PERFORMANCE WORK STATEMENT
Structural Pumper
1.0 General: The Scope is to provide structural pumpers to U.S. Army Europe.
1.1 This contract consists of three major elements:
1.1.1 The vehicle chassis: A commercial cab over engine (CoE) chassis specifically adapted to the requirements of firefighting vehicles, rear mounted fire pump with foam proportioning system.
1.1.2 An apparatus body with min. 2,800l water tank, 300l foam, tank, covered hose bed and storage compartments with roll up doors.
1.1.3 Firefighting equipment: Each vehicle will provide sufficient storage space to transport securely all listed items (attachment A-1). Not all vehicles will come fully equipped; however there must be enough space to store all equipment as they will serve as backup apparatus to each other.
2.0 DIMENSIONS, WEIGHTS, PERFORMANCE:
2.1 The vehicle shall not exceed the maximum dimensions prescribed:
2.1.1 Maximum length: 8,300 mm
2.1.2 Maximum width: 2,550 mm
2.1.3 Maximum turning diameter (wall to wall): 17,500mm
2.1.4 Maximum Height (including all accessories): 3450 mm
2.1.5 Maximum Gross Vehicle Weight Rating (GVWR): 18,000 kg
2.1.6 Tilt angle: Minimum 26.5° per ECE R29
2.1.7 Acceleration (0-50 km/h; 0-35 mph): Not more than 15 seconds
2.1.8 Top Speed: 68mph (110kph) governed
2.1.9 Approach angle and departure angle: At least 16°
2.1.10 Ground clearance: At least 200mm.
2.2 GENERAL REQUIREMENTS:
2.2.1 All components of this vehicle must be brand-new and first class products and absolutely reliable under any environmental condition, e.g. salt water areas and hot areas, ambient temperatures from –25°C up to +45°C.
2.2.2 Paint: The color coat application shall consist of two to three applications of acrylic urethane color coat. The final finish shall be free of dirt and sags and shall meet a minimum grade of 7 when compared to the "ACT" general orange peel standards by "ACT" Laboratories, Of Hillsdale, MI.
Underbody coating must be provided on all chassis and body parts, wherever required. The final finish of the cab shall be to fire apparatus standards; exhibiting excellent gloss durability and color retention properties.
Chassis frame, rear mirrors with brackets, outside step frames:
RAL 9005 black;
Cab, Apparatus body RAL 3000 red
Fenders, front bumper Grey Rims Aluminum polished
All outside alloy parts will be polished; inside alloy part will be polished or brushed.
3.0 CHASSIS AND CAB: Chassis and cab shall be specifically designed for the use as firefighting vehicle. The vehicle will be equipped with a firefighting vehicle preparation package from the chassis manufacturer.
3.1 Drive train: An all-wheel drive (4x4) drive train system with transversal driver´s operated differential locking mechanism shall be provided. Permanent driveline installations shall be balanced to prevent vibration
3.2 Axles: Two axle layout. Single wheel steering front axle, dual wheel rear axle with locking differentials on both axles.
3.3 Suspension:
3.3.1 Front axle: Rigid steering axle with parabolic leaf suspension and stabilizer bar at least 7,500 kg rated GAWR
3.3.2 Rear axle: Rigid axle with parabolic leaf suspension at least 13,000 kg rated GAWR
3.3.3 Wheelbase: Min 4,300mm
4.0 RIMS, TIRES AND WHEELS: The tires will be model and manufacturer recommended by the chassis manufacturer. Mud flaps will be installed behind each wheel.
4.1 Rims: Rims, aluminum, shall match weight rating of axles and chassis
4.2 Tires: All tires shall match weight rating of axles and chassis
4.2.1 Front axle: 315/80R22.5
4.2.2 Rear axle: 315/80R22.5
4.3 A tire pressure monitoring system IAW NFPA 1901 will be provided.
4.4 Steering: A left hand driver ram-assisted power steering system will be provided with tilt and telescoping steering column. The steering mechanism shall be capable of turning the front wheels to an angle of at least 30 degrees to either the right or the left for front axle.
4.5 Automatic Snow chains: Rotating chains, air pressure operated, activated from the cab shall be provided and installed at the rear axle. Automatic snow chains shall be designed specifically for heavy fire truck application. A chain spinner with at least 10 chain strands shall be installed. Spinner shall adjust automatically to vehicle speed to allow permanent coverage with snow chains when deployed. The system shall work effectively at wheel speeds of 3 mph and above. On ice surface with 2" snow cover a 12,000kg GVWR truck must be able to attain at least 35m in 16 seconds with system engaged. System must be licensed for use on German public road with bituminous surfaces in the period 01 October to 30 April.
5.0 FRAME: Frame shall be welded ladder type construction with u-shape frame rails and cross members; One (1) front and two (2) rear towing eyes are welded to the frame rails.
Front and rear tow eyes with pintle hooks attached to frame rails will be supplied.
