Modular Trailer Office, Edinburg, TX Question and Response Sheet Solicitation # W569QE26Q0005
1. Please advise if custodial and grounds maintenance services will be required in and around the facility. Yes, the contractor is required to provide all maintenance services, as well as grading the area prior to placing the RLB.
2. When are you looking to move into the building? The proposed date is 01 July 2026, but the Government will be flexible. Based on feedback, the start date may be adjusted to mid-July or 01 August 2026.
3. Does the building have to be new? We prefer a new building, but if it is an existing building, it needs to be in near-perfect condition.
4. Does the floor plan I added meet your requirement. This building is available now. We can make changes to the floor plan if needed ( see attachment 1)- Yes, alternate floor plans and changes are acceptable, but they must be approved by the Government prior to installation.
5. Why is the bid due so quick after the site visit? That does not give contractors a lot of time to put everything together. Already change the solicitation close date to 13 May 2026,
6. request utility plans for the CBP site. Water, Sewer, and electrical plans. We need to know where the hook locations are and capacities of each.- Utilities will tie into USBP Edinburg site utilities. Comment by Escobar Guanumen, Jazmine 1LT USARMY NG MAARNG (USA): BP Questions
7. PWS 5.13.5 specifies 13 CAT-5/6 ports labeled Red/SIPR. Are there any NIPR (blue) ports required, or is this facility SIPR-only on the data side? If NIPR is required, please specify quantity and locations. I understand Wifi but hardwired NIPR is usually dictated. Comment by Escobar Guanumen, Jazmine 1LT USARMY NG MAARNG (USA): S2
8. Attachment B shows the LNO count (4 pax) under the "8 Private Offices" header but lists no SQFT and no separate office. PWS 5.3 places LNOs in the Open Workspace. Please confirm LNOs are in Open Workspace (not in a private office).- LNOs are part of the Open Workspace.
9. Attachment B totals: 8 private offices (1,250 NSF) + Battle Desk (300) + SIPR (300) + Supply (500) + Conference (1,100) + Open Workspace (2,100) = 5,550 NSF. PWS 1.4 and 5.1 cite ~6,120 GSF. That's only a 10% gross-up, which is tight for corridors, walls, mechanical, and the two latrines required by 5.2.14. Please confirm whether 6,120 GSF is a hard ceiling or a target, and whether the latrines are counted within the 6,120 GSF or in addition to it.- The size is not a hard ceiling. You may increase the size to accommodate corridors and latrines, but the final footprint must be approved.
10. Please confirm whether 6,120 GSF is a hard ceiling or a target, and whether the latrines are counted within the 6,120 GSF or in addition to it.- Same questions as 9
11. PWS §6.1.15 cites the Eagle Pass, Texas Code of Ordinances as an applicable publication. The place of performance is Edinburg (Hidalgo County), not Eagle Pass (Maverick County). Please confirm which municipal code governs — City of Edinburg Code of Ordinances or Hidalgo County — and whether IBC 2021 / NEC 2023 / IPC 2021 apply as currently adopted.- City of Edinburg code
12. PWS 5.2.14 references tying water/sewer into Laughlin AFB utilities, while 1.6.6 and Attachment A state place of performance is USBP Sector HQ Edinburg, TX. Please confirm utility tie-in is to USBP Edinburg site utilities, and identify the responsible utility POC (CBP Facilities, GSA, or municipal — City of Edinburg / Hidalgo County WID #3). Utilities will be tied into USBP Edinburg site utilities. Coordination will happen post-award via the COR.
