W564KV-16-R-0028 Amendment 2 Questions and Answers

**Please note that all questions are posted verbatim as they were received**

QUESTION 1: Reference: DUE DATE At the outset we must make two very general comments. There are a significant number of ambiguities in the PWS and associated RFP documents that were posted on 10 March 2016. This leads to the numerous questions that need to be answered prior to the contractor preparing a proposal that later avoids numerous Contract Dispute Act problems. Further, the site visit was not held until 24th of March 2016 just before the four day German Easter vacation period and few if any questions were answered. At a minimum, the contractor should have a period off at least 15 days after receipt of the answers to all questions to submit a proposal. We suggest that the due date being moved to at least 25th of April 2016, presuming that the answers to all questions received by the Contracting Officer prior to 2400 hours 1st April 2016 are fully answered NLT the 8th of April 2016.

ANSWER 1: See Amendment 0001of the solicitation for the closing date and time of this solicitation.

QUESTION 2: Reference: AMOUNT OF PREVENTIVE/SCHEDULED MAINTENANCE The RFP provides virtually no historical data; however, the contractor is asked to provide a fixed price for an unknown quantity of preventive/scheduled maintenance. We ask to Contract Officer to provide some detail on how proposals with varying hours of preventive/scheduled maintenance will be evaluated. Does the Government have a Government estimate for preventive/scheduled maintenance?

ANSWER 2: The Technical Exhibits list estimated quantities of work to be done in each area. It also shows the frequencies of maintenance. E.g. J1 Exhibit GER_Barriers Tires Spikes Sys list Quantities, where they are found and frequency of maintenance

QUESTION 3: Reference: PWS, PARAGRAPH 1.4, SCOPE (PAGE 1) AND PART THREE, GOVERNMENT

FURNISHED PROPERTY, EQUIPMENT AND SERVICES (PAGE 16)

a. The two paragraphs contradict each other. In paragraph 1.4 the government will not provide utilities and in part 3, the government will furnish electricity and water as needed to perform work. Which statement is correct?

b. In paragraph 1.4, the government states that they will not provide the contractor with either storage or office space. Will the Government provide the successful contractor with sufficient grounds space at each or any government location (Germersheim, Gruenstadt or Coleman) for the contractor to place and locate parts containers?

ANSWER 3:

a. Paragraph 1.4 has been corrected to match Part 3 of the PWS.

b. Paragraph 1.1.3 of the revised PWS. The Government may provide designated ground space for parts containers if space is available.

QUESTION 4: Reference: PWS, PARAGRAPH 1.5, GENERAL INFORMATION, PAGE 2 AND PARAGRAPH

1.4 TECHNICAL MANAGEMENT PROGRAM

The paragraph numbering appears to be incorrect and certain paragraph numbers are duplicated. Please correct.

ANSWER 4: The PWS has been corrected.

QUESTION 5: Reference: PWS PARAGRAPH 1.3.1, PHASE-IN/PHASE-OUT (PAGE 2) The paragraph states that: The Contractor will ensure that all contractual and PWS requirements, including requirements on active task orders, shall be completed as required before the end of the task order’s period of performance. In order that this is possible the contractor must not be given work towards the end of the contract period that has a government set completion date after the contract completion date. Please clarify.

ANSWER 5: All work is to be completed within the Period of Performance as specified per each individual action. If additional work is added it will be done using a negotiated modification following guidance set forth in the Federal Acquisition Regulations.

QUESTION 6: Reference: PWS PARAGRAPH 1.3.1.1 TO PARAGRAPH 1.3.1.1.6. (PAGE 3) We could not find in the RFP and the PWS a definite (or estimated) date for contract award, contract start, phase-in. It appears that all the events could occur simultaneously. It also appears that the successful contractor is expected to start with required PWS work during the phase-in period although the tasks required to be performed in paragraph 1.3.1 .1 .1 to paragraph 1.3.1 .1 .6 cannot be performed prior to contract award and generally take at least 30 days after the contract award/start of performance (Notice to Proceed). Please clarify. Note: If the contractor is recruiting and hiring personnel, getting German good conduct information and installation passes how can the contractor assume full responsibility for operations during phase- in? Please clarify.