6.0 BRAKES: The braking system must meet and exceed NFPA 1901 and GUV D29 The system will be a fully electronically controlled dual circuit brake system with ABS, electronic stability program (ESP) and anti-spin regulator (ASR). An air brake system meeting the requirements of German street code (STVZO) shall be provided. The air brake system shall consist of the following components:
6.1 Rear axle brakes: Each rear axle will be equipped with disc brakes.
6.2 Front axles brakes: The front axle brakes shall ventilated disc brakes.
6.3 Dual air system with dual gauges and a warning light and buzzer: A spring actuated parking brake built into the rear axle brakes with a manual control and warning light the in cab. These shall automatically apply in case of air system failure. A mechanical means of releasing the spring brake shall be provided in the event of total loss of air pressure.
6.4 A quick build up system shall be provided, capable of building enough air pressure to release the spring brake in less than sixty (60) seconds, when starting with the entire air system at zero pounds pressure.
6.5 The brake system shall be a split system. The two (2) systems shall be connected with a double check valve that shall automatically shuttle air from the front system to the rear system should loss of air pressure occur. This system shall also modulate the amount of air so the spring brakes shall apply in direct relationship to the amount of pressure applied to the treadle valve. The brake system shall be equipped with a valve to provide modulated spring brakes in the event there is low air pressure in the rear axle air supply reservoir. All components (service brake, retarder, exhaust brake) and features (ABS, Hill hold and traction control) of the braking system shall be supervised and controlled through a fully integrated electronic control system.
6.6 Compressor: An air compressor shall be provided with a minimum of 360ccm, all discharge line will be made out of stainless steel.
6.7 ABS system: An industry standard four channel, single rear axle model, ABS Braking System shall be supplied. An electronic control unit (ECU) shall monitor and control wheel speed during braking. Wheel sensors, constantly monitoring wheel speed, send information to the ECU. If a wheel begins to lock the ECU transmits an electrical impulse to modulator valves that can apply, release or hold the air pressure in the brake chambers. The rapid modulation of air pressure prevents wheel lock-up and increases driver control. If a fault occurs in one wheel, that wheel shall have normal (non-ABS) brake function. The other wheels shall continue to provide the ABS function. If the ABS system should fail completely, the brake control shall be returned to normal (non-ABS) braking. An ABS warning light shall be installed on the driver's dash message center. This warning light shall cycle through a test stage at the point of ignition turn on and remain illuminated until the vehicle reaches approximately four (4) mph (6.5kph). The light shall illuminate in other conditions to warn of an ABS system failure and shall illuminate when the diagnostic function is activated.
6.8 Holding Capacity of service Brake: The service brake shall be able to hold the vehicle fully loaded at least at a 50% slope.
6.8.1 Holding Capacity of parking Brake: Te parking brake shall be able to hold the vehicle fully loaded at least at a 50% slope. The parking brake will activate brakes on all three axles.
6.8.2 Hill hold function: A hill hold function shall be provided. This avoids that the vehicle start to roll on a slope, when vehicle is at a stop and the brake pedal is released.
6.8.3 Traction control system: An electronic traction control system shall be applied using ABS sensors. On slippery surfaces sensors detect differentials in wheel spin on the propulsion axles and selectively apply the brake on an individual wheel (the one spinning) to direct propulsion torque to the wheel with the higher traction and subsequently less revolutions.
6.8.4 Service brake performance: The service brake shall meet or exceed requirements of NFPA 1901 and STVZO and be capable top stop the vehicle at a speed of 30mph/32kph in less than 10m and at a speed of 40mph/64kph in less than 37meters.
6.8.5 Actuation: A suspended foot paddle for service brake and STVZO compliant lever for parking brake.
6.8.6 Retarder: A hydraulic retarder brake shall be provided. Actuation shall be manually through a steering column mounted lever and automatically when the regular service brake is actuated through the brake pedal. The hydraulic retarder uses the viscous forces between dynamic and static vanes in a fluid-filled chamber to achieve retardation. The retarder will uses vanes attached to a transmission driveshaft. They will be driven separately via gears off a driveshaft. The vanes are enclosed in a static chamber with small clearances to the chamber's walls (which will also be vaned). When retardation is required, fluid (oil or water) is pumped into the chamber, and the viscous drag induced will slow the vehicle. The working fluid will heat, and is circulated through a cooling system.
6.8.7 Engine brake: An exhaust engine brake system shall be provided.
Actuation shall be possible manually through a floor mounted switch or automatically, when retarder (through lever) or service brake (through foot pedal) are actuated/
6.9 Engine: A high performance diesel engine with electronically controlled fuel injection system shall be installed
6.9.1 NUMBER OF CYLINDERS: Six
6.9.2 DISPLACEMENT: Max. 12 liters
6.9.3 RATED BHP: at least 400 @ 1100 RPM
6.9.4 TORQUE: at least 1800 Nm @ 1100 RPM
6.9.5 Radiator/cooling system:
6.9.5.1 Water cooling system; suitable for an ambient temperature range from -25°C to +45°C.
6.9.5.2 Design: Heavy duty type, with transmission oil cooler, remote mounted semi-transparent reservoir tank reservoir is visible from the outside. Alternatively the oil level may be displayed on the dashboard.
6.9.6 Maintenance intervals: Maintenance Intervals shall not shorter than
European Industry standard.
