About this file
This document is a Questions & Answers file for solicitation W564KV-25-R-NTV1, addressing a Non-Tactical Vehicle (NTV) Blanket Purchase Agreement (BPA) for the 409th Contracting Support Brigade. The Q&A, dated 26 June 2025, provides clarifications on key solicitation requirements, including vehicle delivery and operational specifications. Key details include a requirement for vendors to provide vehicles in at least 20 countries listed in the Performance Work Statement (PWS), maintain a 24/7 emergency helpline, and provide vehicle replacement within 24 hours of notification.
The government specified that right-hand drive vehicles may be acceptable at the Call Order Level, despite an initial requirement for left-hand drive vehicles. Vendors must be able to comply with all PWS requirements in at least 20 countries to be considered eligible. The solicitation's ordering period will begin on the BPA issue date and conclude on 31 July 2027, offering a hybrid pricing model with Firm-Fixed Price and Time and Material contract structures. The opportunity is being managed by the Department of the Army Materiel Command Army Contracting Command, with no changes planned to the submission due date despite vendor requests for additional preparation time.

Questions & Answers for W564KV-25-R-NTV1
As of 26 June 2025:
1. In the PWS, 4.3 Vehicle Details, you request that all vehicles should be left-hand driven, does this apply to the UK as well or is this a mistake?
Answer: The PWS section 4.3 specifies that the Government requires left-hand drive for all vehicles.
The Government will modify the PWS to specify that right-hand drive may be acceptable where customary based on the discretion of the customer at the Call Order Level.
As of 23 June 2025:
1. If a provider has the ability to provide initial vehicle deliveries in less than 20 countries, but those vehicles could be operated across EUCOM, would that vender be eligible to participate?
Answer: The Government has limited the opportunity to vendors who are able to provide the specified vehicles in at least 20 of the countries listed in the PWS. If a vendor cannot provide vehicles in at least the 20 countries listed in the PWS, they may not be considered for this opportunity. If you are not considered and not a BPA holder, you will not receive solicitations for requirements under this BPA.
2. Can the language requiring a replacement vehicle and breakdown assistance within 24 hours be amended to offer more flexibility in the vendor’s submission for each opportunity? As examples, remote areas in eastern Europe and Scandinavia, may necessitate additional time to provide a suitable replacement.
Answer: Per the PWS, section 1.3, “During the period of performance of a Call Order, the Contractor shall maintain a 24 hour, 7 days a week helpline for emergency assistance. The Contractor must provide flexibility to allow Service Members to replace damaged vehicles within 24 hours of notification to the Contractor.”
This is one of the critical requirements for our warfighters and therefore, this section will not be amended.
3. Will the government consider adjusting the due date of the submission to 7 days after the posting of answers to questions to allow vendors time to incorporate those responses?
Answer: Based on the number of questions and content, the due date for submission will not change.
4. Do all requirements have to apply to all countries the same?
Answer: Per the “Memorandum for Prospective Offerors Additional Onboarding – W564KV25RNTV1”, “Offeror must be able to comply with all the requirements outlined in the PWS in at least 20 of the countries listed in its offer.”
