 percentile ARMY female." When the storage media was mounted on the floor in the SATS container it was within this requirement. The issue now is the Sturdy and mobile configuration requires wheels (SECTION 3.1.3.1) underneath the storage media and this will cause the drawer height to exceed this requirement.

Will this be acceptable?

The 48 inche requirement was taken directly from the previous performance specification associated with SATS. However, current market research indicates that there are cabinets that approach drawer heights of 55 inches. Given that the 5th percentile female has an eye height of 59.1" and given commerciality of cabinets that have drawer heights of 55 inches, in an order to promote competition and utilize COTS, within 3.2.3 the top of the highest drawer shall be changed to say, "The top of the highest drawer shall be no more than

55 inches to accomodate the eye height of the 5th percentile Army female to allow her to view and retrieve items. The DFP shall be updated accordingly

2 If the contractor identifies discontinued items within the DFP how would the government like us to submit substutute, or proposed next generation item?

The DFP does not identify specific part numbers, only item descriptions. Paragraph 3.4.5 Tool Load states, "Each item is then described separately in greater detail after the list. Variation in design characteristics based on a supplier’s common practice is acceptable provided those variations does not hinder the operation of the tool, the operator of the tool, or require additional time to complete a task with that tool."

3 What is the packaging requirement for all five tool cases?

4 DFP ECB-075 DFP Item A174 (Page 76) Description is a 10 inch adjustable wrench. However, Length is listed as 19,5 inch minimum. Please clarify that it should read "9.5 inch minimum."

7 DFP ECB-075 DFP Item A148 (Page 69) Cutting tool is not manufactured in USA, however, TAA compliant Japan. Kit is assembled in the USA. Will this meet compliance? Otherwise, not available.

Market Research conducted by government indicated the cutting tool is made in the USA. See "http://store.snapon.com/Cut-Off-Tools-Cut-

Off-Tool-Air-1-HP-3--P746794.aspx" where it says "Country Of Origin

USA". That along with the kit being assembled in the USA would indicate Berry Compliance.

9 DFP ECB-075 DFP Item A48 (Page 48) DFP A48 requires a FSC 51 compliant item. Due to the fact that all items meeting the specifications are manufactured abroad, will a TAA compliant item be accepted? Please advise.

Market Research indicates that Berry Compliance is not required as this item would meet the description under one of the tools in the

Domestic Non-Availability Determination (DNAD) stated as Close

Quarter Angle Drills, Corded and Cordless. Therefore, a TAA compliant item would be acceptable.

27 DFP ECB-075 DFP Item A4 We are unable to provide a source to meet these specifications and meet Berry Compliance; will a

TAA compliant alternate be acceptable.

Market Research for Berry Compliance is an ever evolving task. Over time, it is discovered that more and more items are becoming non

Berry Compliant. Therefore, see http://torchwear.com/x-apron.php.

This would be a suitable substitute to meet the intended requirements and given the DFP states, "Paragraph 3.4.5 Tool Load states, "Each item is then described separately in greater detail after the list. Variation in design characteristics based on a supplier’s common practice is acceptable provided those variations does not hinder the operation of the tool, the operator of the tool, or require additional time to complete a task with that tool."