6.9.7 A fuel tank with heated filter element and fuel pump will be installed.
Capacity will be sufficient to provide for a minimum of 48.3km (30mi) of highway travel at 88.5 kph (55mph) plus two hours of pumping at full capacity at the full rated pump discharge. The fuel tank will have a capacity of not less than 200 liters. The fuel system will be equipped with a heated fuel/water separator and manual drain. The entire fuel system shall meet the engine manufacturers’ requirements.
6.10 Transmission: A fully automatic transmission with integrated transfer case and engine mounted torque converter shall be installed. Alternatively a fully automated clutch operated transmission with split range, at least twelve speeds and integrated transfer case may be provided. All shifts shall occur fully automatic and shall not require the operation of a clutch pedal. The transmission shall be specifically designed for emergency services vehicle application and permanent operation. I.e. special pattern logic inhibits tailored to the unique demands of emergency vehicles. For example, general truck calibrations prevent shifts from neutral to a range if engine speed is above 900 rpm; however, emergency calibrations will tolerate a higher engine speed of 1260 rpm before preventing the shift. The transmission shall be able to shift from first through sixth gear without operator intervention. The chassis shall be geared for the top speed in 6th gear.
6.10.1 An automatic transmission cooler shall be provided as an integral part.
The cooler shall be of sufficient size to maintain the operating temperature within the recommended limits of the transmission manufacturer.
6.10.2 The torque converter (if provided) will be equipped with a lock up clutch with a torsion damper effective in all ranges.
6.10.3 The transmission shall be installed between the frame rails.
6.10.4 The automatic transmission shall be controlled by an electro-mechanical or fully electronic lever type shift control. It shall have an internal lock (hold override button) to securely hold the shifter in the position selected. It shall be steering column mounted. It shall allow to select manually each gear and subsequently to up or downshift. The selected gear and drive mode (manual or automatic shall be displayed in direct sight of the driver.
6.10.5 Kick down feature The transmission shall provide a kick down feature.
When the accelerator pedal is depressed over a defined pressure point, the transmission shall automatically downshift to the lowest technical possible gear, which would not over rev the engine at the current speed to provide maximum acceleration.
6.10.6 A solid state electronic audible back-up alarm that actuates when the truck is shifted into reverse shall be provided. The device shall sound at 60 pulses per minute and automatically adjust its volume to maintain a minimum five (5) db(a) above surrounding environmental noise levels.
6.10.7 Power Take off: The transmission will be equipped with a power take off.
The transmission will be rated by the manufacturer to provide power to PTO at maximum required power demand from pump.
6.11 Electrical system: The apparatus "Electrical Distribution System" (EDS) shall meet European industry standards. The entire system shall be controlled through a CAN type network. The system shall be prepared by the chassis manufacturer to interact with a firefighting apparatus body and it electrical components. I.e. a provision for engine remote start when operating the pump.
Starter/Superstructure/
Lighting: 24V Chassis: 24 V Batteries: Two (2) x 24 V, maintenance free batteries, each at least 140Ah, are mounted in a box on right rear side of the vehicle.
A battery disconnect/isolator switch is provided in the cab.
Electrical harness: The electrical wiring is circuit/function numbered for easy identification.
Wiring terminals are crimped properly.
The wiring harness shall be neatly routed with proper radius and looms or conduits are used where necessary.
The chassis wiring shall be installed on the chassis frame rail and is clamped to reduce premature wear.
Alternator: 24 V / Min 100 A
EMI/RFI Protection: The apparatus shall incorporate the latest designs in the electrical system with state of the art components to insure that radiated and conducted electromagnetic interference (EMI) and radio frequency interference (RFI) emissions are suppressed at the source. The apparatus proposed shall have the ability to operate in the environment typically found in fire ground operations with no adverse effects from EMI/RFI. EMI/RFI susceptibility is usually controlled by utilizing components that are fully protected and wiring that utilizes shielding and loop back grounds where required.
6.11.1 Battery charger and external power supply: When parked, the vehicle will be charged through a charging socket Rettbox Air standard 230V / 24 V incl. Inlet box with lubricated flex wiring, 4m. A battery charging system microprocessor operated with characteristic curve programming EMV certified with sensor cable, temperature sensor and high performance relays shall be installed monitoring all intakes. Minimum required performance: 25 Amp @ 24V, designed to charge 24V batteries with a capacity of up to 500Ah. The charger shall be equipped with short-circuit and reverse polarity protection. A minimum of 16 programmable charging cures shall be accommodated on the E-prom Input voltage: 230 VAC 40 - 60 Hz (90-260V) Temperature range: from -25°C to +40°C IP class: IP21, protection class 1.
6.11.2 An external electrical socket with NATO connectors (IAW VG 96917) shall be installed in the rear of the vehicle to allow emergency jump start with a standardized NATO cable.
6.11.3 Low Voltage Protection: A low voltage power protection will disconnect certain electrical consumer to ensure there is enough power to always start the engine, incl. optical and acoustical indication. A cut off relay 24 V will be installed for vehicle battery and additional battery, to ensure charging is guaranteed via charging socket when engine is parked. (The installed relay cannot be used because it only operates when engine is running).
6.11.4 Electronic siren: An electronic siren with separate control head shall be provided. The control head will shall be equipped with a microphone for announcements and be mounted in direct reach of both officer and driver.