ANSWER 6: The contract start date and phase in period will not be known until contract award and all items will be discussed during the post award meeting. The purpose of the “phase-in” period is to allow a transition from the incumbent to the winning offeror therefore the winning offeror must prepare themselves to be fully operational at the end of the “phase-in” period.

QUESTION 7: Reference: PWS PARAGRAPH 1.3.1.1.7 (PAGE 3)

a. The paragraph states that "within 5 days of contract start date, the contractor and COR together shall conduct a thorough walk through of all facilities ..." [Contractor emphasis]. We presume that words “5 days of contract start date” means 5 days after the contract start date not before contract start. Please clarify.

b. The references highlighted, i.e., “thorough” and “all” certainly cannot be physically completed in a correct manner in 5 days. Generally this will probably take 30 to 60 days and is usually performed during phase-in period before the contract is required to start work or sometime (usually 30 days) after the contract start (Notice to Proceed). Please clarify the reason for this unrealistic short period for inventory accountability and condition analysis.

ANSWER 7:

a. That is correct. “within 5 days of contract start date” means 5 days after the contract start date.

b. The government does not find a walk-through of all facilities to be a hindrance to starting work. This is a walk-through of the facilities, not the individual equipment which is listed in the Technical Exhibits.

QUESTION 8: Reference: PWS PARAGRAPH 1.3.4, HOURS OF OPERATION (PAGES 4 AND 5) The reference "to 0700 to 1600 hours Monday to Friday" and "within- scope Emergency Service Orders (SOs) ..... 24 hours per day Monday through Sunday” can only mean that the contractor has personnel available if and when work is actually requested. The contractor cannot be expected to have personnel at any of the PWS locations at a "specific time" unless work is scheduled in advance or work is of an emergency nature. Please clarify.

ANSWER 8: Reference PWS Paragraph 1.3.4. “The contractor is responsible for conducting business between the hours of 0700 and 1600 Monday through Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government-directed facility closings. When the Government facility is not closed for the above reasons, the contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks as defined within this PWS and task orders issued.” These hours are the standard hours for conducting business. “The contractor is required to respond to an emergency requirement within 2 hours of receiving notification from the Government.” Emergency requirements require a response within 2 hours. The PWS does not dictate a specific time, it sets standard operating hours for conducting business, the task order or emergency will dictate the specific time the contractor will be on the Government facility. Emergencies cannot be scheduled in advance and contractor MUST be ready to respond to emergencies in all three areas

QUESTION 9: Reference: PWS PARAGRAPH 1.3.6, SECURITY PROGRAM THROUGH 1.3.6.4 (PAGES 5

AND 6)

a. The tasks discussed cannot be performed at the same time that work is expected to be performed. The tasks are generally performed during a 30 day phase-in period. Please clarify.

b. WATCH/SALUTE Training. The paragraph discusses this locally developed training. Which government agency provides this training and when is it scheduled to be performed? How many classes will be provided for the contractor staff of potentially more than 25 people? Please clarify.

NOTE: Subcontractors will not be selected at contractor start. Please clarify when the Government will schedule these classes for subcontractor.

ANSWER 9:

a. The PWS paragraphs under section 1.3.6 sets forth the time lines for each action. The contractor is expected to complete the actions in accordance with the PWS. These requirements will not change.

b. iWatch/ iSalute trainins is mandatory and will be completed online therefore the Government will not be presenting this class in a classroom environment. It is up to the contractor to ensure this training is completed and to provide the certificates to the government.

QUESTION 10: Reference: PWS PARAGRAPH 1.3.6.1, AT LEVEL 1 TRAINING (PAGE 5) Subcontractors will not be selected until a Task Order/Service Order is issued and a Task Order proposal prepared. Please clarify how the requirement for this training will be used to establish the date to complete the work by a specific pre-set date. Subcontractors may require a period of 30 to 60 days rather than 5 days to complete the training. Please clarify.

