COMMENT/QUESTION RESPONSE

1 Attachment #4 work load data and Attachment _5_Price Matrix

There are discrepancies between Attachment #4 work load data and Attachment #5 Price Matrix.

Some ELINs presented in Attachment #5 are not shown in Attachment #4. For others, the shift hours shown in the Attachment #5 are not matching shift hours in Attachment #4.

Can the Government provide ELIN numbers in the Attachment #4 workload data that are cross referenced to Attachment #5?

Yes, attachment 4 and 5 have been updated.

2 Attachment #4 work load data and Attachment _5_Price Matrix

Workload data for ELIN 020N Kaiserslautern:

ROB Weilerbach Gate (PWS 5.1.4) is missing in Attachment #4.

Can the Government provide the workload data for ELIN 020N Kaiserslautern: ROB Weilerbach Gate?

Workload Data for ELIN 020N ROB Weilerbach Gate is listed as Weilerbach Gate in Rheinland Pfalz workload spreadsheet (last set of entries).

3 Attachment #4 work load data and Attachment _5_Price Matrix

Is workload data for Weilerbach ACP shown in Attachment #4 Kaiserslautern tab, row 17 related to ELIN 020P?

No. ROB Weilerbach West, Hospital ACP is being built. There is no workload data as of yet. However, using Wilson Barracks LRMC Gate 3 data will give an adequate estimate

4 Attachment #4 work load data and Attachment _5_Price Matrix

ELIN 021J Miesau Motorized Patrol (1 person) x 4 (PWS 5.1.5) hours shown in Attachment #5 are 14/7 but in Attachment #4 Kaiserslautern tab, row 36 Motorized Patrol (1 person) x 4 hours shown are 24/7.

Can the Government de-conflict the hours associated with ELIN 021J Miesau Motorized Patrol (1 person) x 4?

The hours for Miesau Motorized Patrol are 24/7. The price matrix has been corrected.

5 Attachment #4 work load data and Attachment _5_Price Matrix

Attachment #4 Kaiserslautern tab row 39 is showing 3 X IDS Monitor but CLIN 0002 only shows 2 IDS Monitors. This is missing from ELINS for USAG Rheinland-Pfalz 0002AA.

There are a total of five IDS monitor positions required in the greater Kaiserslautern area. Three are for:

Husterhohe Pirmasens (which will eventually shift to TLSC-E KAD), Miesau, and Germersheim. LRMC has a separate IDS Monitor position and Coleman Barracks, a separate Tab on the pricing spreadsheet has an IDS

(RFP Paragraph)

COMMENT/QUESTION RESPONSE

Can the Government provide the number of IDS monitors for Husterhoehe Pirmasens?

monitor position. There is currently one IDS monitor at Husterhoehe Pirmasens. That position may transition to TLSC-E KAD by the time this contract begins.

6 Attachment #4 work load data and Attachment _5_Price Matrix

Attachment #4 Kaiserslautern tab row 39 is showing 1 x 2 person motorized patrol for Husterhoehe Pirmasens. This is missing from ELINS for USAG Rheinland-Pfalz.

Can the Government provide the number of motorized patrols for Husterhoehe Pirmasens?

Although Husterhoehe Pirmasens is planned to close before the start of this contract, there is no confirmed date in 2019 for closure. So all Husterhohe Pirmasens requirements have being entered into both the Price Matrix and the Workload data.

7 Attachment #4 work load data and Attachment _5_Price Matrix

Attachment #4 Kaiserslautern tab row 25 is showing workload data for Husterhohe Gates 1 and 2 but there is no ELIN related to this location in Attachment #5 USAG Rheinland- Pfalz 0002AA (PWS 5).

Can the Government include these gates in Attachment #5 Price Matrix?

They are in the updated Attachment #5, ELINs 020F2- F4

8 Attachment #4 work load data and Attachment _5_Price Matrix

ELIN 030B Patch Barracks K & K Gate (PWS 5.1.4) hours shown in Attachment #5 are 4/5 but in Attachment #4 Stuttgart tab, row 4 Patch Bks K&K Gate hours shown are 5/5.

Panzer Kaserne School Access Gate hours are now reflected as 6/5 in both attachments.

IDS Monitoring has no IACS related workload data.

IDS systems will be monitored by one person 24/7.

(RFP Paragraph)

COMMENT/QUESTION RESPONSE

ELIN 030K Stuttgart IDS Monitoring (PWS 5.1.3) in Attachment #5 has no related workload data in Attachment # 4, Stuttgart tab.

Can the Government provide workload data for ELIN 030K Stuttgart IDS Monitoring?

9 Attachment #4 work load data and Attachment _5_Price Matrix

ELIN 060T ECRC Motorized Patrol (Two person) (PWS 5.1.5) in Attachment #5 has no workload data in Attachment #4 Wiesbaden tab.

Can the Government provide workload data for ELIN 060T ECRC Motorized Patrol (Two person)?

Motorized patrols do not have any specific work load data. The requirement is to have minimum one or two person patrols for a set amount of hours for a set amount of days. For ECRC, the requirement is for a minimum two person patrol (one team), for 24 hours a day, 7 days a week.

10 Attachment #4 work load data and Attachment _5_Price Matrix

CLIN 0008 Coleman in Attachment #5 has no workload data in Attachment #4

Can Government provide workload data for

CLIN 0008?

