Afterwards, instruct the Non registered individual to proceed to the IACS office to register his or her DOD ID. When a DOD ID card identifies the individual as a “DOD CIVILIAN RETIREE” Deny access unless registered in IACS. For Installation Pass holders that are not registered in IACS, the guard will confiscate the pass, notify the Military Police Desk and issue an AE Form 190-16-B.

Sign-In Procedures:

DOD ID cardholders who are 18 years old or older and military spouses under the age of 18 have sign-in privileges. If this privilege has been suspended, it is documented on the USAG XXX visitor sign-in suspension list. When a DOD ID cardholder or Installation pass holder tries to use his or her visitor sign-in privileges the guard will check the visitor sign-in suspension list along with the USAG XXX bar list. Except for individuals that are NATO members, Department of State, or American Embassy Personnel categories, installation-pass holders are not granted sign-in privileges unless authorized by the sponsoring organization. Sign-in privileges are documented on the front of all installation passes with any qualifications (for example, “contractors and vendors only”) listed in the remarks block on the back. The installation-pass holder must be at least 18 years old.

Restrictions:

Temporary installation-pass holders are not authorized sign-in privileges and DOD ID cardholders not registered in IACS are not authorized sign-in privileges. Sign-in privileges are limited to signing in four individuals and their vehicles at any one time.

FPCON Restrictions:

During FPCON Charlie, host-nation contractors and official guests are not authorized sign-in privileges. During FPCON Delta, only DOD ID cardholders are authorized sign-in privileges. Exceptions may be granted by the Garrison commanders for key and essential personnel.

Identification:

Individuals requesting a visitor paper pass must show the ACP guard their valid passport, national ID (for example, the Personalausweis in Germany, the Identiteitskaart or carte d’identité in Belgium, the carta d’identità in Italy), NATO ID, non-U.S. military ID, or police or customs ID (for example, Dienstausweis in Germany). Guards will use the

IACS passport and document scanner to validate the passport or personal ID and conduct a visual comparison to ensure that the ID belongs to the requester. Visitors are required to show the guard the ID that was used to generate the visitor pass when the guard scans the pass.

Sponsor Responsibilities:

Sponsors will ensure that their visitors are physically escorted at all times. Sponsors who cannot escort their visitors themselves may transfer that responsibility to another authorized sponsor who will print and sign his or her name and provide a telephone number on the back of the paper pass. Sponsors who do not physically escort their visitors and fail to correctly transfer sponsorship to another sponsor or does not return with the guest and his or hers visitors pass will lose their visitor-sponsor privileges for 30 days for the first offense, 120 days for the second offense, and 1 year for the third offense. This also applies to the guest.

Unauthorized Persons and Gate Runners:

In the event that someone has successfully gained illegal or unauthorized access to installations within the USAG XXX XXX Barracks, the following measures are to be taken immediately. The Guard will make every attempt to prevent the unauthorized access to the installation by the means of active barrier systems available to them, and the use of force if necessary. The guard will then contact all other ACPs followed by the Military Police desk, and seek guidance as to the closure of crash gate or emplacement of a static guard at the outer most limits, thereby blocking escape to the person in question. Guidance may be given by the Garrison Commander or his designated representatives, to include personnel from the Directorate of Emergency Services and the ACOR. Guards may immediately close gates, and then notify the Military Police desk and all other gates if situation warrants immediate closure. Additionally, Security Officers will make every reasonable effort to detain, and/or identify the person(s) and their vehicle (as appropriate) who have attempted illegal or unauthorized access.

Guards will also attempt to take pictures of suspicious persons, vehicles or activity with the digital camera located at the ACP. Appropriate use of force for the specific situation must be considered. The guard will detain all unauthorized persons and retain all ID documents of the occupants of unauthorized vehicles until they are turned over to the Military Police.

