The offeror shall also acknowledge all amendments to the solicitation in accordance with the instructions on the Standard Form 30 (SF 30) or Block 19 of the SF 1449. Each paragraph should be single spaced, and shall be separated by at least one blank line. A standard, 12-point minimum font size applies. Arial or New Times Roman fonts are required. Tables and illustrations may use a reduced font size no less than 8-point and may be produced in landscape mode. All pages of each volume shall be clearly numbered. The use of hyperlinks is prohibited. Submissions shall be clearly indexed and logically assembled. Each volume shall be clearly identified and shall begin at the top of a page. All pages of each volume shall be appropriately numbered and identified by the complete company name, date and Request for Proposal (RFP) number in the header and/or footer. A Table of Contents should be created using the Table of Content feature in MS Word.

The Offeror’s proposal shall be submitted in digital format, via email, as set forth below. Offers must be received before the deadline located in Block 8 of the RFP. In accordance with FAR 52.214-35, all offers must be submitted in English. Those submitted in a language other than English shall be determined “Unacceptable” and eliminated from competition. It is the Offeror’s responsibility to present sufficient information to be meaningfully evaluated without discussions. The Offeror is advised that quality of information is more important than quantity. The Offeror’s proposal shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. Clarity and readability are very important. The Government will not infer meanings from vague or ambiguous language.

Offers shall be submitted on or before the date set for receipt of offers, located in Block 8 on the first page of this solicitation and submitted to the Contract Specialist, Mr. Warren Stropes, warren.l.stropes.civ@army.mil or the Contracting Officer, Ms. Shea Korth, shea.korth2.civ@army.mil. When submitting via separate emails, the Offeror shall number the emails (e.g. 1 of 4, 2 of 4, etc.) to confirm that all parts are submitted and received. Alternatively, an Offeror may email the Contract Specialist or Contracting Officer to request a “Drop Off” via DoD Safe. With all submissions, there must be acceptable evidence to establish that the entire proposal was received and was under the Government’s control prior to the time set for receipt of offers. It is the Contractor’s responsibility to ensure the Government receives all emails with appropriate attachments. A complete proposal received after the exact time stated above will be considered late and will not be considered in accordance with FAR 52.212-1(f).

The following volumes of material shall be submitted:

Volume Title Digital Copies Maximum Pages I Technical PDF 25 II Price PDF or Excel No page limit III Past Performance PDF 25

*Manpower charts, table of contents, cover pages, glossary for abbreviations, section dividers, and indices are excluded from the page count, if applicable.

2. PROPOSAL FILES

Format. The submission shall be clearly indexed and logically assembled. Each volume shall be clearly identified and shall begin at the top of a page. All pages of each volume shall be appropriately numbered and identified by the complete company name, date and Request for Proposal (RFP) number in the header and/or footer. A Table of Contents should be created using the table in Paragraph 1.

The following additional restrictions apply:

File Packaging. The attachment size limit for U.S. Government email addresses is 5MB. If attachments exceed that size, an Offeror may submit its proposal via separate emails. When submitting via separate emails, the Offeror shall number the emails (e.g. 1 of 4, 2 of 4, etc.) to confirm that all parts are submitted and received. Content Requirement. All information shall be confined to the appropriate file. The offeror shall confine submissions to essential matters, sufficient to define the proposal in a concise manner, to permit a complete and accurate evaluation of each proposal. Offerors are cautioned that “parroting” of the Technical requirements or the PWS with a statement of intent to perform does not reflect an understanding of the requirement or capability to perform. Merely parroting the technical requirements may cause an offeror to be found unacceptable. Each file of the proposal shall consist of a Summary Section, and the Narrative discussion. The Summary Section shall contain a brief abstract of the file. Proprietary information shall be clearly marked.

VOLUME I – TECHNICAL FACTOR

The Offeror shall submit a concise and detailed approach for effective evaluation and for substantiating the validity of stated claims. Legibility, clarity and coherence are very important. Responses will be evaluated against the factors defined in 52.212-2 – Evaluation – Commercial Items.

This volume shall be organized into the following sections:

Subfactor 1: Experience The offeror shall provide evidence of experience performing the same or similar services, in terms of relevant size, scope, and complexity, on a minimum of one contract within the past five years from the date in Block 8 of the solicitation. Experience must be for contract performance within Europe. Contracts performed outside of Europe will not count toward experience. Contracts may be with the U.S. Government, the Host Nation Governments (to include state and local governments), or with commercial customers. Contracts with performance within the past five years, to include currently active contracts, will be considered regardless of the performance start date or completion date. Contracts indicating relevant experience greater than five years from the date in Block 8 of the solicitation will not be considered. Relevant scope means contracts for commercial drayage and distribution services. Relevant size means individual contracts with an estimated total value of at least $250,000. The Government will not consider the aggregate annual value of multiple contracts to determine relevant size. For contracts in non-U.S. Dollar currencies, the estimated annual value will be converted to U.S. Dollars by using the Fiscal Year 2022 Department of Defense Foreign Currency Rate for Budget Execution effective on the solicitation date to convert foreign currency to the dollar. Relevant complexity means contracts for drayage and distribution services.

Subfactor 2: Warehouse Augmentation Services Staffing The offeror shall complete the attachment titled “Certification of Capability to Provide Adequate Staffing in Support of Warehouse Augmentation Services” to attest to its capabilities to meet the standards of PWS 5.2.2.1, PWS 5.2.2.2, PWS 5.2.2.3, PWS 5.2.2.4, and PWS 5.2.2.5.

VOLUME II – PRICE

This volume shall consist of all information, required to support proposed prices. Other than certified cost and pricing data are not currently required; however, the Government reserves the right to request such data prior to award. There are no page limitations for this volume. Pricing information shall be in this volume only. Please clearly mark and explain each price approach being used and what locations it is intended to cover.

Electronic Copy. Offeror shall ensure that all information submitted in this volume is consistent with and fully supports the amounts set forth in the Standard Form 1449 (SF 1449).

Compliance. The Government intends to award one contract award from this solicitation. The offeror shall provide pricing and complete all line items (except for 0001 which is Not Separately Priced) on the Standard Form 1449 (SF 1449).

General Instructions. In accordance with Federal Acquisition Regulation (FAR) 15.402 and 15.403-1, certified cost or pricing data are not required based on the fact that adequate competition is expected for this procurement.

There are no page limitations for this volume. Proposal information included in this volume which is not directly related to Price will be disregarded.

Special Instructions. In order to provide a Firm-Fixed-Price proposal, the following attachments provide information:

Attachment #2 - Historical Workload Data 2018-2021 Benelux. This document provides additional detail as to the historical drayage workload based upon locations within the delivery area serviced.

Attachment #4 – Estimated Workload Data BeNeLux. This document provides the Government’s estimate for drayage and warehouse workload for the base period and the option period.