Workload data for Coleman is now found under the new Coleman tab in Attachment #4.

11 Attachment #4 work load data and Attachment _5_Price Matrix

In Attachment #4 workload data for Stuttgart, the Patch Barracks K&K ACP is open 5 days a week for 5 hours. However, the IACS workload data indicates it is open for longer periods and the comment section indicates that the gate is monitored 24/7.

Can the Government de-conflict when this post should be staffed?

The K&K ACP at Patch Barracks has an Electronic Security Personnel Gate (ESPG) which is monitored 24/7. The K&K ACP is currently manned by contract security in the morning and by US Army Military Police in the afternoons. However, under this contract, contract security will handle both morning and afternoon requirements 6 hours a day, five days a week.

12 Attachment #4 work load data and Attachment _5_Price Matrix

There is no work load data for the 598th company in Bremmerhaven.

Can the Government provide work load data for 598th company in Bremmerhaven?

The 598th Trans. Brigade requirement at Bremerhaven does not fall under the current contract. Regardless that ACP does not have IACS installed. Plan for one stationary guard and one overwatch.

13 Attachment #4 work load data

Attachment #4 workload data states the Kaiserslautern tab Kleber Gate 3 is open 12hrs a

The data is from 2017 and during that year, Kleber Gate 4 was closed for maintenance for several months.

(RFP Paragraph)

COMMENT/QUESTION RESPONSE

day five days a week. The IACS work load data indicates that the gate is open on the weekends.

Can the Government confirm that this ACP is only open 12hrs a day M-F?

Kleber Gate 3 was then open 24/7. The data provided may show hours of use outside of those listed in the price matrix. When calculating your manpower requirements, focus on the open hours listed for the Gate and the corresponding IACS work load data. During contract execution, expect periodic maintenance or construction projects to potentially close an ACP. If that ACP is the installations primary ACP, expect the traffic to shift to a secondary ACP. If that secondary ACP is not normally scheduled for 24/7 operations, the emergent requirement will expand the hours. Your personnel from the closed ACP can then be shifted to the secondary ACP to handle the workload. Other than emergency situations that may close an ACP unexpectedly, all planned closures will be coordinated well in advance with the contractor.

14 Attachment #4 work load data and Attachment _5_Price Matrix

Attachment #4 workload data states the Kaiserslautern tab ROB Back Gate 2 is open 14hrs a day five days a week. The IACS work load data indicates that the gate is open at the weekends.

Can the Government confirm that this ACP is only open 14hrs a day M-F?

As answered in Question 13, periodic maintenance or construction projects may close a primary ACP for weeks or even months. During those periods, alternate ACPs (ones with limited hours) may become the primary ACP and be open longer than listed on the Price Matrix which will be reflected in the 2017 workload data you have been provided. The ACP hours are 14/5.

15 Attachment #4 work load data and Attachment _5_Price Matrix

Tariff agreements contain uplifts for those working overnight hours. The Government workload data does not state when posts operating less than 24 hrs a day are operational.

So bidders can accurately calculate labor costs, can the Government provide operating hours for posts that are not operational 24/7?

Gate Hours have been added to the workload data.

16 Attachment #4 work load data

Geographical make-up of ACPs and German roadways greatly affect traffic flow in/out of installations. Some ACPs may require more guards to process incoming traffic to

Due to the changing road conditions it’s not possible for the Government to provide definitive locations of where the traffic flow will be impeded. Further, as this is a performance based contract, it is incumbent upon

COMMENT/QUESTION RESPONSE

reduce the potential of “impeding the flow on adjacent German public roadways.”

Can the Government clearly identify if additional guards are required to staff any ACPs where the flow may impede German public roadways?

the contractor to plan for and prevent unsatisfactory performance. Answer for question 18 is related.

17 Attachment #4 work load data

Some ACPs have more than one vehicle lane, however the work load data does not identify this.

Can the Government confirm if the contractor is required to staff multiple lanes 24/7 or whether staffing should follow the work load data?

Work load date now includes number of vehicle lanes.

18 Attachment #4 work load data

Certain posts will require additional staffing for short periods to deal with high traffic flow.

Can the Government specify if the contractor could use mobile patrols and supervisors to assist with access control during periods of high volume?

If allowed, can the Government confirm if there are any constraints on using mobile patrols, such as maximum time a supervisor or mobile patrol could assist?

How the contractor addresses periods of high traffic flow is not a stipulated requirement of this contract. The Government is not detailing the exact number of personnel required and instead is looking for innovative approaches to ensure satisfactory performance.

As it applies to this question, there are no restrictions on personnel as long as the performance requirements (to include min. staffing) are met. However, personnel from mobile patrols may not be pulled from their primary duties to deal with high traffic flow.

19 Attachment _5_Price Matrix

Can government provide ELINs for Supervisors, Site Managers, Area Managers and

PM?

If not, where should bidders capture cost associated with the labor categories above?

The costs associated with management need to be included in the monthly price for each CLIN.

20 General Question Is this contract subject to DBA insurance? Certain sections of Defense Base Act have been waived by the Secretary of Labor for contracts performed in Germany. The Army cannot provide a yes or no answer

(RFP Paragraph)

COMMENT/QUESTION RESPONSE

to this questions as its application relies on the people that will be hired and the conditions of the waiver. The contractor will need to review the DBA waiver which is publically available on www.dol.gov.
