AMENDMENT 0004

Amendment 0004 Narrative:

1. Questions and Answers:

Q1: Weather could make completing this job an issue in the specified time frame. We cannot install wire outdoors when temperatures drop below 20 degrees. The wire manufacturers will not warranty cables that are installed in cold weather due to the risk of the insulation cracking. The way this project has to be completed there may be wire pulling that needs to be done during this time frame. We could be at a standstill waiting for weather to break .Also pumping manholes out in cold weather can be impossible due to water freezing. We would need to de-water the manholes before wire installation or demolition could be completed. Please provide direction on how we are to handle this potential time frame impact.

A1: We don't have any direction to provide for this question. The contractor should know how to solve this problem.

Q2: In the past RIA has restricted entering manholes that had energized cables in them due to safety concerns for our personnel. How will access to manholes be dealt with when live cables are encountered? If access is restricted, more weekend outages will be required. Please provide clarification.

A2: That's correct pre-schedule power outage is required for any pulling cables inside an existing manhole containing energized cables. Scheduling outage shall be coordinated with COR during the construction.

Q3: Drawing RG-822, Sheet 2 of 19, Note 7 reads "The Contractor should expect to find asbestos fire wrap inside the manhole on existing cables." How will this be handled? Will RIA; (1) provide a quantity of asbestos to bid (2) provide a dollar amount to carry in our bid for an allowance or (3) when suspect asbestos is encountered during the project RIA will be notified by the Contractor and RIA will be responsible to sample and removal all asbestos containing material in a time frame that does not impact the project schedule.

A3: The numbers of asbestos fire wrap are unknown, in order to handle that we will assume there are 10 asbestos fire wrap and required 14 calendar days for disposal. The contractor shall bid based on this assumption, Any more asbestos fire wrap shall be notified as RFI to the COR. If any changes are approved, approval shall be via contract modification.

Q4: Page 8, Section 3.1.7.3 of the RIA Scope of Work it states "Contractors, subcontractors will be escorted by the COR in areas where they may be exposed to classified and/or sensitive materials". Will this escort be provided by the RIA to the Contractors at no cost or will RIA provide a cost for this escort to be included in our bid.

A4: There is no cost for escorting the persons or materials enrolling on project for the Government.

Q5: The drawings and specifications do not call out for the installation of protective fire wrapping of 15 KV cables in the manholes. Is this fire wrapping required?

A5: No fire wrap required of 15KV cables.

Q6: None of the drawings have a scale to reference the distances. Will drawings be issued with a scale for measuring?

W52P1J18R5008

A6: Used ANSI size F-28"X40" , each 1"= 150 FT for Drawings No. 4 & No. 6.

Q7: In spec section 09 90 00 Painting and Coating it mentions painting the conduits but also mentions if they have a factory finish. Is the galvanized rigid conduit considered a factory finish?

A7: No RGC considered a factory finish on this project.

Q8: Do any of the existing oil filled transformers have PCB's that will require hazardous waste handling and disposal?

A8: They are non-regulated PCB materials not hazardous waste handling. The contractor shall provide waste manifest for disposal oil filled transformer to be signed by DPW. Please review the transformer list on attached.

2. Appendix A drawings revised see attachment dated 31 May 2018.

3. The final date for Contractors to submit questions is 10:00AM central time 07 June 2018.

4. The closing date of this solicitation is extended from 10:00AM central time 04 June 2018 to 10:00AM central time 14 June 2018.