Vehicle and Baggage Searches:

Vehicle searches will be conducted IAW Random Antiterrorism Measures (RAM) instructions, which are provided to the on site manager by the ACOR. If the guard finds any suspicious or prohibited items such as illegal weapons, improvised explosive devices, drugs, contraband or illegal trespassers during a vehicle search, the search will stop immediately, a signal or duress code will be given to alert the other guards, the person(s) will be detained and the Military Police Desk will be notified immediately for further instructions. At no time will the guard attempt to handle any suspicious packages or possible improvised explosive devices, and will make efforts to clear the immediate area. (See bomb reaction procedures below). Those to be searched will be determined by the RAM schedule. At no time will the guard physically handle the persons’ belongings. Guard may request the items to be removed from the bag or purse to better view the contents. Any parcel (Non-Mail parcel), suitcase, rucksacks, bags and trash bags will be opened and cleared of any suspicion of being a threat.

Delivery vehicles will be searched by guards checking the following: the bill of lading to see what is in the delivery vehicle along with numbered seal. The guard will also check for Installation pass, passport and/or name on an access roster. If the driver has no pass or access roster, the guard will have the driver notify the POC that he has to be escorted and signed on the installation.

Duress Codes and Duress Alarms:

Guards will be familiar with the utilization of duress codes published by the Shift Supervisor and the proper utilization and operation of duress alarms installed at gates or operational areas. Shift Supervisors will ensure that officers have the most recent duress code, and that all officers are briefed during daily shift changes. Duress codes, alarm procedures and all gate related operational procedures are “FOR OFFICIAL USE ONLY” and will not be discussed or disclosed to unauthorized person. If the gate is under any threat the guard will immediately activate the duress alarm, the Active Barriers, and notify the MP Desk Sergeant.

Bomb Threat Procedures:

Guards will remain knowledgeable and proficient in the procedures of reacting to a bomb threat possible IED or VBIED, anywhere in the AOR. Any situation or possible communication conveying the possibility of an IED, VBIED, explosive of some type, or a phone-in bomb threat, the Guard will enact the following procedures: Immediately, cease all communications via cellular device or radio.

Search Area Reaction Procedures:

If the threat is identified in the search area, the “duress word” will be utilized for the immediate guard to assist in the reaction isolating the persons in question, and evacuating the area. At no time will the guards show signs of panic to the public as this poses a safety issue. Panic being contagious, the guards will remain calm and implement proper procedures to evacuate and contain the immediate area. If possible, the guard located within the main gate house will remove the Bomb standoff card posted on the inside wall, and use the chart to move all personnel in the area to a safe location. In addition, the MP station will be notified of the situation immediately via landline. The gate will be immediately locked down to include the safe activation of all active barriers. Once all the personnel are in a safe location, the senior guard will take a head count and take charge of all guards. At a minimum, the senior guard will designate guards to control access to the site from any avenue possible to protect the lives of those entering the AOR. Those guards designated will utilize all cover available to protect themselves against the effects of a blast while maintaining the capability to prevent entry to the site. All guards will remain in place until Military Police patrols or security personnel arrive on site.

Bomb Threat Procedures:

If the threat is phoned in to the ACP, the guard receiving the message will attempt to keep the caller on the line for the longest time possible, to attain as much information as possible. All ACPs will maintain a bomb threat data sheet under all telephone to facilitate this need. Upon ending the call, the officer taking the phone call will leave the phone off the hook. This will allow for the tracing of the call by applicable agencies when needed. Once the call has ended, the officer will immediately contact the MP desk using an alternate landline if available. The gate will be immediately locked down to include the safe activation of all active barriers systems

Active Barriers:

Guards will be trained and become familiar with the operation and safety features of all security barriers system installed at the entry/exit points. Operational test will be conducted by the USAG XXX SCOR, and results will be logged in the daily staff journals. Senior guard will monitor the barrier’s operation and observe all safety procedures and vehicle traffic before operating the barrier systems.

Rules of Engagement (ROE) for Activation of Barriers:

Purpose: Active barriers are utilized to deny access to unauthorized vehicles that have been rejected at ID area and that attempt to run the gate and thus illegally gain access to the installation. The use of the barriers to deny a rejected vehicle access must be carefully performed so as to avoid causing damage to vehicles that may be leaving or properly accessing the installation and must be coordinated among the guards at the ACP. On scene senior guard must exercise common sense and good judgment on approaching emergency vehicles at ACP’s whether or not coordinated with the desk sergeant. Senior guards must also exercise extreme caution especially when there is a BOLO out on stolen vehicles.

