No. Question Answer

Does the government view processes that eliminate the need for waste spent acid distillation as promoting operational efficiencies?

The Government cannot and will not provide anticipatory statements regarding how it would or will evaluate potential or hypothetical proposed approaches. It is the responsibility of an Offeror to determine what to include in its proposal and how to address the Government’s requirements. In general terms, an Offeror is expected to provide sufficient detail in a clear and concise manner to completely and logically address the RFP requirements; and, more specifically as it pertains to the question at hand, it is incumbent upon an Offeror to explain its proposed processes/plan/approach and to demonstrate how said proposed processes/plan/approach will promote operational efficiencies and environmental stewardship. The Government will evaluate the proposed processes/plan/approach in accordance with the criteria in Section M.

Does the government view processes that reduce, or eliminate the buildup of ANSol waste as promoting operational efficiencies?

See answer 1 above.

Does the government view processes that reduce the overall maintenance burden as a result of formic acid corrosion, by eliminating formic acid waste, as promoting operational efficiencies?

See answer 1 above.

Does the government view processes that increase the overall yield of RDX and HMX (without increased input) by eliminating the loss of RDX and HMX to waste streams as promoting operational efficiencies?

See answer 1 above.

Does the government view processes that reduce the consumption of natural gas as promoting environmental stewardship?

See answer 1 above.

Does the government view processes that eliminate ANSol deep well injection disposal methods as promoting environmental stewardship?

See answer 1 above.

7 Does the government view processes that reduce waste water volumes as promoting environmental stewardship? See answer 1 above.

Does the government view process improvements that eliminate the need for waste spent acid distillation as promoting the minimization of the generation of waste through process optimization?

See answer 1 above.

Does the government view process improvements that reduce, or eliminate the buildup of ANSol waste as promoting the minimization of the generation of waste through process optimization?

See answer 1 above.

Does the government view process improvements that eliminate formic acid waste from the process stream as promoting the minimization of the generation of waste through process optimization?

See answer 1 above.

Does the government view process improvements that directly recycles spent acid to subsequent nitration steps, without azeotropic distillation, as reusing production byproducts?

See answer 1 above.

Does the government view process improvements that recover pure, crystalline ammonium nitrate and made available for subsequent nitration steps as reusing production byproducts?

See answer 1 above.

Does the government view process improvements that recovers purified RDX and HMX from the pre-distillation evaporators and re-introduces the RDX and HMX to the wet cake filter as reusing production byproducts?

See answer 1 above.

Does the government view processes that attract ANSol commercial partners (Oil & Gas, Mining) by providing nearly virgin ANSol appropriate for commercial partner usage as securing commercial outlets for the sale of production by-products?

See answer 1 above.

Does the Government intend to identify minimum insurance coverages the offeror must obtain to cover unusually hazardous risks associated with this requirement and, if not, what minimum limits should an Offeror assume when responding to the requirement in FAR 50.104-3(1)(iv) to provide information regarding the "availability, cost, and terms of additional insurance or other forms of financial protection"?

The Government identifies minimum insurance requirements in Narrative I0003 of the solicitation. Per FAR 50.104-3(a)(1) and the requirements in Section L at Volume 6, it is incumbent upon the Offeror, not the Government, to provide the definition of unusually hazardous risks as part of its proposal, as well as the other information detailed at FAR 50.104-3(a)(1)(i) through (vi). The definition from the previous contract was provided in the virtual library for informational purposes only.
