11 Attachment #4 work load data and PWS, technical Exhibit#4 – work load data Section 5, para b
The PWS states that staffing for ACPs with IACS will vary depending on the volume of traffic. The work load data provides peak and average volumes.
In a number of cases there is a wide variance between the average and max hourly numbers, which affects the staffing required. Can the Government confirm whether the contractor should use the average or max hourly number to calculate staffing?
As the average for each one hour block is taken over the entire year, there are some days during the week where traffic may have been negligible, i.e. on a US Federal Holiday, Germany Holiday, or a training holiday. The max hourly numbers may reflect a special event that occurred sometime during the year.
12 Attachment #4 work load data and PWS, technical Exhibit#4 – work load data Section 5, para b
The site visit included observation of ACP 3 and ACP 6 at Tower barracks. The staffing level observed was different to that specified in Attachment #4 of the workload data. For instance, the work load data specifies that 2 commercial lanes should be staffed and 2 personnel should be on overwatch, which is not what was observed during the visit. At ACP 3, it was observed that a pedestrian gate was staffed, which is not specified in the work load data. Also, a commercial lane was not staffed, which is in the work load data.
Can the Government confirm that bidders must staff posts according to the work load data and rules of business?
Current staffing was not derived based on business rules in the new PWS. Offerors shall use the business rules and workload data provided for the solicitation. The workload data is based on the most current information and traffic flow. The ID check information is based on actual number of ID cards scanned at each ACP for the calendar year 2017.
(RFP Paragraph)
COMMENT/QUESTION RESPONSE
Can the Government also confirm staffing required for ID checks is captured in the work load data?
13 Attachment #4 work load data and PWS, technical Exhibit#4 – work load data Section 5, para b
The post description for Tower barracks ACP 3 states that it is operational 16hrs a day, 5 days a week, however, the work load data indicates that the ACP is operational for more than 16hrs during the work week and at the weekends.
Can the Government confirm that the contractor is not required to staff that post over the weekend or for more than 16hrs?
ACP 3 is open for 16 hours during the weekdays. The workload data does show one vehicle during each of the closed hours, which most likely are an anomaly in the data.
The gate is also open 13 hours a day on the each weekend day. That will be corrected in the workload data.
