It clarifies that deliveries of M22s shall begin 330 days after contract award, with the FAT report due 270 days after award. For the base year option, deliveries will begin 180 days after option exercise or follow the existing delivery schedule at 15,000 units per month. The production rate may not exceed 19,950 units per month. It also revises the pricing matrix and adjusts weights for quantity ranges in the base year option. The purpose of Solicitation W52P1J-18-R-0083, Amendment 0002 is to provide answers to the following questions submitted in response to the Solicitation:
Q1: CDRL A0006, A0007, A0008, A0009, A0010, A0011, A0012 and A0013 specifies to submit the CDRLs via email or AMRDEC SAFE. Is AMRDEC
SAFE still available to use?
A1: AMRDEC SAFE is no longer available. The CDRLs have been updated to replace AMRDEC SAFE with DoD SAFE.
Q2. Drawing 13047000 revision (-) was provided as part of this solicitation. Revision (-) has Fluoroelastomer (Viton A) listed in the ingredient table. Please advise if drawing 13047000 with no revision will be provided or if revision (-) will be updated?
These are the contractor identified discrepancies that are listed on Drawing 13047000 Rev(-). 1. Remove Note #9. 2. List Dextrin in place of fluoroelastomer (Viton A). Dextrin is listed on the note #3 and not on the ingredient table.
Should fluoroelastomer be removed from section C STATEMENT OF WORK RESTRICTION OF CRITICAL ITEMS AND COMPONENTS?
A2: Drawing 13047000, Rev -, the ingredients list identifies FLUOROELASTOMER (VITON A); however the table references SEE NOTE 3 which specifies use of Dextrin as the component. Therefore Viton - A is not a part of the composition. The Government will generate a forthcoming ECP to clarify the changes you have identified.
The Statement of Work: Restriction of Critical Items and Components has been modified to identify Explosives in paragraph 2.
Q3. Can font within charts and graphs be less than 12 point? (i.e 10 pt) What are the specific Margin measurements that need to be adhered to? (Left and Right, Top and Bottom)
A3: All proposals shall use a minimum font size of 12 point for all proposal submission documents. The Solicitation does not state margin measurements, however Government recommends margin be no less than Top 1, Bottom 1, Right 0.75, and Left 0.75.
Q4: The contractor shall properly package the hazardous waste and complete the hazardous waste manifest, then take the manifest to
DGR for approval and signature prior to removing any hazardous waste from the waste manifest. The contractor shall notify the DGR 24 hours prior to removing any hazardous waste from the installation.
What is the proper name for DGR in AR 200-1?
A4: Reference updated Narrative C0003 Environmental Requirements for listed acronym spelled out.
Q5: The Price Matrix contains the following definitions for Base and Option Years:
Base and Option Years Begins Ends
Base Year Date of basic contract award 365 Days
Option Year 1: 366 Days 730 Days
Option Year 2: 731 Days 1095 Days
Option Year 3: 731 Days 1095 Days
Option Year 4: 731 Days 1095 Days
Option Year 5: 731 Days 1095 Days
However, this timing appears in conflict with the Solicitation A.7., which describes "monthly production deliveries shall start 330 days after contract award... and "If exercised by the Government, Base Year Option quantity deliveries will begin 180 days after exercise..."
In addition, Solicitation A.6. States, "The FAT Report is due to the Government within 270 days after contract award. which would also appear to be in conflict with the timeline(s) described above. Please clarify the specific timing of FAT and production deliveries under this contract. Also, is there a specific time period that can be documented in the solicitation regarding when the Government can exercise its Base Year Option, i.e., sometime immediately after the contract award?
A5: 1st Delivery of M22s shall be 330 days after contract award. FAT Report is due to the Government 270 Days after contract award.
Base Year Option deliveries will begin 180 Days after exercise of the option, or follow onto existing delivery schedule of base year quantity at the same monthly rate; whichever is later, and run at a rate of 15,000 units per month. The Base Year Option may be executed at time of Award or up to 365 days. Exercise of the Option after point of award will be in compliance with FAR 52.217-6, Option for
Increased Quantity.

Q6: The Solicitation A.2. States, "It is the Governments intent to award a single Firm Fixed Price (FFP) five-year contract consisting of a firm base quantity of 180,000 units, plus a one-year base evaluated option quantity of 270,000 units... This appears to be consistent with the Price Matrix's price requirement for CLIN 0002's Base Year Quantity of 180,000. However, the statement at
Solicitation A.2. appears to conflict with the Price Matrix's unit price requirement for CLIN 0003's Base Year Option Quantity Ranges of
"180,001-300,000" and "300,001- 450,000", i.e., we do not believe the quantities in the price matrix over 270,000 would ever be achieved and thus unit prices should not be required. Please clarify the Base Year quantity requirement for the Base Year Option, and update the price matrix quantity ranges or possibly grey-out boxes for unnecessary pricing for the Base Year, if necessary. Also, please see the related question, immediately below.
A6: Reference Revised Pricing Matrix with Quantity Ranges 78,000 120,000 and 120,001 - 180,000 removed from the Base Year Option.
Because this contract contains cumulative pricing, the lower two quantity ranges are not required for the Base Year Option. The Weights associated with the Base Year Option ranges have also been adjusted.
Q7: The solicitation states in several places, that run rates for the Base option year and future years is 19,950 units per month, which would calculate to 239,400 for a twelve month period. This, with regard to this underlying assumption of 19,950 units per month, we do not believe the quantities in the price matrix over 239,400 would ever be achieved and thus unit prices should not be required.
Please clarify, and update the solicitation and/or price matrix if required.
A7: A production rate of 19,950 units equates to 239,400 units per year, however if quantities over 239,400 units are awarded then those delivery periods would extend past 12 months with a production rate not to exceed 19,950 units per month.
Q8: If a contractor is currently in production of M22 simulators, will the contracts run concurrently or will they be run sequentially? That is, will the shipments on the first contract be allowed to be completed prior to shipments being required on the new contract?
A8: A contractor's production requirements established under a separate contract(s) shall not impact the delivery requirements under this solicitation. The awarded contractor will be required to meet the delivery schedule identified in the solicitation. If the awarded contractor is currently in production of M22 Simulators then the solicitation requirements would be required to run concurrently with any other existing requirements.
The date and time for receipt of proposals is not extended as a result of this Amendment.
All other terms and conditions of Solicitation W52P1J-18-R-0083 remain unchanged an applicable.
