PERFORMANCE WORK
STATEMENT
Structural Pumper - Service and Maintenance (In Addition to the Warranty)
1. General: The objective of this section is to provide additional maintenance and repair services not covered by the vehicle’s warranty of two years. Vehicles will not accumulate more than 10,000.00 miles / 16,000.00 Kilometers per year. It consists of individual purchase options for the first and the second year of warranty.
2. Services included: The Contractor shall be responsible to establish and implement a comprehensive maintenance and repair program for the vehicle and all associated equipment procured with the vehicle. The contractor shall be responsible for all expenditures associated to operation and maintenance of the vehicle all parts and equipment associated unless explicitly excluded in this PWS. This includes labor, parts, management, administration and all other associated efforts to execute the maintenance tasks. It shall include all efforts required to maintain manufacturer warranty and CE certification. It shall include all efforts to include testing and certification required to legally operate the U.S. government owned vehicle on public roads in Europe and have it operated by local national employees. The contractor efforts shall meet or exceed all manufacturer recommendations applicable to scheduled maintenance and repair and the requirements of applicable NFPA codes.
a. Preventive maintenance schedule: Based on the maintenance plan provided with the procurement of the vehicle, the contractor will develop an itemized maintenance schedule. The contractor will submit this schedule to the government for review and approval NLT 30 days after award of a task order. This schedule will include at a minimum:
Major item to be serviced (i.e. vehicle chassis, firefighting body) with individual serial number Subsystem to be serviced (i.e. fire pump, engine etc.)
Required interval Required task to be performed Required qualification of personnel performing the task
General vehicle technician with completed apprenticeship Vehicle / fire truck technician with factory certification Accredited technician / expert (i.e Sachverständiger IAW GUV
Standards).
Required spare parts with supporting spare numbers Estimated duration Proposed start date and location
b. All scheduled maintenance IAW applicable manufacturer recommendations.
Scheduled maintenance will be performed at the Fire Station or at a contractor’s service facility.
c. All repairs and unscheduled maintenance unless explicitly excluded. It also includes also tear and wear items and all fluids other than fuel and foam agent required for the operation of the vehicle.
d. All tests, inspections and certifications required by host nation street code and host nation occupational safety and health administration, to have vehicle operated by local national employees (i.e. “TÜV” and “Sicherheitspruefung”). All tests and inspections required by NFPA 1901.
e. Tear and wear items and other parts for operator level maintenance: All fluids and parts needed to perform operator level maintenance shall be provided by the Contractor.
f. Service desk: The contractor will provide a service desk to submit work requests covered under this maintenance section by telephone and to coordinate appointments with the government COR. The desk will be operated at least from
09.00 a.m. to 04.00 p.m. central European time during local work days. The desk will provide a work request number. It is at contractor’s decision to request from the government additional information in writing to determine the nature of the work request and required efforts. The service desk will inform the government if the contractor feels that a requested service is excluded from the maintenance provisions of this contract. This denial does not authorize the contractor to any additional charges. The service desk will identify to the government in writing proposed worksite location and propose a time within two working days.
3. Place of performance: Services will be provided on site at the local fire station operating the vehicle. If service efforts require fixed tools or systems not provided by the government (i.e. brake test stand, paint booth, crane, lift) shall be performed at a contractor authorized maintenance and repair facility within 440 km of driving distance to 405th AFSB MD located in Grafenwoehr. If the vehicle cannot be operated safely on public roads, the contractor will either bring the vehicle in a safe condition at the fire station or transport the vehicle to the service facility.
4. Performance requirements:
a. It is contractor’s responsibility to ensure that all required repairs and/or maintenance visits at respective fire stations will be performed by a certified technician. The technician will be fully factory certified for trouble shooting and repair of the affected systems. The technician shall have full access to all manufacturer resources, such as spare parts catalogs, repair manuals specialized tools etc. required to successfully complete the repair or maintenance task. The technician shall be provided with all spare parts anticipated for required repair or maintenance. All parts and supplies will be original equipment manufacturer quality and meet or exceed manufacturer recommendations. The contractor shall take all reasonable efforts to ensure down time of the vehicle are limited to a minimum.
b. Scheduled maintenance and testing:
The contractor shall coordinate with the government COR appointments of scheduled maintenance at least ten working days in advance. The contractor will inform the government COR about anticipated start of work efforts and, location and anticipated availability for inspection of work efforts by the government.