ANSWER 10: As per the PWS, new hires will complete the training within 5 days. The training is online.

There is no exception. The requirement for this training will not extend the PoP of individual task orders.

QUESTION 11: Reference: PWS PARAGRAPH 1.3.7 KEY CONTROL (PAGE 6) The paragraph states that if or when the Government performs key control work, the cost will be deducted from the contractor’s monthly payment.

a. Will the contractor have the exclusive option to perform the work, if desired?

b. Who makes the decision whether Key Control work will be performed by the contractor or the Government?

ANSWER 11: a. No, not if security issues are involved.

b. The Contracting Officer, The Department of Public Works in conjunction with Defense Emergency Services.

QUESTION 12: Reference: PWS PARAGRAPH 1.3.8 POST AWARD CONFERENCE (PAGE 6) When is the Post Award Conference scheduled to be held? Will the Post Award Conference be held before Notice to Proceed/Contract start date?

ANSWER 12: The Post Award Conference will be held after award is made and prior to the start date of the Contract.

QUESTION 13: Reference: PWS PARAGRAPH 1.3.10.4 IDENTIFICATION OF CONTRACTOR

EMPLOYEES (PAGE 8)

The paragraph references contract personnel “answering government telephones”.

a. Will the Government provide Government telephones to the contractor? If yes, how many and at what locations?

b. If the Government will not provide Government telephones, when and why would contractor employees be “answering Government telephones”?

ANSWER 13:

a. The government WILL NOT provide telephones.

b. There might be government landlines in some area but contractor personnel is not required to answer them. The phrase ‘answering Government telephones’ in paragraph 1.3.10.4 is used as an example to emphasize that contractor personnel must be identified as contractor employees in the event if one of them picks up a Government telephone that he/she will not be mistaken as Government employee.

QUESTION 14: Reference: PWS PARAGRAPH 1.3.11, DATA RIGHTS (PAGE 8) The paragraph refers to „the source codes of any software. Please amplify and clarify what source codes fall under this provision.

ANSWER 14: This refers to all software used to store information related to this contract and the codes used to classify them.

QUESTION 15: Reference: PWS PARAGRAPH 1.4.1 QUALITY CONTROL, (PAGE 9)

a. The paragraph refers to a pre-performance (Post-Award) Conference. Approximately how many days after contract award will this Post-Award Conference be held?

b. The paragraph also refers to a review of the draft QCP at the Post-Award Conference. Generally in the past we have provided a draft QCP to the Government and it has been reviewed “off-line”, i.e., without discussion with the contractor. Since QCPs are generally lengthy, we suggest that the QCP not to be reviewed at the Post-Award Conference because there are generally enough administrative and contract interpretation questions at the first meeting and the Contracting Officer usually reads the contract provisions to ensure there is no misunderstanding. Please clarify why the Government thinks it is necessary to review the QCP at the Post-Award Conference meeting.

ANSWER 15: 1.4.1 Remains as it is. Government will decide as to whether a discussion is warranted.

QUESTION 16: Reference PWS PARAGRAPH 1.4.2, QUALITY ASSURANCE. (PAGE 6) The paragraph refers to the Government’s Quality Assurance Surveillance Plan (QASP) We did not find the QASP in the RFP documents. Please provide.

ANSWER 16: The QASP is the Government’s internal evaluation surveillance plan and will not be part of the RFP documents.

QUESTION 17: Reference: PWS PART 2, DEFINITIONS AND ACRONYMS (PAGE 14) The paragraph refers to “LOT” as a unit of measure indicating a bulk or substantial number. “LOT” can also be a quantity of 1. Please clarify.

ANSWER 17: LOT is a unit of measure used in this solicitation that may consist of multiple quantities.