The siren shall be capable at least these sound patterns: Waive, yell, Hi Lo, PA.
6.11.5 A “Martin” type air compressor fanfare with four amplifying horns and tone tracker circuit has to be fitted at the front of the vehicle above the front bumper at the radiator grill. All electrical/pneumatic installation has to be performed by the contractor. 200 Watt, 125db in 1 m distance, DIN 14610EG, DIN B03, ECE E1-10 R-022601, tuned 435 +450/ 580 + 600
HZ.
6.12 Air Horns: Dual air horns shall installed on the roof, one each side. Noise output shall be at 85 dB (A) at five feet (1.20m). To eliminate inadvertent operation the chassis air horns shall be operable only when the battery selector and ignition switch are in the "ON" position. The chassis air horns shall be controlled by a lanyard with a 'Y-chain' or by activation switches mounted in direct reach of driver and officer. The lanyard chain shall be mounted to the center of the overhead console within reach of both the driver and officer and shall terminate at the cab center. Alternatively separate actuation switches (two) for driver and officer may be provided.
6.13 NFPA warning light package: A complete warning light package IAW NFPA
1901 will be provided. All warning lights will be blue in color. All warning lights shall be activated individual switched in a center console mounted panel with LCD screen panel and all together with one master switch. The master switch shall allow for drive and “on scene setting”. Drive will engage all warning lights. “On scene” will disable horns and front flashers. It will at least activate scene lights, engage pump (once transmission is in neutral) and hazard flashers.
6.13.1 Low level front warning lights: Two (2) LED warning lights shall be mounted on the front of the chassis above the headlights at the upper outermost corners in vertical position. These two (2) lights fulfill the requirements for Lower Zones A, B & D lower level warning devices.
6.13.2 Front intersection lights: Two (2) LED warning lights shall be mounted one (1) on each side of the bumper/gravel shield. There shall be a stainless steel guard installed to protect the light.
6.13.3 Cab side warning lights: Two (2) LED warning lights, with flasher, shall be mounted one (1) on the driver’s side and one (1) on the officer’s side of the vehicle, over the front tires, placed no greater than 25 feet between the front and rear lower warning lights.
6.13.4 Cab roof light bar: A cab roof warning light bar will be furnished and rigidly mounted on top of the cab roof. Light bar will be equipped with at least six double row LED modules, with outward modules angled to provide coverage to the front and the side. Lenses will be blue except for center lenses (clear). The light bar will be programmed in conjunction with the control head to allow at a minimum two flash patterns, one for “Blocking Right of Way”, one “Calling for Right of Way” IAW NFPA 1901. Alternatively two small light bars may be provided as long as performance requirements per NFPA 1901 are being met.
6.13.5 Lower body mounted strobes: At least two blue LED warning lights will be installed on each side of the body at the front and rear lower corner.
6.13.6 Upper body mounted strobes: At least two blue LED warning lights will be installed on each side of the body at the front and rear upper corner.
6.13.7 Cab ground lights: One (1) light shall be mounted beneath each door.
These lights shall be designed to provide illumination on areas under the driver and crew riding area exits. All cab ground lights shall be switchable and shall automatically activate when any cab exit door is opened.
6.14 Step lights: Four (4) step well lights shall be supplied. These lights, one in each step well, shall have a light hood to direct the light downward toward the step and the ground. All step well lights shall be illuminated when any door is opened and the battery selector is on.
6.15 Scene lights: One (1) scene light on the right, one (1) on the rear and one (1) on the left side of the vehicle will be mounted in the upper part of the superstructure.
6.16 Driving lights: The vehicle will be equipped with a complete set of driving lights in accordance with European standards to include headlights ( low and hi beam), turn signals, marker light and backup lights for operation on public roads.
Headlights will be a daytime running light configuration. Separate fog lights will be provided at the front of the vehicle. All lights on the vehicle front will be equipped with brush guards. A high pressure washer system will be provided for head and fog lights.
6.17 Marker lights: Shall be provided IAW FMVSS standards. All marker lights shall be LED type and activate when headlights are turned on. Five (5) amber LED cab face mounted clearance lights shall be supplied, mounted above the windshield. Five (5) red body mounted clearance lights shall be supplied, mounted at the rear body side. Three amber marker lights shall be installed IAW FMVSS standards on each side of the vehicle.
6.18 Corner lights. Two corner lights (one at each side) mounted at the rear of the vehicle will be provided. The lights shall be visible from the rear view mirrors to allow the drive gauging the dimensions of the vehicle.
6.19 Tail lights: A total of four (4) LED tail light units (one in each corner) will be installed at the rear body and consist of brake light, tail light, sequential amber arrow turn signal and blue strobe light (as part of the emergency lighting package). Additionally two white backup lights and rear fog lights will be provided in the lower light units. The backup lights will activate when the automatic transmission is placed in reverse gear.
6.20 Backup and maneuver lights: Safety and maneuver lights (45 Watt) shall be installed on rear view mirrors for additional illumination of the side and rear.