Prior starting work efforts, the contractor shall have all required parts, tools and personnel available for work on the affected vehicle or equipment. Total time during regular work hours for scheduled maintenance efforts will not exceed manufacturer recommendations for work hour by more than eight hours. This requirement does not apply for any unforeseen repairs occurring while performing scheduled maintenance.
The contractor will consolidate scheduled maintenance tasks to the most extent possible.
c. Unscheduled maintenance, replacement and replacement of tear and wear items.
The contractor shall coordinate with the government COR appointments of these services with the Government COR. Unless agreed otherwise by the government COR, the Contractor shall start any repair or unscheduled maintenance NLT three working days after notification.
d. Work efforts are not considered to be completed until inspected and accepted by the government.
5. Quality Control Plan: The contractor shall develop and maintain an effective quality control plan (QCP) to ensure maintenance and/or repair services are performed in accordance with this PWS. The contractor’s quality control plan shall be provided to government no later than two weeks after award of contract.
6. Documentation:
a. Each work effort: The contractor will provide to the government copy of the service report IAW manufacturer standards to the government for the acceptance. It will include at a minimum work order number, labor hours and spare parts used.
b. Scheduled maintenance; The contractor will stamp the respective maintenance booklet.
c. Certifications, performance test: The contractor will provide the original and one copy of the certificates and test records to the government.
7. Government Obligations:
a. COR: The government will identify a COR and alternate POC authorized to coordinate and schedule all maintenance efforts for each individual vehicle subject to these maintenance services. The government will provide an inspector to inspect and accept the services provided after completion of work efforts. The COR will designate those inspectors to the contractor.
b. Operator level maintenance; The U.S. Government will perform operator level maintenance, as identified in the manufacturer’s specifications. However, fluids and parts needed to perform operator level maintenance shall be provided by the Contractor
c. For service at the local fire station: The government will provide vehicle bay in the fire station and electrical power for power tools (230V). The government will not provide any additional resources or tools. The government will provide an inspector for inspection and acceptance of services within one hour after completion of work efforts, if the contractor has notified the government about anticipated end of work efforts at least one working day in advance. The government inspector will not wait longer than 60 minutes if work efforts have not been completed as announced to the government.
d. For service at contractor facility: The government will deliver vehicle to contractor service facility within 440 KM of 405th AFSB MD Grafenwoehr, if the vehicle can be safely operated on public roads. The government will provide an inspector for inspection and acceptance of services within one hour after completion of work efforts, if the contractor has notified the government about anticipated end of work efforts at least five working days in advance. The government inspector will not wait longer than 90 minutes if work efforts have not been completed as announced to the government.
8. Services excluded:
a. Operator level maintenance labor efforts
b. Any maintenance efforts caused by vehicle mileages in excess of 10,000.00 miles/16,000.00 Kilometers per year.
c. Repairs caused by one of the following are not included in the services provided by the contractor:
Repairs covered under warranty Damage caused by fire, (bumper to bumper) or accident.
Damage caused by operator gross negligence or equipment abuse Damage caused by theft, vandalism, riot, or explosion.
Damage caused by acts of God such as lightning, flood, hurricane, etc.
Damage that, at contractor's discretion, be caused by or associated with unauthorized repairs of modifications.
Damage that, at contractor 's discretion, be caused by or associated with de-icing compounds or an acidic environment.
Loss of time, loss of use of the chassis, inconvenience, lodging, food, or other consequential loss that may result from the claimed failure of the repair and claim procedure.
Government furbished equipment
General standards applicable to all items and services: The entire vehicle assembly shall meet all requirements defined in NFPA 1901, Standard for automotive fire apparatus, 2013 edition unless specifically modified herein. The vehicle has to comply with all European Motor Vehicle Safety Standards (FMVSS) and Department of Transport (DOT) Regulations. The vehicles will be operated by local national employees, to whom European labor law applies. The vehicle shall additionally meet or exceed all applicable European occupational safety and health requirements such as the ones defined in GUV C53 “Unfallverhütungsvorschrift Feuerwehren”, 2005 edition and all references cited therein, especially GUV-V D29 “Unfallverhütungsvorschrift Fahrzeuge”, and all subsequent references. The maintenance program shall meet the requirements of NFPA 1915 Standard for Fire Apparatus Preventive Maintenance Program, 2000 Edition and NFPA 1911 Standard for the Inspection, Maintenance, Testing, and Retirement of In-Service Automotive Fire Apparatus, 2013 edition.