There are many units of measure that can be used for construction; including general ones such as Lot or Each. Lot has been determined to be the unit of measure that best describes the work to be performed.

QUESTION 18: Reference: PWS, PART 4, CONTRACTOR FURNISHED ITEMS AND SERVICES.

a. The paragraph refers to “Minor Repair” which is referred to as Standing Operations Orders (SOOs).

The generally accepted Army definition for SOOs means preventive/recurring maintenance and certainly not repairs. Why are repairs considered SOOs? Please clarify.

b. The paragraph refers to “Minor Repair”. Please clarify the word “Minor”. Does this mean labor, materials and equipment? What are the Euro limitations for minor? Can we define “Minor” as repair work that can be accomplished for under €50 to include labor, material and equipment?

c. The paragraph refers to a service order with a value up to 3000 €. Does the 3000 € include labor, material, and equipment?

ANSWER 20:

a. PWS explicitly defines Minor Repair in 5.1.1 and needs no further explanation

b. PWS explicitly defines Minor Repair in 5.1.1 and needs no further explanation

c. Yes.

QUESTION 21: Reference: PWS PARAGRAPH 5.1.1 .1 RECURRING STRUCTURAL INSPECTION, MAINTENANCE AND REPAIR, SUBPARAGRAPH (1) A (PAGES 21 TO 22 OF 69)

The referenced paragraph refers to "perform(ing) any minor repairs that are found at the time of performance".

a. Please define "minor repairs". Does this include work up to 50 € to include labor, materials, and equipment or is the Government considering minor repair as a SO up to a value of € 50 to include only labor? The PWS is not clear. Please clarify.

c. The paragraph also states that „the contractor shall perform minor maintenance”. Please define „Minor Maintenance“.

d. In subparagraph (10) the PWS mentions that: “Compressed air containers shall be inspected by TUEV.

Is it correct that any required TUEV inspection is a cost that will be reimbursed under the Material CLIN of the contract?

ANSWER 22:

a. The contractor’s affinity for environmental conservation of energy is here demanded.

Determination can be made by all SME including the contractor if proved beyond the doubt that lighting fixture is not needed.

b. Contractor is responsible for exterior lighting listed in the applicable Technical exhibits.

c. Minor maintenance is the same as minor repair( e.g : tightening loosed knots etc)

d. All material used shall be billed against the material CLIN upon approval by the Contracting

Officer.

QUESTION 23: Reference: PWS PARAGRAPH 5.1.1 .3, RECURRING WASTE WATER SYSTEMS

INSPECTIONS, MAINTENANCE AND REPAIR. (PAGE 25 OF 69)

a. The reference to “Recurring Repair” does not seem to be correct. Please clarify how repair can be recurring. Generally repairs are scheduled or unscheduled. Please clarify what is a recurring repair.

QUESTION 25: Reference: SECTION B - SUPPLIES OR SERVICES AND PRICES; CLIN 0003. (PAGE 6 OF

112) What is the difference between the Standing Operations Orders (S00) referenced in CLIN 0001 and the scheduled Service Orders (SOs) valued up to € 3000 and the work covered in CLIN 0001? Also what is the difference between „These within- scope job order requirements….and these requirements are OTHER THAN what is covered by CLIN 0001.

ANSWER 25:

CLIN 0001 is for the Operations and Maintenance (O&M) Services, Scheduled Inspections and Preventative Maintenance (PM) for Germersheim (GAD) and Gruenstadt (GR) in accordance with the Performance Work Statement (PWS). CLIN 0001 covers Standing Operations Orders (SOO).

CLIN 0003 is for the contractor to perform Scheduled Service Orders (SOs) valued up to 3000 euro, at Germershein and Gruenstadt, these are within-scope job order requirements by unit customers, and these requirements are OTHER THAN what is covered by CLIN 0001.

PWS 5.1.1: Minor Repair refers to on-the-spot or same day repair work using materials kept in stock and required for the repair conducted; these minor repairs are referred to as Standing Operations Orders (SOOs). If additional repair work exceeding the scope of the SOO is required, Service Orders (SOs) shall be issued for repair works that cannot be done as SOO minor repairs.

