SURAC Solicitation W52P1J-16-R-0073 Questions and Answers - Amendment 0001

Released 22 June 2016

Question # Solicitation Section Question/Comment Government Response

Attachment 0003 SURAC Price Matrix, Table header Tier "High" vs "Low" Could the Government provide more detail as to the purpose of two tiers within the same CLIN?

The Government has provided a high and a low tier option to accommodate Offerors who may have more than one radio that can meet the radio type requirements. It allows the Offeror to propose two radios. It is up to the Offeror to decide whether a radio is a high tier or low tier radio.

At the delivery order level, the Government will not ask Offerors to propose a "high" or "low" tier radio, but instead will list the required radio type. It is up to the Offeror to decide which radio meets those requirements at the delivery order level.

Attachment 0001 SURAC Requirements

Statement, Section 8.1 Subscriber Unit

Programming and CLIN-7001 - Programming

(Portable/Mobile/Desktop)

This section states that programming of subscribers is to be performed on-site. Potentially there could be expenses associated with travel which would vary depending upon location of the Army Installation requiring the service and impact the price of CLIN

7001. Will vendors be given the opportunity to separately price travel expenses, as applicable, when each delivery order is out for bid?

Yes. Please see the Amended Price Matrix (Attachment 0003 SURAC Price Matrix Amendment 0001) as some CLIN numbers have changed for Services.

Attachment 0001 SURAC Requirements

Statement, Section 8.1 Subscriber Unit

Programming

This section states that the Offeror shall work with the LMR system manager and order POC to develop the programming template for each unit. It is suggested that a CLIN be included to price the development of one (1) template. At the time a specific delivery order is out for bid the quantity of templates can be estimated by the Vendor based on the specific requirements of that delivery order.

A new CLIN has been added to the Price Matrix Services tab to accommodate the Template Development. Please see the

Amended Price Matrix (Attachment 0003 SURAC Price Matrix Amendment 0001).

Attachment 0001 SURAC Requirements

Statement, Section 8.2 Mobile Subscriber Unit

Installation and 8.3 Desktop Subscriber Unit

Installation

There does not appear to be CLINs for pricing installation of mobiles and desktop subscribers. Pricing for installation of mobile equipment can vary depending upon the type of radio configuration and type of vehicle it is being installed into. Likewise, installation of desktop subscribers can vary based on configuration, antenna location (tower vs rooftop) transmission line runs, cable run paths, and entry points. There may also be travel expenses associated with conducting these activities on-site. Is it the intent of the Government to have the vendor quote these services for each individual delivery order based on specific requirements defined by the Government for that delivery order?

New CLINs have been added to the Price Matrix Services tab for Mobile Installation Dash Mount, Mobile Installation Remote

Mount, Mobile Installation Dual Mount, Desktop Remote Installation and Desktop Installation. Please see the Amended Price

Matrix (Attachment 0003 SURAC Price Matrix Amendment 0001). Offerors shall provide a ceiling price taking into account the various types of installations. Each specific installation type will be identified in the specific order.

Attachment 0001 SURAC Requirements

Statement, Section 8.2 Mobile Subscriber Unit

Installation, 8.3 Desktop Subscriber Unit

Installation, and 12.1 Schedule

These sections identify requirements to schedule and coordinate equipment delivery and all on-site programming, installation, and training activities for each delivery order. There are no CLINs provided to price these services. Will vendors be given the opportunity to price these services for each individual delivery order based on specific requirements defined by the Government for that delivery order?

CLINs could not be identified within the SURAC Price Matrix associated with Installation of Mobiles or Desktop Radios.

Additionally, no CLINS are associated with the Project management for the deliverables in Table 7 of the SURAC

Requirements Statement.

Will CLINs be added to each Delivery Order depending if they apply?

For reference, these are the Deliverables of Table 7. Table 7 - Cybersecurity Deliverables. Table 7- Project

Management/Engineering Deliverables

CLINS are already identified for programming and training activities. New CLINS have been added to the Price Matrix

Services tab for Mobile Installation Dash Mount, Mobile Installation Remote Mount, Mobile Installation Dual Mount, Desktop

Remote Installation and Desktop Installation. Please see the Amended Price Matrix (Attachment 0003 SURAC Price Matrix

Amendment 0001). All services required for these services should be included in the ceiling price provided. No program management service CLIN required.

Initial Cyber security requirements should be priced in the equipment price. IAVA updates for equipment (as applicable) should be priced as part of the maintenance of that piece of equipment.