13. Attachment A shows the green "BN TOC" placement rectangle on what appears to be unimproved ground east of the USBP Sector HQ building. Please provide: (a) a geotechnical report or allowable soil bearing capacity for the proposed pad area, (b) any existing topographic survey. Geotechnical reports are not available. Area needs to be leveled and graded before placing the RLB. See Attachment D for site pictures

Please specify: (a) location and size of the nearest potable water main and sanitary sewer lateral relative to the pad, (b) available water pressure (psi), (c) whether the contractor is responsible for trenching, backflow preventer, grease/sand interceptor, and metering, (d) whether the USBP facility is on municipal sewer or on a septic system. Comment by Escobar Guanumen, Jazmine 1LT USARMY NG MAARNG (USA): BP
16. Are local building permits, electrical permits, and plumbing permits required from the City of Edinburg or Hidalgo County, or does the federal enclave status of the USBP Sector HQ exempt this work from local permitting? If permits are required, please confirm whether permit fees are reimbursable as ODC. No permits are needed since the area belongs to Border Patrol
17. Texas Department of Licensing and Regulation (TDLR) administers the Texas Industrialized Building Code program. Please confirm whether modular units must bear TDLR Industrialized Building decals, or whether site-built / IBC 2021 commercial construction is acceptable, or whether (as a federal facility) neither applies and only IBC 2021 + NEC 2023 compliance is required. The place of performance is a federal facility. The contractor is required to comply with the technical standards outlined in the PWS.
18. What wind design standard applies? Edinburg, TX is in ASCE 7-22 wind region with Vult ≈ 145 mph (Risk Cat II). Hidalgo County is also in the Texas Windstorm Insurance Association (TWIA) inland region but not on the coastal Tier 1 list. Please confirm design wind speed, exposure category, and risk category. 20. Will the contractor have continuous, unescorted construction site access during installation, or will daily escort coordination through CBP/USBP be required? PWS 1.6.8.3 and 1.6.8.6 are reserved. No. The contractor needs to be escorted at all times.
21. If the Government exercises early termination (T4C or T4D) before the end of the base period, how is unrecovered mobilization cost handled? PWS does not currently address this. - If the Government terminates the contract before the end of the base period, unrecovered mobilization costs are handled in accordance with FAR Part 49. Under a Termination for Convenience (T4C), the contractor may recover reasonable, allowable, and allocable mobilization costs as part of the settlement (FAR 49.201 and FAR 31.205‑42). Under a Termination for Default (T4D), mobilization costs are not reimbursable. Because the PWS does not address mobilization, the standard FAR termination clauses apply.
22. PWS 5.2.5 requires Wall Type A assemblies achieving STC 50 for all 8 private offices, and PRS#5 requires acoustic testing prior to acceptance. Please confirm: (a) whether STC 50 is required only between offices and the corridor, or also between adjacent offices, and (b) the acceptable acoustic test method (ASTM E336 field STC, or laboratory STC per ASTM E90). - STC 50 is required for all offices, adjacent walls.
23. 5.8 states "All doors and frames must meet or exceed the STC rating of their adjacent walls" — implying STC 50 doors. STC 50 doors are heavy commercial assemblies (~$3,500–$6,500 each, 8 doors = ~$28K–$52K material). Please confirm STC 50 is required at all 8 private office doors, the SIPR/TOC door, the Battle Desk door, and the Sensitive Item Supply Room door, or only at a subset. - Yes, it is required for all specified private offices, TOC, and Supply Room..
24. Are the SIPR/TOC (300 NSF, 5.5) and Sensitive Item Supply Room (500 NSF, 5.6) required to meet ICD 705(SCIF) construction standards (sound group rating, IDS, X-09 locks, RF shielding), or are they SECRET-equipment / open-storage rooms under AR 380-5 with cipher locks per §5.6 and the GSA pedestrian deadbolts/combination locks per §5.7? The PWS language reads as the lighter standard but please confirm.
25. 5.7 requires GSA-approved FF-L-2890 deadbolts on all perimeter doors and FF-L-2740 combination lock on the primary entrance. FF-L-2740 is the X-09/X-10 combination lock typically used on GSA security containers and SCIF doors. Please confirm: (a) FF-L-2740 is required on the primary exterior entrance (not just internal vault doors), (b) whether X-09 or X-10 is acceptable, (c) who provides combination changes and re-locking after award. the FF-L-2740 combination lock is required on the primary exterior entrance.