6.21 Engine compartment maintenance lights: At least two (2) engine maintenance lights shall in the engine compartment. These lights shall illuminate automatically when the cab is tilted to the full tilt position
6.22 Light pole: A Flood Light pole with extendable LED lights (8 ea with 42 Watt each) with remote control operated from pump panel, electrical wired to generator shall be installed on the cab roof. Light Pole shall expand pneumatically operated. The light pole will extend to a height of at least 5.5 meters above ground It shall be controlled through a graphic display integrated into the pump panel. It shall be possible to select each light individually.
6.23 CAB: The cab will be a fully trimmed commercial cab over engine four door crew cab version, constructed of fully galvanized steel. The complete cab in four door configuration will be standard off the shelf product provided from the chassis manufacturer. The cab shall be fully insulated against heat and cold. The cab shall be mounted with an air suspension and stabilizer to the chassis. The windscreen will be made of laminated safety glass, side windows are made of tempered safety glass. Front windows will be tinted and power operated. The cab will be equipped with heater and air condition. Access steps must be designed and fabricated in accordance with EN 1846 part 2 requirements. Yellow colored access handles must be mounted next to the access doors and 2 additional handles must be mounted close to or on the seats. Interior light shall be operated automatically on door opening as well manually by means of integrated switch. Floor is must be covered with anti-slip rubber or equivalent material. All interior surfaces will be water repellent and easily washable.
6.23.1 Crash test: The cab model (door configuration, roof height, length) shall have successfully passed the requirements ECE R29 roof strength and pendulum test, respectively, as described in Annex 3 of standard ECE (Economic Commission for Europe)-Regulation 29.
6.23.2 Cab dimensions: The cab shall have the following overall dimensional requirements:
6.23.2.1 Cab full tilt height – 169 ¼ “ / 4300mm maximum
6.23.2.2 Cab interior dimensions shall be provided as a minimum:
Clear interior width 82 3/4 ”/2100mm minimum Clear interior width driver’s and operators seat (door to doghouse) 650 mm /25.6” minimum Clear interior width between rear seat and rear wall 40”/ 103 cm minimum Clear height cabin interior 59”/1500 mm minimum Clear length cabin interior: 122”/ 3100mm minimum Driver’s seat: Cushion to Roof – 45” inches / 1170mm minimum.
6.23.2.3 The cab shall tilt a minimum of 28 degrees for ease of serving.
Tilting shall be accomplished by means of a manual tilt pump connected to heavy duty lift cylinders. It shall be equipped with a positive locking mechanism (service lock) to hold the cab in the full tilt position. Tilting to 30 degrees shall not require any further actions other than operating the manual pump. The cab lift system shall have a cab tilt interlock. The cab tilt shall not be able to be activated unless the parking brake set.
6.23.3 Exterior Cab equipment:
6.23.3.1 A heavy duty steel bumper to protect the lower cab section.
6.23.3.2 At least one pair of high intensity headlights (high beam and low beam) and turn signals integrated in the bumper protected with grill guards.
6.23.3.3 All mirrors, will be all electrically adjustable and heated. A complete set of mirrors IAW EU standards will be installed. Main rearview mirrors with a glass area of not less than 387.1 cm2 (60 in.2) will be provided on each side of the vehicle. Additionally each side shall be provided with a minimum 45.2 cm2 (7 in.2) wide-angle (convex) mirror. A single convex mirror covering the front end will be provided on the passenger side.
6.23.3.4 Dual (2) windscreen wipers with jet washers. At least three speeds and additional intermittent setting.
6.23.3.5 A manually operated roof access hatch will be installed in the cab roof for ventilation.
6.23.4 Interior cab equipment: The instrument panel should be equipped with a full set of instruments, illuminated switches and a complete warning system with indicator lights and audible alarms.
6.23.4.1 Four (4) grab handles for passenger entry assistance
6.23.4.2 Two (2) sun visors
6.23.4.3 Vinyl floor mat, non slip
6.23.4.4 Two (2) dome lights, green with manual activation
6.23.4.5 Two (2) dome lights white. The lights will activate once the doors are opened. A dedicated central switch will allow to disable the system and to turn on the lights permanently with a dimming function.
6.23.4.6 Heater with dash mounted control
6.23.4.7 Air conditioning unit
6.23.5 Dashboard: The dash board shall be padded and ergonomically angled to the driver. A glove box capable to store all chassis manuals shall be installed in front of the officer’s seat. A map reading light mounted on a flexible arm will be installed on the dashboard in front of the officer’s seat.
At a minimum the controls and gauges specified below will be installed.
6.23.5.1 Control panel for driving operation: All gauges, meters and indicators are calibrated in metric standard (km/h, bar/kPa, °C).
Multiple gauges may be consolidated into a single multifunction display.

6.23.6 A permanent plate shall be mounted in the driver's compartment which specifies overall dimensions of the vehicle, the quantity and type of fluids required including engine oil, engine coolant, transmission, pump transmission lubrication, pump primer and drive axle.
6.23.7 Doors: Large safety doors will be provided, two (2) on the left and two (2) on the right side. Cab doors shall be at least 51" high x 37" (1,300mm x 940mm) wide and shall have power roll down windows. The front door windows shall have a minimum of 0.45m2 / 700 square inch area of viewing glass per door. Each window shall have an exterior glass weather seal to prevent the influx of exterior air. The doors can be opened up to at least 85° to provide maximum safety for the crew members entering and exiting with SCBA. All doors shall have interior door locks and exterior keyed door lock controls. The cab doors shall have a minimum of 96 square (0.062m2) inches of white reflective material affixed to the inside of each door.
