Question and Answers
The following questions have been submitted in response to solicitation W52P1J-22-R-0003.
Q1. In the Management Approach Factor, does the USG expect to receive documentation of the Offeror and Key Subcontractors capabilities that provides evidence that the Offeror and Key Subcontractors have the experience to successfully execute this contract?
A1. Experience will be evaluated through the past performance factor. For the Management Approach Factor, the Offeror shall provide enough information for the evaluator(s) to determine that the Offeror and its proposed subcontractors have the ability to meet the requirements of this section, or are able to obtain those abilities. At this time there is no particular documents or evidence being requested.
Q2. In the Management Approach Factor, does the USG expect to receive Resumes from the Offeror and Key Subcontractors that will provide evidence that the Offeror has the personnel to successfully execute this contract?
A2. No, resumes are not being requested.
Q3. If we include an Executive Summary at the beginning of the Technical Volume, does this automatically take page count from the 10 allocated for Sub-Factor #1 or can it be taken from the 30 pages given to Volume 1 overall? For instance, if we have a 3 page Executive Summary, can we take 1 page from each of the Sub-Factors, or would they all be counted against Sub- Factor 1?
A3. Since the limit is per subfactor, the three pages would count towards subfactor 1 if it’s included in the beginning of that subfactor.
Q4. If we include an Executive Summary with Volume 1, will it be evaluated by all of the reviewers of the Technical Volume?
A4. Please refer to L.2.1.h, the information must be included in the factor/subfactor to be evaluated. So if it’s not included in the submission of that subfactor, it will not be evaluated as part of that subfactor.
