SUBJECT: Request for Quotation (RFQ) W52P1J-20-Q-STVS, Amendment 0003

The purpose of this Amendment 0003 to RFQ W52P1J-20-Q-STVS is to provide the following:

1. Answer the following Industry questions:

QUESTION: What Type of Vibration tests (i.e. sine, random, mixed mode, etc)?

ANSWER: Types of vibration tests (i.e. sine, random, mixed mode, etc.) can be found in Attachment 0001: SOW TS-2020-PM-02, paragraphs 4.5.2.1 and 4.5.2.2.

QUESTION: What is the size and mass of test items?

ANSWER: The equipment shall operate to manufacturer specifications. Information pertaining to the size and mass of test items is contained in the operating and maintenance manual “System Specifications” page. The operating and maintenance manual was incorporated into this solicitation via amendment 0001 and is available upon request. Due to the size of the document it will be provided electronically via DOD Safe (Secure Access File Exchange). For purposes of acceptance testing, one box approximately 16w x 17L x 18H weighing approximately 60 pounds. Strapped to the table with ratcheting cargo strap held by eye bolts screwed into the slip table.

QUESTION: What are the peak vibration levels (peak G or mas Grms) and frequency range?

ANSWER: This information is contained in the operating and maintenance manual “System Specifications” page. The operating and maintenance manual was incorporated into this solicitation via amendment 0001 and is available upon request. Due to the size of the document it will be provided electronically via DOD Safe (Secure Access File Exchange). The equipment is to operate to manufacturer specifications.

QUESTION: Will the floor need to be conductive or just a standard type non-conductive floor?

ANSWER: Standard material will meet the floor leveling material requirement. Vibration will be present. The floor does not need to be conductive.

QUESTION: The SOW calls for conduit but most wires in the building are in cable trays.

How shall we proceed?

ANSWER: Cable tray will only be used for the two cables from the controller in cubicle 1 to cubicle 10. There are no existing cable trays in the building. The accelerometer cable is so small that the pull forces might break the conductor.

QUESTION: Are all cables still with the machine to connect the different components of the machine together?

ANSWER: All cables are with the machine to connect the different components of the machine together.

2. Notification of the Government’s intent to include the clause at 52.204-25 in all contracts, task orders, delivery orders (including exercise of options and indefinite delivery contracts) and to request immediate submission of contractor representation in the provision at 52.204-24 in order for the Government to determine if contract award can occur.

FAR rule 2019-009, published on July 14, 2020, and effective on August 13, 2020, implements Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act (NDAA) for Fiscal Year 2019 (Pub. L. 115-232). Section 889(a)(1)(B) prohibits executive agencies from entering into, or extending or renewing, a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This amendment will implement the Section 889(a)(1)(B) prohibition on solicitation W52P1J-20-Q-STVS.

Detailed information related to this interim rule and Section 889(a)(1)(B) can be found in the Federal Register (See Enclosure 1).

In order to comply with Section 889(a)(1)(B), prior to awarding this contract, this amendment will incorporate revised Federal Acquisition Regulation (FAR) clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment, dated Aug 2020 into Solicitation W52P1J-20-Q- STVS. Before a contract award can be initiated, you must provide to this office your representation on FAR provision 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment, dated Aug 2020, no later than September 2, 2020. (See Enclosure 2). If you select “does” in response to the representation in 52.204-24, paragraph (d)(2), you must also provide the disclosure information required in 52.204-24, paragraph (e)(2).

The closing date of this solicitation remains unchanged. Quote shall be received no later than Wednesday, September 2nd, 2020 at 12:00 p.m. Central Time. Quote shall be submitted electronically to the points of contact listed below.