6.23.7.1 Door locks. All doors shall be keyed alike and equipped with power door locks. The doors shall be equipped with appropriate safety interlocks to prevent accidental locking of the doors when closed. The doors shall have interior and exterior paddle latches, and shall be mounted in an easy to reach location. Interior latch shall not be blocked by the seat occupant.
6.23.7.2 Keys: At least three complete sets of keys will be provided with the apparatus.
6.23.7.3 Door pockets: The front doors shall be equipped with door pockets sufficient in size to hold a standard clip board for letter size paper.
6.23.7.4 Door steps driver and passenger door: Driver and passenger door shall be each equipped with at least two door steps IAW applicable European safety regulations.
6.23.7.5 Door steps rear doors: The rear doors shall be equipped at least with two door steps each IAW applicable European safety regulations. The door steps shall extend over the full length of the rear doors. Each doorstep shall have a usable depth of at least 40 cm in depth. The doorsteps shall retract or fold when not in use and the door is closed and deploys automatically when the door is opened. Each door step will be equipped with at least two (2) yellow flashing lights, which engage automatically, when the door step is deployed.
6.23.8 Seats: 1 driver + 3 crew members.
6.23.8.1 Driver Seat: air-suspended driver's high back seat (no. 1) with integrated head rest. covered with cloth. Seat assembly; adjustable (horizontal, vertical and lumbar support); complete with 3-point safety belt (red) integrated in the seat assembly. The seat back is separately adjustable for incline. The seat shall be color-matching the interior trim. The air suspension shall be coupled to an adjustable shock absorber which allows adjusting to the driver’s weight. A location for helmet storage shall be provided in direct reach of the seated person. The helmets shall be secured in compliance with in a fully enclosed and latched compartment. A label stating “DO NOT WEAR HELMET WHILE SEATED” shall be visible from each seating location
6.23.8.2 Officer’s Seating position (passenger seat): The seat shall be Self- Contained Breathing Apparatus (SCBA seat with a fixed bottom cushion and a split head res. A red lap type, metal to metal quick release seat belt, with automatic seat belt retractor shall be provided for the seat. A red 3-point, shoulder harness type seat belt shall be supplied for the seat. The seat will be equipped with approved interlock mechanism. The seat shall be color-matching the interior trim. The helmets shall be secured in a fully enclosed and latched compartment.
6.23.8.3 Crew area-rear facing left outboard seat: The seat shall be Self- Contained Breathing Apparatus (SCBA seat with a fixed bottom cushion and a split head res. A red lap type, metal to metal quick release seat belt, with automatic seat belt retractor shall be provided for the seat. A red 3-point, shoulder harness type seat belt shall be supplied for the seat. The seat will be equipped with approved interlock mechanism. The seat shall be color-matching the interior trim. The helmets shall be secured in a fully enclosed and latched compartment.

6.23.8.5 Seat belt warning labels and seat belt warning system: The cab shall be equipped with at least two (2) seat belt warning labels.
These labels are to be in full view of the occupants in the seated position. The seat belt warning system shall consist of an audible warning device that can be heard at all seating positions designed to be occupied while the vehicle is in motion and a visual display visible to the driver or the officer showing the condition of each seating position. The warning shall be activated anytime the parking brake is released or the automatic transmission is not in park/neutral. The seat position display shall indicate conditions in accordance with NFPA 1901 Table 14.1.3.10.3.
6.23.8.6 Officer’s seat: The seat shall be seats, high back with head rest and double locking fore and aft slide adjustment. The seat shall have adjustments for back incline and be equipped with a contoured thigh support bottom cushion. A red 3-point, shoulder harness type seat belt shall be supplied for the seat. The chassis seats shall have Vinyl, material.
6.23.8.7 Helmet warning label: A label stating “DO NOT WEAR
HELMET WHILE SEATED” shall be visible from each seating location.
6.23.8.8 Seatbelt assemblies will be EU approved (DEKRA-testing certificate 200003423 or equivalent). Seatbelt length will not be less than 2800mm measured IAW NFPA 1901, para 14.1.3.3.
6.23.9 Backup camera system: A backup camera system with at least 6” (15 cm)
TFT color monitor installed in a central console and CCD camera with 70 degree, protection class IP 68, aluminum casing installed in the rear of the vehicle will be provided. The system shall automatically engage upon selecting the rear drive gear.
6.23.10 Radio compartment and preparation: Beneath or behind the officer's seat there shall be a storage/radio compartment at least 19-1/2" wide x 17" long x 7" high (49.53cm wide x 43.18cm long x 17.78cm high). The compartment shall have a diamond plate door mounted on a piano hinge to prevent stored materials from spilling out. Access through this door shall be from the side of the seat box. Contractor will install two customer supplied radios (one Motorola Astro digital and one German analog FuG 8b radio) to include power supply and contractor provided antennas. Contractor will supply and install one digital handheld radio terminal (HRT) certified for German BOS trunked network with active charger and all accessories (separate microphone speaker, antenna) for vehicles destined for Germany. Contractor will additionally install two chargers for Motorola Astro XTS 5000 portable radios (government supplied) on the doghouse and four chargers (government supplied) for Adalit lanterns (specified in the attachment).
