e. Contract Requirements:

i. The AFSBn-NEA Division’s’ SOPs, Army Policy, and Regulations should be used as a foundation to assist Offeror’s in developing contract requirements (i.e. metrics, such as work exceeding the Manual Cycle Time, Acceptable Quality Levels, other measurement standards).. Continuous Improvement should be intertwined in all facets supporting the conduct of ASP-4 activities. The Contractor shall take prudent risk when assessing the AFSBn-NEA Division’s SOPs, Army Policy, and Regulations when recommending alternative solutions from written standards. The Offerors are encouraged to provide alternative solutions that can meet or exceed minimum APS-4 requirements. The Government is looking for the “critical few” contract requirements/metrics that would be necessary to effectively and efficiently measure and surveil performance to ensure quality is being delivered. The Government does not want to under surveil nor does it want to over surveil. The metrics will encourage continual positive communication between the Government and the successful Offeror.

ii. Contractor developed Performance Work Statement must adhere to the SMART criteria (specific, measurable, attainable, relevant, and timely). The document must be written to withstand changes in staffing—both contractor and requiring activity, in other words, easily understandable regardless of diversity of discipline, experience, or knowledge.

a. Specific: The CPWS should target a specific task or answer a specific need.

b. Measurable: The CPWS must be quantifiable, or at least allow for measurable progress.

c. Attainable: The goal should be realistic, based on available resources and existing constraints.

d. Relevant: The goal should align with other operational objectives to be considered worthwhile.

e. Time-bound: The goal must have a deadline or defined end.
