About this file
This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) issued by the U.S. Army for disposal of waste food and bio waste at USAG Baumholder in Germany.
The requirement encompasses five primary line items for disposal services: collection and disposal of food remainders (250,000 liters), vegetable waste (35,000 liters), packed outdated food (250,000 liters), packed outdated meat (8,000 liters), and bio waste disposal (3,000 cubic centimeters). All services are priced on a firm fixed-price basis and must be performed in accordance with the attached Performance Work Statement. The base period of performance runs from July 10, 2026, through July 9, 2027, with four one-year option periods available through July 9, 2031. The place of performance is Smith Barracks Building 8716 in Baumholder, Germany (DoDAAC W507MB), with additional locations at waterworks areas in Hoppstadten and Pfeffelbach. The solicitation is designated for Women-Owned Small Business (WOSB) and includes evaluation criteria of Technically Approved, Supplier Performance Risk Score (SPRS), and Lowest Price. Quoters must be registered in SAM.gov and submit quotes by May 21, 2026, at 12:00 PM Central European Time to the Contract Specialist and Contracting Officer via email. The government will evaluate Total Evaluated Price by calculating base period plus four option years with one-half of the final option period included. Quoters are required to provide a capability statement demonstrating active CAGE code registration, points of contact, relevant experience from the past ten years, and details of any subcontractors or teaming arrangements with signed letters of intent.