This ACP has three hydraulic vertical rise barriers directly in front of the over watch.

Follow this guidance on the use of the vertical rise barrier-system: Use the Emergency Fast Operation button, conveniently located in the over-watch to activate the hydraulic barriers in the event of an emergency. This could be: someone tries to run the ACP without showing ID, the guard gets suspicious of someone who shows ID and that person tries to take off, someone attacks the guard or someone tries to penetrate the perimeter with a vehicle. The normal position for the hydraulic barriers is the Down- Position. The Over-watch guard will always activate the barrier in an emergency.

Barrier use to deny access to a vehicle that is attempting to run the gate will be through the use of the “Emergency Fast Operation button located in the gate shack. When the barriers are used for this purpose the Military Police (MP) and shift supervisor will be immediately notified and the personnel in the vehicle will be detained until the arrival of the MP who will assume control of the situation. Until the situation is cleared by the MP the barriers will remain up and the gate will be closed to both outbound and inbound traffic. Potential inbound traffic will be directed to an alternate gate until normal gate operations are resumed as directed by the MP, SCOR, or other responsible authority.

Security lights:

The guard building exterior lighting and search point lights must be on during periods of limited visibility to assist in the security and safety of the base and security officers.

Commercial Vehicle Visitor Sign-in Parking:

Commercial Vehicles will park in lane 1, lane 2, and lane 4 leaving lane 3 open. This will allow commercial vehicles enough room to navigate the parking area to proceed to the search area. Lane 3 will be only used when necessary to keep commercial vehicles in the access control zone. Commercial vehicle will only be parked in the visitor sign-in parking for 30 minutes. (See Rejection Lane)

Rejection Lane:

Unauthorized vehicles or rejected vehicles from the search area or POV ID check will be turned back off the installation at the earliest possibility. The rejection lane is located behind the POV ID lane. All necessary safety precautions will be taken to prevent a vehicle or pedestrian accident while rejecting unauthorized traffic onto the exit lane.

Communication is vital for the rejection of a vehicle to be successful. The officers in the ID check lanes and the vehicle search area will stop all oncoming traffic prior to turning the vehicle around. This will be done as quickly as possible to minimize the impact on the traffic flow at the ACP. The guard will then inform the shift supervisor of the situation by means of radio or landline communication. The rejection of a vehicle is done as quickly and safely as possible.

The guard will take all ID documents of all occupants and driver, and then will direct the driver of the unauthorized vehicle to pull his vehicle over to the parking lot. All unauthorized persons will be detained. Collect all necessary information that is required to fill out the “Attempted Entry” form. The guard will escort the vehicle to the rejection lane and retain all ID documents of the occupants of the rejected vehicle until they are in the exit lane and then notify the Shift Supervisor. Once the vehicle has been successfully removed, the Gate will resume normal operations and all required reports will be written.

When a delivery truck driver that is parked in the truck visitor sign-in parking waiting on the sponsor for more than 30 minutes, the guard will have truck leave through the rejection lane. The guard will inform the over watch and POV ID before the vehicle leaves the lane.

Access Control Rosters:

Only access rosters (authorized and signed by the IACO and stamped by the Provost Marshal Pass Office) will be use to check for additional authorized personnel or during special events. Do not accept unauthorized Access Control Rosters from unauthorized sources. Purge outdated/expired rosters every Tuesday and Friday to eliminate clutter at the ACP.

USAG Bavaria Bar Lists: Use the most current Bar List as published by the agencies to prevent the entry of barred/unauthorized personnel onto the installation.

BOLO Reports: All required BOLO reports will be posted at the ACPs when directed to do so.

Pass-on Books: The ACP will possess the required Pass-on book to relay information to each shift on security related subjects. Insure that the guard personnel write in English and in German to prevent any misinterpretation of instructions all pass-on book entries.