Installation includes complete wiring for power supply to allow charging. All control heads will be installed on the dashboard or in a separate over head console. Exact location will be coordinated with the government. The contractor will provide and install an RDS capable AM/FM receiver with CD drive, auxiliary jack, speakers and antenna in the dashboard.
6.23.11 Helmet storage: A storage tray to securely store at least four (4) firefighter helmets will be provided in the cab.
6.23.12 Road safety kit: One (1) set of STVO approved hazard triangles and a first aid kit shall be supplied with the chassis. They shall be stored in a plastic case and shipped loose with the chassis
6.23.13 Tool set: The contractor will provide a complete tool set for basic maintenance and repair of chassis and body.
6.23.14 Cab mounted refrigerator: A refrigerator, capacity 80 liters, housing made of plastic, middle part made of coated steel, door interior and interior made of Polystyrol, two in height adjustable foldable grill with safety clamp for fixation, power consumption: 45 Watt shall be provided and installed in the crew section of the cab.
7.0 APPARATUS BODY: The vehicle will be equipped with a fully integrated rescue pumper body which houses equipment lockers on the side, the pump module in the rear, and water and foam tank in the center.
7.1 Superstructure: The superstructure shall be a rigid cross-section self supporting light alloy or aluminum plate design with increased rigidness. They will be bonded either with gluing technology, bolting systems or welding technology IAW industry standards. Screw connections and aluminum profiles will not be used. All plates will be bent and shaped to increase the torsion resistance. The body will be is mounted onto a sub-frame which is fixed to the chassis frame with flexible bearings, to avoid chassis flex induces stress peaks to the body and tanks. Body elements will be made of glass fiber reinforced plastic or any other non-corroding material.
7.2 Equipment lockers: The body will equipped with six (6) equipment lockers (three on each side) extending over the whole length and height of the body of the body. Except over the rear axle, the equipment lockers will extend below the sub frame as low as possible while still maintaining still the minimum ground clearance. All equipment identified in the firefighting equipment lists (Attachment A-1) will be securely stored in the equipment compartments on foldout trays or in storage boxes. Brackets will be provided to secure each individual piece of equipment. If equipment is government provided, it may come from a different manufacturer. Fitting brackets will be provided for this equipment instead. Power will be provided to all pieces of equipment requiring permanent charging (identified in Attachment A-1). The battery operated Jaws of Life identified in attachment A-1 will charged with a direct 230V power supply. All lockers will be equipped with lights to provide sufficient illumination to the entire compartment, when fully loaded. The equipment locker illumination will be automatically activated by magneto switches whenever the compartment is opened. All compartments will be well ventilated. If additional compartment space is available the contractor will furnish this space with shelves and standard DIN storage boxes
7.2.1 Roller shutters: Each equipment compartment will be closed by a dust and water proof, powder coated aluminum roller shutters. Roller shutters will be spring loaded equipped with a lockable bar lock. Roller shutter will be dual skinned design to ensure the roller shutter can always be opened, also, if for example a tool has come off its bracket, which normally would block the roller shutter
7.2.2 Foot Boards: Foot boards will be provided for equipment lockers extending below the sub frame (front and rear locker on each side). They enclose the lower section (below sub frame) of the front and rear locker. The fender around the rear axle is designed as a fold down foot board to assist accessing the compartment above the rear axle. The foot boards will be at least 40 cm in depth. The fold down wheelhouse step will gas strut assisted. All foot boards will equipped maintenance free hinges. At least two (2) gas struts will be provided to support opening and closing the foot board. The boards will be equipped with at least a weather resistant double seal at all parts in contact with body or shutters. The foot boards will have at least rated load capacity of 250 kg. All surfaces subject to be stepped on, will be coated with slip resistant paint or equipped with slip resistant plates meeting the requirement of GUV D29. Each foot board will equipped with at least two (2) yellow flashing lights, which engage automatically, when the foot board is lowered.
7.2.3 Equipment labels: All equipment stored in the respective storage compartment or in the cab will be identified on a list attached to the inside of each storage compartment. Individual labels will be provided at each tray/bracket IAW European fire truck industry standards.
7.2.4 Roof: The roof is will be configured as walk on storage space for equipment not stored in the equipment locker (i.e. portable ladders). A hose bed will be provided to store all supply hose Walkways will be provided to access equipment. These will be rated at least for a load capacity of 250kg. Both sides of the roof will be equipped with a safety rail which is also holding the roof illumination .The surface of the working deck is covered with a special sand/plastics coating, which is extremely slip resistant. A down tilt able ladder, incorporated into the superstructure is mounted on the right hand side of the rear wall to provide easy access to the roof of the superstructure.
