| Round 2, Question # 1-4 | SECTION | PAGE NUMBER | VERBIAGE | QUESTION | Government Answer | |
| 1 | RFP Attachment 0001, Section L Proposal Submission Chart, Item #10 | We (prime bidder) are an authorized reseller for the cloud service provider (CSP) with whom we intend to partner for this offering. Is it acceptable for us to submit our Authorized Reseller certification in lieu of a specific Teaming Agreement for this opportunity? | Authorized reseller documentation would suffice only if it includes enough specific detail pertaining to having a teaming arrangement for this requriement. | |||
| 2 | The latest set of Questions/Answers was released under FBO on an opportunity named - ACCENT On Boarding 2 | |||||
| Solicitation Number: W52P1J-18-R-0148. However the RFP was released under FBO opportunity named - ACCENT Final On-boarding Solicitation Number: W52P1J18R0148 | This opportunity now has two separate FBO records. Is there any way to combine the records into one or should we just be watching both records for any changes or amendments? | The FBO record W52P1J18R0148 (no dashes in the number) is the official record for use of this requirement |
| 3 | Attachment 0001 and Instructions/ Evaluation Criteria, L.2.3, M.3 | Attachment 0001; page 1; Item 7 | Signed Standard Form 33 (SF33) and all amendments included | Amendments 0001 and 0002 have been issued in FedBizOps without modification cover sheets. Please confirm that compliance with this requirement is fully met when Amendments are acknowledged on the signed SF33 and please confirm there are no mod cover pages to sign and include in our proposal submission. | There are no separate modification cover pages to sign and acknowledgement of the amendments on the SF33 is sufficient |
| 4 | Attachment 0001 and Instructions/ Evaluation Criteria, L.2.3, M.3 | Attachment 0001; page 1; Item 8 | Electronic Representations and Certifications signed by a person authorized to enter into the proposed BOA | SAM Representations and Certifications do not contain a signature. They are properly certified by a company official; however, there is no signature. Further, the SAM Reps and Certs are not certified by the Offeror's Authorized Official for this proposal but rather another company official. Are offerors to apply a signature to the downloaded SAM Representations and Certifications? If so, is it the Government's expectation that the signatory for the SAM Reps and Certs be the same as the signatory of our proposal, given the current company official for our SAM Reps and Certs is not the same signatory as our proposal signatory? Please clarify. | In Accordance with the Annual Representation and Certification Clause, on page 47 of the RFP, if a company has a valid, annual SAM registration that is sufficient. The SAM registration should have been executed by an authorized, properly certified agent of the company. If there is not a SAM registration then the clause would be filled out by an authorized, properly certified agent of the company (They would not have to be the same person who is signatory on the proposal). The person signing the proposal must be authorized to bind their company contractually. |