FPCON BRAVO: At FPCON Bravo you will conduct the following:

Cursory searches - 100% Expedient searches - 10% of vehicles driven by ID card or installation pass holders.

This only applies to POVs not to commercial vehicles.

Detailed searches - All commercial vehicles, regardless of whether or not they are driven by an installation pass holder.

Vehicles on an access roster - will be searched based on whether or not they are commercial in nature or POVs.

Emergency-Vehicle and Protective-Services-Vehicle Access: Guards will use the following access procedures for emergency personnel and vehicles (for example, police, fire, ambulance, protective-services vehicles):

a. Access during Emergency Conditions.

(1) During coordinated emergency responses when the MP desk has called for assistance, clearly marked emergency vehicles (host-nation and U.S.) with sirens on or lights flashing will be escorted by the DES for emergency responders upon arrival.

(2) In situations where the host-nation emergency response has not been coordinated through the DES, the gate Security Officer at the ACP will require emergency vehicles to come to a stop to allow Security Officers an opportunity to quickly identify the driver and the purpose of the entry. This stop should be conducted as quickly as possible (normally less than 30 seconds). The Security Office will get the location where the emergency response is going and vehicle Plate number allowing access to the installation. The Supervisor will call the DES to inform the Desk Sergeant of the emergency response

(3) Ambulance service is provided by host-nation hospitals. Ambulances in Germany are well marked with some or all of the following words: Ambulance, Krankenwagen, Rettungswagen, or Notarzt.

b. Protective-Services Vehicles.

(1) Protective-services heavy armored vehicles (HAVs) (commonly called “hard cars”) and Security-escort vehicles (SEVs) (commonly called “chase cars”) do not have blanket authority to enter closed installations without presenting proper credentials.

(2) ACP guards will not stop HAVs or SEVs that have been granted unimpeded access through coordination with the responsible DES. ACP guards will be provided descriptions and license-plate numbers of expected vehicles and the expected time of the visit. Once recognized by the guard, the vehicles will be waved through the gate without delay.

(3) In cases where prior coordination with the DES did not occur, only HAV drivers must present their DOD ID card (no dispatch, license, or other documents). Exceptions to this requirement are on an installation basis and approved by the DRG commander.

Other occupants in HAVs will not be asked to provide ID.

(4) Guards will request that only the driver’s window be opened to receive the driver’s ID card. The guards will not look inside the vehicle, request the occupants to exit the vehicle, or try to search the vehicle.

(5) If an SEV is present, only the ID card of the first (lead) HAV driver will be checked.

The lead HAV driver will inform the guards that the next vehicle is an SEV. The objective is to get these vehicles through the gate as quickly as possible without bypassing prudent security procedures.

Convoys/ Military Vehicles: When a U.S. convoy approaches the ACP the convoy commander will be scanned using IACS and vouch for all vehicles. For NATO or foreign military convoys, all personnel will be checked on the multinational access roster. When a Military Vehicle approaches the ACP all personnel must be scanned using IACS and then allowed access to the Installation.

Troop PT Formations at ACPs: NOT AUTHORIZED AT THIS ACP

Smoking area:

There is only one designated smoking area clearly marked. Smoking on the way to and from the over watch position, inside of any building, including the restrooms, is forbidden.

To relieve the senior guard from keeping the smoking area clean there will be one designated smoker per shift who will clean the smoking area.

Restrooms:

To relieve the senior guard from keeping the restrooms clean there will be one designated guard per shift who will clean the restrooms.

Guard and Military Police Parking lot: The guard and Military Police Parking lot is adjacent to building 491 which is marked with a red and white chain attached to the jersey barriers. The guards will open up the parking area, drive their personally owned vehicle (POV), stopping and closing the red and white chain. This will not allow any vehicle to park in the parking lot. The guard will park at the far end of the parking lot.

When exiting the guard will exit and close the chain and proceed to the POV lane to exit the ACP and not out the one-way road.

Implementation: These orders have been reviewed and approved for immediate implementation. Any questions regarding these orders must be directed to the undersigned.