QUESTION 26: Reference: section B, CLIN 0014 (Page 15 of 112) There's always a general and administrative cost as well as the material handling cost associated with ordering, purchasing, storing, inventorying, issuing and handling material. Since these costs cannot be included in CLIN 0014, where should these costs be accumulated? How will these costs be reimbursed?

Neither the FAR nor the contract permit the contractor from providing these actions “free of charge” to the Government. Please detail procedures for the contract to obtain reimbursement for these indirect/handling costs. Currently there is no CLIN for proper reimbursement.

ANSWER 26: The government may not advise vendors on how to structure their proposals or pricing.

QUESTION 27: Reference: RFP, section F, FAR 52.211-11 liquidated damages, su-paragraph (a).

(Page 72 of 113) The proposed amount of liquidated damages appears excessive. 15 percent per day of delay means that in seven days the liquidated damages amount to 105 percent, i.e., more than the total cost of the project. This is unreasonable and could lead to multiple Contract Dispute Act Claims. Please clarify. Since 52.211-11 applies to supplies, service or research and development, we presume that this applies only to individual job orders. Is this correct?

ANSWER 27: The liquidated damages percentage is applied to individual task orders.

QUESTION 28: Reference: RFP, SECTION G, CONTRACT ADMINISTRATION DATA, PARAGRAPH 4.

SUBMISSION OF INVOICES. (PAGE 74 OF 112 AND 78 OF 112)

a. Please explain how often invoices can be submitted.

b. Is partial payment, especially for Task Orders/IJOs permitted?

ANSWER 28:

a. Contractor may submit invoice for payment when performance of a task order/service order/job order is inspected and accepted by the Government.

b. Partial payment is allowed if the task order/SO/IJO is structured for monthly payment or upon completion of a contract line item with acceptance by the Government.

QUESTION 29: Reference: RFP, FAR 52.216-19, ORDER LIMITATIONS (PAGE 89 OF 112) If IJOs are not permitted to exceed €50,000, please clarify the meaning off “in excess of 1.5 Million Euros in subparagraph (b)(1) and (2). Generally a single Task Order is for a single separate IJ0.

ANSWER 29: FAR clause 52-219-16 Order Limitation, the Government sets the dollar limit to manage issuance of any single order or a combination of orders and allows the contractor the option not to accept the orders if it exceeds the limit. IJO up to 50K Euro is within the set limit in the solicitation.

QUESTION 30: Reference RFP, FAR 52.216-22, SUBPARAGRAPH (D) (PAGE 90 OF 112) The reference states that work can be performed up to “60 days after contract expiration date”. How can this be done because the contractor no longer has a contract to perform work. How will the contractor be permitted access to the facilities after contract expiration. Please clarify.

ANSWER 30: Contractors are permitted to work up to 60 days after the expiration of the contract when a current task order is in place.

QUESTION 31: Reference: RFP, PAGE 3 of 112 The total volume of $ 49.4 M is the same as the amount stated in RFP document section G-Contract Administrative Data. The $ 49.4 M amount is stated as 44.73 Million Euro,

a. Will the $ to Euro conversion rate remain the same for the entire contract period?

b. What is the expected, anticipated or budgeted amount for the Base Period (12 months) of the contract?

c. Can more than a proportional, i. e. total amount divided by the number of months and multiplied by 12 be spent (funded) in any contract year.

d. What happens if the total amount of the contract is expended prior to the end of the 60 month contract period.

e. We assume that the price/amount in Section B should be in EURO. The CLIN tables on Pages 4 to 69 of 112 should include the heading EURO

ANSWER 31:

a. The conversion rate will remain the same.

b. The estimated price for the base year is between $5M and $10M.

c. The cost is based on requirement identified in the J1 Exhibits and Technical Exhibits applicable to the base year and option years stated in the solicitation.

d. Budget responsibility lies with the Government.

e. Contractor is expected to write in Euro if you are proposing in Euro.

