About this file

This document contains an amendment to a solicitation for percussion primers. The U.S. Army Contracting Command is seeking proposals for the M28B2 percussion primer, which is a component of 105mm artillery cartridges. Through this amendment, the agency increases the required monthly production quantity from 6,300 primers to 25,000 primers. It also adjusts deadlines and provides notice that interim black powder specifications will be used. Offerors must submit pricing for initial and subsequent first article tests as well as production orders across five periods. Relevant experience and quality assurance plans will be evaluated. Small business participation and past performance will also be considered in the award selection.

Primer manufacturing process and all of the associated steps required to manufacture, assemble, inspect, test, mark and pack-out as well as the sequence of operations for all its components, subcomponents and assemblies. This description should indicate which elements will be manufactured in-house, which will be sub-contracted, or purchased as material/parts.

b. Identification of both Prime and key Sub-Contractors essential manufacturing, inspection/test facilities, equipment, and tooling. Provide a through-put analysis that supports meeting the proposed maximum monthly capacity based upon a single shift without additional facilities, equipment and tooling. Explain how both Prime and Sub-

Quality Assurance and Critical Safety Characteristics Plan that will describe the approach for meeting the Quality

Assurance requirements as defined below. The Offeror shall describe in detail the Quality Management System that is planned to be used in support of the M28B2 Percussion Primer production The Offeror shall provide as a minimum in its plan:

a. Identification of each Critical Safety Characteristic and the associated manufacturing process to include each piece of equipment involved in the M28B2 Percussion Primer fabrication, assembly, inspection, testing as well as the specific process for inspecting each critical safety characteristic. The approach to control the process along with the notification procedure of noncompliance of the Critical Safety Characteristics Plan shall be indicated.

Identification of the Critical Safety Characteristics and associated processes must include those at the sub-contractor level.

b. Identification of the Quality Management System and whether or not it is certified to, compliant with, or exceeds the requirements of ISO 9001 (latest version), or an equivalent quality program acceptable to the Government. At the time of this solicitation, ISO 9001:2015 was the latest version. Provide proof of certification. Describe the Quality

System in sufficient detail to determine its suitability for use in performing contract requirements, particularly if it is a unique system. Describe the approach to document and control the manufacturing processes with respect to its impact on performance, safety, and storage life expectancy.

c. Describe how the Quality System relates to the quality plan for the individual component or subcomponents in support of the M28B2 Percussion Primer production including incoming inspection, fabrication, assembly, inspection, test, packaging, marking and shipping of the individual component or subcomponents. Describe the process that will be used to flow-down all quality requirements to sub-contractors and how it will be used to verify adequate control of vendor product in meeting specified requirements.

6 11

Name of Offeror or Contractor:

d. Describe the plan that will be implemented to identify, inspect, prevent and control critical performance processes. These shall be addressed along with the identification of the associated production and test equipment, the approach to identify the source of variation, and improve and control the process. Critical performance processes are those processes that could result in loss of performance, test failures, or reduced reliability.

e. Description of the process for identifying, segregating and disposition of nonconforming material as well as the process for analyzing and performing failure investigation of nonconforming material. These details should include description of any forms, tags, reports, committees and special storage areas for non-conforming material as well as the procedure for line stoppage, Government notification and restart request.

f. Identification of Quality tools and systems to be used such as statistical process control (SPC), material review boards, equipment calibration process, incoming material control, Failure Reporting Analysis and Corrective Action

System (FRACAS), defect prevention plan, continuous quality improvement, failure analysis, and root cause analysis.

Offeror shall also identify any initiatives to be used to minimize quality problems.

(3) Sub-Factor 3 - Management: The Offeror shall provide an Integrated Master Schedule (IMS) that is feasible and _________________________ supportable to meet the requirements of this solicitation and the Governments required delivery schedule as well as an

a. The IMS shall encompass the major milestones/events for the M28B2 Percussion Primer Production. The IMS shall clearly illustrate the Offerors ability to achieve First Article Acceptance and a monthly production rate of 25,000, with added value placed in the ability to achieve 35,000, M28B2 Percussion Primers per month. The Critical Path shall be clearly identified and traceable to all key production/program activities/events.

b. The IMS shall include, as a minimum, all activities and interdependencies required to satisfy the proposed

Government delivery schedule. The Offeror shall identify all key activities, events, milestones, long lead items (raw materials, metal parts, etc.), contract submittals, equipment verification and qualification required to achieve First

Article Testing (FAT), Ballistic Lot Acceptance Testing (BLAT) as well as monthly production deliveries. The IMS shall include the time needed for generating/submitting CDRLs as well as the time required for purchasing, installation, movement, re-integration, and/or verification and qualification of equipment/processes at both the prime and major sub-contractor/supplier facilities. In addition, supporting documentation and/or rationale for developing the timeline of events shall be included.

c. In conjunction with the IMS, the Offeror shall identify all significant schedule risks for M28B2 Percussion Primer production, which could potentially lead to a significant delivery delays. Examples of risks may include, but are not limited to: permitting; procurement of material; equipment procurements, upgrades, or alterations; process prove outs;

equipment downtime and/or maintenance; personnel changes due to retirement/loss and recruitment; threats to critical path; etc. The Offeror shall include a mitigation plan for each risk. The Mitigation Plan is to include a detailed description of the actions that will be taken to reduce the likelihood and/or severity of the risk, the impact to the contract and/or schedule, as well as any/all contingency plans that will be implemented/executed if the risk becomes an issue.

7 11

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

(5) Initial FAT and Additional/Subsequent FAT shall be separately priced. These prices shall not be allocated on a unit price basis. The initial FAT and Additional/Subsequent FAT prices shall be entered within the respective yellow highlighted cells on the Price Matrix. Initial FAT and Subsequent FAT prices are required for all five Ordering Periods. Offerors should not assume FAT will be waived and must provide FAT prices as requested. However, the Government reserves the right to require or waive FAT throughout the life of the contract.

(6) The Government anticipates receiving adequate price competition under this solicitation; therefore, Certified Pricing data is not required to be submitted with the proposal.
