Solicitation W52P1J-16-R-0123 ITEM: BSU-33 C/B Fin Assembly & MK84 Conical Fin Assembly

Industry Questions
Question 1: Notes 4 and 6.B on references (a) and (b), respectively, require the application of polyester powder coating as the finish top coat. Is the electrostatic application of MIL-DTL-11195 enamel, the touch-up coating referred to on both references, an acceptable alternative to powder coating?
Government Response to Question 1:
The fins must be coated with the TGIC polyester powder in accordance with WSD-C- 0181. MIL-DTL-11195 should only be used for touch-up.
Question 2: Note 6.A on reference (b) excludes a list of items from the application of a TT-C-490 Zinc Phosphate coating. Not included in this list is Item No. 12, P/N 4902233, Bolt, Socket Head. Should this item, which is cadmium plated, also be excluded per note 6.A?
Government Response to Question 2:
4902233 Bolt, Socket Head should be excluded from the phosphate note at the assembly level. The bolt restrains the Clamping Ring (4902080, Item 19), which is also excluded via Note 6A. The Government plans to do an ADL exception to include Find No. 12 in list of items exempt from TT-C-490 in note 6A.
Question 3: Note 7 of reference (a) requires that the wedge in reference (d) be installed after application of the paint coating. Would it be allowable to preassemble the wedge to the reference (c) part prior to painting?
Government Response to Question 3:
Note that this question is referring to the Mk84 assembly (reference (a)), but should be referring to the BSU-33 assembly (reference (b)).
The fin assembly must be coated prior to the installation of the wedge in order to reduce the risk of crevice corrosion of the riveted butt joint.
Question 4: Reference (c) does not show the three rivet holes needed for assembly of the wedge. Is it permissible to form the 3-rivet hole pattern in the reference (c) part during part fabrication? The pattern would be set to match that shown on reference (b).
Government Response to Question 4:
The holes may be fabricated at the part level as long as the wedge aligns with fin sides as depicted in Detail C on drawing 923AS900. Match drilling is not required.
Question 5: Likewise, reference (d) does not show the three rivet holes needed for assembly of the wedge. Is it permissible for these holes to be added during fabrication of the wedge using the same pattern shown on reference (b)?
Government Response to Question 5:
The holes may be fabricated at the part level as long as the wedge aligns with fin sides as depicted in Detail C on drawing 923AS900. Match drilling is not required.
Question 6: Reference (c) shows two .31 dia. holes defined in zone C-5 of the drawing.
Are these holes required as a functional characteristic of the finished fin assembly or are they for fabrication assistance as an optional feature? These holes are covered up on one side by the wedge as installed on reference (a).
Government Response to Question 6:
The two Ø.31 holes on the fin segments are required.
Question 7: Do you have the CAD or 3 dimensional modeling you could share?
Government Response to Question 7:
No, the Government does not have a 3 dimensional model.
Question 8: Will the specialized pallets be provided or do we have to assemble them?
Government Response to Question 8:
Per attachment 0004 of the solicitation, the MK3 pallets will be provided as Government Furnished Material (GFM) for the BSU-33 only. The MK3 pallets will be shipped assembled. The Adaptor pallet assembly, ADU-426/E, 30003-1107AS100 will not be provide provided as GFM. The Adaptor pallet assembly, ADU-426/E, 30003-1107AS100 can be sourced out or manufactured in house.
Question 9: There are some items used to hold the BSU-33 in place. Are these available for purchase?
Government Response to Question 9:
The "spin wedge" is the wedge (923AS152) that is riveted onto the fins assembly
(923AS900).
The "alignment pin" is the pin (MS51606-33) that is pressed into the adapter ring at the assembly level (923AS900).
Both items are part of the fin assembly. You can either make or buy the items, just like any other part of the fin assembly. The pallet instructions direct how the fin is oriented using these components as references.
Question 10:
Reference (e) with regard to the size of the steel tubing, please advise if the government is aware of a supplier of this size of steel tubing or if it is acceptable to use Chinese tubing for this part purchased in a large quantity mill run.
Government Response to Question 10:
Tubing/material from China is not acceptable for use in the MK84 Conical Fin. Domestic materials must be used for production of these items. The offerors are responsible for identifying vendors that can supply the ASTM A519 or ASTM A576 material called out in the TDP.
Question 11:
Reference (e) with regard to the steel tubing, will the Government allow ASTM A106, GRADE B (SEAMLESS) as an acceptable alternate to Seamless steel tubing conforming to ASTM A519 Grade MT1010 to MT1026, Hot or Cold Finish?
Government Response to Question 11:
The offeror may choose to submit a Request For Variance (RFV) requesting use of the proposed alternate materials. If Government review determines that there will be no performance loss or other detrimental effects caused by using the alternate material(s), then an approved RFV would allow the alternate material(s) to be used. However, it should be noted that a RFV would not be entertained until after contract award.
Question 12:
Reference (e), will the Government allow AISI 1018 Carbon Steel as an acceptable alternate to the "Hot Wrought Carbon Steel Bar Grade 1010 Thru 1026, Conforming to ASTM A576" called out on the Ring, Adapter (P/N 1380532)?
Government Response to Question 12:
The offeror may choose to submit a RFV requesting use of the proposed alternate materials. If Government review determines that there will be no performance loss or other detrimental effects caused by using the alternate material(s), then an approved RFV would allow the alternate material(s) to be used. However, it should be noted that a RFV would not be entertained until after contract award.