QUESTION 32: Reference: Labor Hour ELINS/ Price Book – Option Year 1

a. In the referenced Exhibit, the Fully Loaded Rate Total is currently stated as a $ rate. We assume this is an error and the rates should be in EURO. Please clarify.

b. The Estimated Hours column in the Labor Hour ELINS/ Price Book contain quantities that appear to be totally unrealistic, when the historical workload is reviewed. The current annual workload for O+M, SO, PM, SOO and ISO without grounds and removal/ ice control for Germersheim and Gruenstadt (without Coleman) is less than 2.0 Million Euro. The estimated hours seem to be exaggerated almost fivefold. Please clarify why so much additional work is now being estimated by the Government. For example 15000 hours plus for carpentry equates to about 10 carpenters and this is double the number assigned to perform carpentry work at the US Army Hospital in Landstuhl, a fully operational medical facility of more than 1 Million square feet that is open 24 hours a day, seven days a week.

c. When is the projected date for the current AAFES operation in Giessen to move to Germersheim?

Are there any known or planned additional requirements for the contractor?

ANSWER 32:

a. Contractor is expected to write in Euro if you are proposing in Euro.

b. This is an IDIQ (Indefinite Delivery Indefinite Quantity) contract, all hours listed are estimates only. The government may or may not have requirements for the hours listed.

c. This information is unknown at this time and is not relevant to this solicitation.

QUESTION 33: Reference: PWS Paragraph 1.3, Background (Page 1 of 69)

Some of the currently existing contracts at Germersheim and Gruenstadt are ongoing; however, the scope of work is considerably less than that in the contract that is expected to be awarded for solicitation W564KV-16-R-0026. Nevertheless, since the work is currently on-going there is question of the applicability of Article 613a, BGB (Bundesgesetzbuch).

a. Is Article 613a, BGB applicable to this solicitation?

b. The amount of work contemplated to be performed under the new contract is at least fivefold more than what is currently being requested. Please explain why this large increase in workload is anticipated http://dict.leo.org/ende/index_en.html#/search=contemplated&searchLoc=0&resultOrder=basic&multiwordShowSingle=on and does the large increase coincide with the impending move of the AAFES headquarter and storage from Giessen to Germersheim.

c. Will the new contract be used to renovate existing facilities in Germersheim for AAFES and in Coleman for the Tank and Vehicle Refurbishment program?

ANSWER 33: These questions are not relevant to this procurement.

QUESTION 34: Reference: RFP, Work Locations: Germersheim, Gruenstadt and Coleman For more than a year there have been discussions that the AAFES bakery at Gruenstadt is a likely candidate for closing during the period of the new contract. While we realize that this is only speculation, please provide some details on the procedure for equitable adjustment since most costs for O+M, scheduled/ preventive maintenance and standing operations order (SOO) are lump sum fixed prices and some requirements such as project management, supply, safety and QC remain even if an installation is closed or downsized. The same holds true for Coleman which was reopened to accommodate the tank and vehicle restoration project. Please clarify procedures for Equitable Adjustment.

ANSWER 34: Equitable adjustments will be handled in accordance with the FAR and on an as needed basis. It is not possible to say how an equitable adjustment will be made without knowing the specifics of the individual situation however, in the event of a base closure the affected task orders will be de-scoped and negotiations held to resolve the change.

QUESTION 35: Material Handling Fee (MHF) - The solicitation does not make reference to MHF and how that will be calculated & invoiced. Please clarify.

ANSWER 35: No material handling fee is allowed. Cost incurred for material is reimbursed for the actual cost plus transportation and insurance if applicable.

QUESTION 36: Liquidated Damage (LD) - The solicitation document does not provide enough details to the definition of “liquidated damage”. Is the LD not to exceed 15% of the Task Order amount, or not to exceed 15% of the invoiced amount? LD’s should be an actual loss for the Government.