Attachment 0001 SURAC Requirements

Statement, Section 12.6 Asset Inventory and

12.7 Accounting for Contract Services.

These sections identify requirements to manage and document inventory of equipment shipments and manage and report annual manpower expenditures. There are no CLINs provided to price these services. Will vendors be given the opportunity to price these services for each individual delivery order based on specific requirements defined by the Government for that delivery order?

New CLINs have been added to the Price Matrix Services tab for Asset Inventory and Accounting Services. Please see the

Amended Price Matrix (Attachment 0003 SURAC Price Matrix Amendment 0001).

Requirements Statement Section 10 Warranty and Section 11 Equipment Maintenance

Could the Government provide additional detail on the services required for subscriber equipment during the warranty and for equipment maintenance years one through four? In addition to repair services, does the Government want services such as local radio support, pick up and delivery of subscribers, or subscriber preventive maintenance inspections?

The maintenance services required are specified in Section 11 of the SURAC Requirements Statement. Shipping requirements shall include any method of delivery between installation and repair location.

Requirements Statement Section 10 Warranty and Section 11 Equipment Maintenance

Could the Government provide additional detail on the services required for KMF equipment during the warranty and for equipment maintenance years one through four? In addition to repair services, does the Government want services such as dispatch and onsite technician response, technical support, network fault monitoring, or security patches?

Section 11 of the Requirements Statement has been amended; please see SURAC Requirements Statement Amendment

0001.

Attachment 0001 SURAC Requirements

Statement, Section 9.0 Training

This section defines the requirements for subscriber user and programming training. CLIN 7028 (a/b) and CLIN 7029 (a/b) identify pricing for Subscriber Management and Subscriber Administrator Training respectively. Could the Government provide a description of these training requirements?

The CLINS have been renamed as Subscriber Unit Operator Training and Subscriber Unit programming Training on the Price

Matrix Services tab. Please see the Amended Price Matrix (Attachment 0003 SURAC Price Matrix Amendment 0001).

Attachment 0004 SURAC Test Evaluation

Master Plan, Section 5 SURAC Equipment and

Test Categories. "All SUs shall be tested to ensure interoperability with the system versions listed in Table 1 above and any new system versions added to the contract in the future."

Do portable radios with limited keypads and without keypads need to be tested if portable radios with full keypads are tested? Yes.

Attachment 0001 SURAC Requirements

Statement, Section 7.3 First Responder

Services, Features and Capabilities, letter e.

Ruggedized Housing – "The Offeror shall provide units with ruggedized housing."

What is PL-LMR's standard for "Ruggedized Housing"?

Section 7.3.e of the Requirements Statement has been amended; please see SURAC Requirements Statement Amendment

001.

Attachment 0003 SURAC Price Matrix, Pricing

Table Accessories Please add CLIN(s) to cover maintenance on accessories.

New CLINS have been added to the Price Matrix for those accessories that require maintenance. Please see the Amended

Price Matrix (Attachment 0003 SURAC Price Matrix Amendment 0001).

The Government does not believe that maintenance should be added for microphones, chargers, batteries, etc. based on low level cost and "throw away" type nature.

Attachment 0003 SURAC Price Matrix, Section

7.13 Key Management Facility

There is no CLIN nor requirement for installation of Key Management equipment. Can the Government update the pricing matrix and define the parameters associated with installation of this equipment?

Section 7.13 has been amended to provide additional information; please see SURAC Requirements Statement Amendment

001.

Attachment 003 – Pricing Matrix; Requirements

Statement 12.2

Within the Attachment 003 Services CLINs, there is no distinction made for Continental US (CONUS) verses Outside CONUS services. Would the Government please define the general area services will be provided? If services are to be provided in both CONUS and OCONUS, will the Government please consider revising the CLIN structure to reflect this? Specifically, how shall Transportation (Requirements Statement 12.2) be accounted for in Services, particularly services in CONUS locations?

Offerors shall provide a ceiling price for the services identified. As indicated, orders may be world-wide including CONUS and

OCONUS deliveries.

15 Attachment 0003 SURAC Price Matrix and

Requirements Statement, Section 8.4

In the Attachment 003 Service tabs (High-Tier & Low Tier), there are no CLINS provided for Cybersecurity Support and

Assessment. Would the Government please consider including a separate CLIN for Cyber Security Certification and Support

Assessments?

For equipment requiring cybersecurity assessments (KMF, Programming platform etc.) the Offeror shall price the initial assessment in the price of the equipment. IAVA management should be priced in the maintenance for the item.
