About this file
This document is a Questions & Answers (Q&A) file for solicitation W564KV-25-R-NTV1, addressing key clarifications for a Non-Tactical Vehicle (NTV) Blanket Purchase Agreement (BPA) across the European Command (EUCOM) region. The Q&A addresses critical vendor participation requirements, including the mandatory ability to provide vehicle deliveries in at least 20 countries listed in the Performance Work Statement (PWS), and maintaining a 24/7 emergency helpline with vehicle replacement capabilities within 24 hours of notification. The government emphasized that these requirements are non-negotiable, particularly the 24-hour vehicle replacement stipulation, which is considered critical for warfighter support.
The Q&A document also confirms that the submission due date will not be extended, despite vendor requests, and clarifies that vendors must be able to comply with all PWS requirements in at least 20 of the listed countries. The solicitation is being managed by the 409th Contracting Support Brigade, with the BPA ordering period expected to run from the contract award date until 31 July 2027, offering a hybrid (Firm-Fixed Price & Time and Material) multiple award approach for NTV rentals across the EUCOM region.

Questions & Answers for W564KV-25-R-NTV1
1. If a provider has the ability to provide initial vehicle deliveries in less than 20 countries, but those vehicles could be operated across EUCOM, would that vender be eligible to participate?
Answer: The Government has limited the opportunity to vendors who are able to provide the specified vehicles in at least 20 of the countries listed in the PWS. If a vendor cannot provide vehicles in at least the 20 countries listed in the PWS, they may not be considered for this opportunity. If you are not considered and not a BPA holder, you will not receive solicitations for requirements under this BPA.
2. Can the language requiring a replacement vehicle and breakdown assistance within 24 hours be amended to offer more flexibility in the vendor’s submission for each opportunity? As examples, remote areas in eastern Europe and Scandinavia, may necessitate additional time to provide a suitable replacement.
Answer: Per the PWS, section 1.3, “During the period of performance of a Call Order, the Contractor shall maintain a 24 hour, 7 days a week helpline for emergency assistance. The Contractor must provide flexibility to allow Service Members to replace damaged vehicles within 24 hours of notification to the Contractor.”
This is one of the critical requirements for our warfighters and therefore, this section will not be amended.
3. Will the government consider adjusting the due date of the submission to 7 days after the posting of answers to questions to allow vendors time to incorporate those responses?
Answer: Based on the number of questions and content, the due date for submission will not change.
4. Do all requirements have to apply to all countries the same?
Answer: Per the “Memorandum for Prospective Offerors Additional Onboarding – W564KV25RNTV1”, “Offeror must be able to comply with all the requirements outlined in the PWS in at least 20 of the countries listed in its offer.”