ANSWER 36: Reference FAR clause 52.211-11. Liquidated damages will not exceed 15% of the value of the task order or job order.

QUESTION 37: Federal Holidays - Please define “federal holiday”. Does the Government mean German workforce will be off on US holidays, and working on German holidays? Or, does the Government mean that German workforce will be off both on US and German holidays?

ANSWER 37: Reference clause CCE-204-4000. German work force is entitled to be off on both US and German holidays as stated in the clause. In the event of an emergency German work force may be notified by the KO/CS/COR to perform work on any of the specified holidays.

QUESTION 38: Experience Factor – Currently the solicitation requires offerors to submit projects from the past three (3) years. This limits competition as only the incumbent companies are able to demonstrate relevant experience in the past 3 years. We kindly request the U.S. Government to extend this requirement from three (3) to five (5) years.

ANSWER 38: The government has determined 3 years of performance to be the most relevant to this procurement in regards to experience. This will not change.

QUESTION 39: Phase-In – Solicitation plans for a Phase-In time of 30 calendar days. To maintain continuity of operations of the size and complexity same as advertised by this Solicitation during Phase- In, the U.S. Government would need at least 60 calendar days as a general rule. The current timeframe of 30 days, while doable, would not leave space for any critical path activities associated to a Phase-In on all locations specified. The 60-day phase-in period would also include the purchase of equipment and tools, the legal authorization of labor contract agreements, in-training of personnel, obtaining of base access and related mobilization capital investment and procedures that are subject to approval from the Host Nation Government.

ANSWER 39: The Government has determined a 30 days Phase-In period is appropriate. The objective of the Phase-In period is for contractor to process access to the government facilities and to accomplish the action items identified in the PWS paragraphs 1.3.1.1.1 – 1.3.1.1.7.

QUESTION 40: Proposal Due Date - This is to respectfully request for time extension of the current due date by at least two (2) weeks. Thank you.

ANSWER 40: Please reference Amendment 2 of this solicitation for the current closing date.

QUESTION 41: Please request more information at the units and change/add units of measurements in the price books from months to square meters, each, linear meters, cubic meters etc. As an example: At Germersheim there is no information about

1. The quantity of grass areas (sqm) to be mowed.

2. The linear meters of run of ditches.

3. Linear meters of exterieur and interieur fence lines.

4. Quantity (sqm) of graveled areas.

5. Quantity (sqm) of snow & Ice Control areas etc.

Looking at other sections for electrical, plumbing and sanitation services there are similar conditions hardly allowing any acceptable price bidding.

Please set/allow block prices in the price books and set default values and you will soon have a correct offer.

ANSWER 41: All of this information is available within the technical exhibits provided for this solicitation.

QUESTION 42: General: Is there any documentation, any certifications from former maintenance services for listed maintenance areas available?

ANSWER 42: Contractor maintenance cycle will begin at award. Documentation for the equipment will be found attached to the equipment. The Contractors experience and expertise is critical in cases where documentation is nonexistent and a baseline must be set.

QUESTION 43: Attached lists do not clearly prescribe the dimensions and the extent of the regular services and where the necessary repair work will be settled. Please give more detailed information.

ANSWER 43: All information is available within the Technical Exhibits.

QUESTION 44: Please provide technical status (documentation, certificates) for below listed equipment to do a proper estimate:

Bays, Sliding Doors and Roll Ups Barriers Tire Spikes Underground and Above-Ground Tanks for several liquids.

ANSWER 44: Information provided on TEs are self-explanatory and very explicit. Please study TEs carefully

QUESTION 45: Due to safety risks Air Compressors and Compressed Air Tanks need a frequently service. On the tanks there is no documentation of the last service done. Please provide any technical exhibits, certificates, inventory documents which are available for these tanks to do a correct schedule and cost estimate.

ANSWER 45: Information provided on TEs are self-explanatory and very explicit. Please study TEs carefully