7.2.4.1 Hose bed: The hose bed will be located directly above the booster tank and will be free from all sharp objects such as bolts, nuts, etc., to avoid damage to fire hose. It will be a single continuous box with removable hose bed dividers. For added strength, rigidity and appearance, the hose bed side walls will have the top edge flanged outward two (2) inches (5.08cm) and downward one (1) inch (2.54cm). In a similar fashion, the top edge of the front wall will be flanged inward two (2) inches (5.08cm) and downward one (1) inch (2.54cm). The hose bed will be designed with 55 cubic feet (1.56 cubic meters) of hose storage. This is designed to hold the NFPA required minimum amount of fire hose. The outer corners over which hose is deployed will be equipped with roller bearings.
Coupling will be installed on the side for 2-1/2" (6.35cm) and 1- 3/4" (4.445cm) hose to secure the loose end of the hose load.

Hose bed flooring: Hose bed flooring will be aluminum, properly spaced for ventilation and removable for access to the water tank. The flooring will be smooth and free from sharp edges to avoid hose damage. A removable panel will be provided in the floor to allow access to the water tank level gauge sending unit, without removing the entire hose bed floor.
Hose bed dividers: A minimum of two removable hose bed dividers will be provided. Hose bed dividers can be positioned in the hose bed in 10” (25.4cm) increments.
Hose bed cover: Top mounted storage box for hose bedding made of aluminum and drain water holes. Two pneumatic spring supported and walk able top covers with exterior hinges and handles. A circumferential top rail 200 mm high with intergraded handles will be installed. Fixtures for the Fire Department ladders on top of each storage boxes (left and right side) will be installed Fixtures for the Fire Department ladders on top the storage box will be installed.
A Hose coupling (B Storz for Germany / NST for Italy) will be mounted on the rear of the vehicle in a height of maximum 150cm measured from ground. The coupling will be used to secure hose from the hose bed and allow laying the hose. The hose bed will be designed to allow complete deployment of the pre-connected hoses stored from the ground.
7.3 Pump compartment: A dedicated pump compartment for the pump module will be provided in the rear of the vehicle. The pump compartment will extend over the full width and height of the body The pump compartment will be enclosed by a top hinged lift-up hatch. The hatch will be equipped with at least two (2) gas struts capable to completely lift the hatch, and a pull-down strap to assist closing.
7.4 Marking: All retro reflective materials required by shall conform to the requirements of American Society for Testing and Materials (ASTM) D 4956, Standard Specification for retro reflective Sheeting for Traffic Control, Section
6.1.1 for Type I Sheeting.
7.4.1 Reflective stripe: A four (4) inch (10.16cm) high white reflective stripe will be provided. The stripe will be applied to at least 50 percent of the cab and body length on each side, at least 50 percent of the width of the rear, and at least 25 percent of the width of the front of the apparatus shall have the reflective material affixed to it.
7.4.2 Rear chevrons: At least 50 percent of the rear-facing vertical surfaces, visible from the rear of the apparatus, excluding any pump panel areas not covered by a door, shall be equipped with retro reflective striping in a chevron pattern sloping downward and away from the centerline of the vehicle at an angle of 45 degrees. Each stripe in the chevron shall be a single color alternating between red and yellow. Each stripe shall be 6 in.
(150 mm) in width. A reflective sign min 10’ (3.048m) high and 30’ (9.144m) wide with wording “KEEP BACK 500ft.” will be installed at the rear of the vehicle.
7.4.3 Lettering/Logos: The government will supply a logo and lettering to be attached to driver and officer’s door in electronic format. The logo will be a computer generated multicolor (16.4M colors) self adhesive with a size of a minimum of 10” by 10” (25.4cm by 25.4cm). A maximum of sixty
(60) three (3) inch (7.62cm) letters will be provided to coincide with the Fire Department's existing lettering. Logo and lettering will be clear coated with an acrylic enamel clear coat. The same logo will be affixed to the side panel with minimum size 2’ by 2’ (60.96cm by 60.96cm) and the wording “U.S. Army FIRE & EMERGENCY SERIVCES.”
7.4.4 License plate: The contractor will furnish and install two (2) license plates IAW AR 58-1 figure 9-1 (attached below) and par 9-6. with fitting mounting brackets. One license plate will be installed at the rear, one at the front of the vehicle. The government will provide the U.S. Army registration numbers to be displayed on the license plate.

8.0 FIREFIGHTING SYSTEMS: All firefighting systems will be connected and controlled by an internal CAN Bus system.
8.1 Pump assembly: The pump shall be of a size and design to mount on the chassis rails of commercial and custom truck chassis, and have the capacity of at least 1,250 gallons per minute (U.S. GPM), NFPA-1901 rated performance. In addition to meeting. NFPA 1901 requirements, it shall be constructed and mounted in accordance with the following specifications. The pump shall be equipped with a thermal protection device which monitors the water temperature of the pump and relieves water when the temperature inside the pump exceeds appr.130 degrees Fahrenheit. The high-grade light alloy impellers shall be accurately balanced and mounted on a stainless steel pump shaft. Bearings shall be protected from water and sediment by maintenance free self-adjusting mechanical seals. The pump body shall be of high quality light alloy. All parts that come into contact with water to be special treated light alloy or stainless steel. The pump manufacturer shall test the pump for 10 minutes hydrostatically at a pressure of 500 psig.
