About this file
This is a Questions and Answers document (W564KV26QA029) addressing contractor inquiries regarding a Performance Work Statement (PWS) for what appears to be a bio-waste and food waste collection and disposal service at a U.S. military facility in Germany.
The document clarifies training requirements for contractor employees, specifying that anti-terrorism training, OPSEC training, and Army iWATCH training must be completed within the first 30 days of contract award. All three training programs are available online and conducted in English, with working links provided in the PWS. The iWATCH program is defined as a community-focused antiterrorism awareness initiative designed to help personnel recognize and report suspicious behavior. Regarding containers, standard garbage cans with well-sealed lids are acceptable for general use, but old grease requires containers with rubber sealing. The document references PWS section 5.2.2 for specific container size requirements and Technical Exhibit B Attachment 1 for the number of containers required per pickup point. For waste segregation, loose bio-waste and packaged food items are currently kept separate but may be placed in one or two bins depending on volume, without intentional mixing. On regulatory requirements, a U.S. LLC prime contractor is not required to have formal German business registration (Gewerbeanmeldung); instead, it is sufficient if the identified subcontractor performing collection and disposal holds all necessary German environmental permits and certifications, such as Entsorgungsfachbetrieb status under KrWG, with submission of these certificates and permits alongside the quote being highly preferred.

Questions and Answers W564KV26QA029
Q1: PWS para 1.23.1: Our employees must participate in anti-terrorism training within the first 30 days. Is this possible online? In what language is the training?
A1: Yes online, the provided link is working in the PWS, and the training is in English.
Q2: PWS para 1.23.2: Same question as Q1 regarding OPSEC(?)
A2: Yes online, the provided link is working in the PWS, and the training is in English.
Q3: PWS para 1.23.3: We must train all affected employees in iWatch – what is this? Is online training also possible here?
A3: Army iWATCH training is a community-focused, antiterrorism awareness program designed to help soldiers, families, and civilians recognize and report suspicious behavior.
The Contractor and all associated subcontractors shall brief all employees on the local iWATCH program within the first 30 days after the contract is awarded. See 1.23.3 for more details and the link for the iWatch training slides. Online training is possible.
Q4: PWS para 5.2.1: Tightly sealing containers are required. Are our containers (similar to normal garbage cans) sufficient, or must they have rubber seals?
A4: Similar to normal garbage containers is sufficient if the lid is well sealed like a normal garbage can, but for the old grease they need containers with a rubber sealing.
Q5: Is it a requirement for the Prime Contractor (a U.S. LLC) to have a formal business registration (Gewerbeanmeldung) in Germany, or is it sufficient if the identified subcontractor who will perform the physical collection and disposal holds all necessary German environmental permits and certifications (e.g., Entsorgungsfachbetrieb under KrWG)?
A5: It is sufficient if the Subcontractor can provide all necessary German environmental permits and certifications. It is highly preferred if certificates and permits are provided with the quote.
Q6: Is a specific size of container required?
A6: See PWS 5.2.2.
Q7: Is there a list of amounts of containers required per pick-up point?
A7: See PWS Technical Exhibit B Attachment 1.
Q8: Will the loose bio waste be filled into specific containers and packed food filled into other specific containers or will loose bio waste and packed food be packed into nonspecific containers altogether?
A8: Right now, the facilities are throwing the packaged items into one or two of the bins;
depends on the amount. Usually, they aren't mixed.
Fragen und Antworten W564KV26QA029
Frage 1: PWS Absatz 1.23.1: Unsere Mitarbeiter müssen innerhalb der ersten 30 Tage an einer Anti-Terror-Schulung teilnehmen. Ist dies online möglich? In welcher Sprache findet die Schulung statt?
Antwort 1: Ja, online.
Antwort 7: Siehe PWS, Technisches Beiblatt B, Anhang 1.
