Type of Contract 1: Firm Fixed Price

Kind of Contract: Supply Contracts and Priced Orders

*** End of Narrative A0000 ***

The purpose of Solicitation W52P1J-17-R-0155, Amendment 0003 is to issue the following revisions and respond to vendor inquiries:

1. To answer the following questions submitted in response to this Solicitation by Industry:

Q1: MJU-7A/B Flare; ECP's 0055-E-0006, 0096-D-0004, 0055-D-0005, 0055-E-0004, and 0004-E-002R1 should have carried over to the new contract. Vendor needs confirmation if these carried over or if a vendor would need to write new ones for the new contract.

A1: ECPs 0055-E-0006, 0096-D-0004, 0055-D-0005, 0055-E-0004, and 0004-E-002R1 have been incorporated into the TDP via Letter of

Exception for Data List DL8856664 dated 29 January 2020.

Q2: MJU-7A/B Flare; Need confirmation that classified EO 98A0113 applies to this contract, this was not listed on the ADL.

A2: The classified EO 98A0113 still applies to this solicitation.

Q3: Pop Marking: There is a contradiction between the drawing and the actual weight of a Wirebound Box of M206 Flares. The Y32 denotes that the box hold 32 kilograms worth the flares. Vendor has established, through routine measurement and through performance of prior M206 contracts, that an actual Wirebound box filled with M206 flares and prepared in accordance with the SPI weighs 35 kilograms.

In other words, the drawing should be amended to read "4CI/Y35/S/**" so that it accurately depicts the weight of the box or to

"4CI/Y**/S/**" and Note 6 amended to include insert weight of container in KG with a leader line to the Y**.

A3: POP marking shall not be applied to the container until verified by the government. The POP test report shall be generated by the Manufacturer/Laboratory following the test. The report must be kept on file by the contractor and submitted as required by the

Contract Data Requirement List. (DI-PACK-81059). The POP test weight needs to be at least 10% greater than the gross weight of the pack or the weight indicated in the POP marking on the drawing, whichever is greater.

Q4: Drawing SPI F01-038-5111, Revision AB; Suggest replacing "MIL-B-2427" with "MS35791-1" in MATERIAL SPECIFICATION column for P/N -1.

A4: MS35791-1 has been replaced with NASM35791 and MIL-B-2427 has been replaced with MIL-STD-2427.

Q5: Can the 3/4" x .015" Regular Duty Strapping (and associated seals) be replaced by either 5/8" x .020" Regular Duty

(preferably, as at least the last seven revisions of this SPI have specified) or the 3/4" x .035" Heavy Duty required by Dwg. 19-48-

4116-20PA1002?

A5: DAC DWG. 19-48-4116-20PA1002 has three thickness strapping, .035, 031, or .029. IAW ASTM D 3953 3/4 X .015 has a breaking strength of 900. 5/8 X .02 has a breaking strength of 1000. The DAC DWG. 19-48-4116-20PA1002 3/4" X .035 has a breaking strength of

2850, .031 has a breaking strength of 2850, .029 has a breaking strength of 2280. This would probably be excessive for the wooden boxes.

Q6: Contract C Requirements Generic Section C: Letter of Exception Dated on 1/23/2019, referenced in paragraph 2 is referenced but has not been provided.

A6: Letter of Exception Dated on 1/23/2019 has been provided as a part of this amendment.

Q7: Section D- Packaging and Marking: SPI provided in accordance with the MJU-7A/B was for the MJU-10 (the SPI provided was SPI-

F01-263-1602), Kilgore requires the SPI referenced in Section D: SPI F01-038-5111, revision AB, dated October 2015.

A7: SPI referenced in Section D: SPI F01-038-5111, revision AB, dated October 2015 has been provided as a part of this amendment.

2. All remaining industry questions will be answered in a subsequent amendment.

3. The date and time for receipt of proposals is hereby extended as a result of this Amendment to 10 February 2020, 1:00 pm CT.

4. All other terms and conditions of Solicitation W52P1J-17-R-0155 remain unchanged an applicable.
