*** End of Narrative A0000 ***
The purpose of this Amendment 0001 to solicitation W52P1J-16-R-0060 is to complete the following:
1. Provide answers to the following questions that have been received:
a. Question 1. Regarding the packaging on the 60MM M27 Fin, it states we can use 9287837-1, 9287837-1, or 9287837-3 for the tray to package the fins. The 9287835 print provided in the TDP does not have options for 1, 2, or 3.
Response 1. After further review the U.S. Government determined the most recent revision for the packaging of the M27 was not included in the TDP and a page was missing. Therefore, drawing 9287837 Revision K will be uploaded to FBO, which shall include all three options for packaging.
b. Question 2. Do you have any historical pricing on the fins or a target price range?
Response 2. Based on available historical pricing, the U.S. Government has paid less than $20 each for the M24 and M28 and less than $12 each for the M27.
c. Question 3. Does the offeror need to provide General Quality System and Management Plan sub-factors under Option II submissions for each configuration?
Response 3. Yes, if Option II is used for any of the configurations all sub-factors (to include Quality System and Management
System) are required to be submitted.
d. Question 4. It appears that an oral presentation is required for any CLIN that involves an Option II response. Please confirm.
Response 4. Yes, oral presentations are required for Option II proposals.
e. Question 5. Can I submit Past Performance information from a commercial customer?
Response 5. At this time the U.S. Government is only accepting contract references for recent and relevant performance under
U.S. Army, United States Marine Corp and FMS or other Military contracts. Therefore, commercial contracts are not acceptable references.
f. Question 6. Does the reference to 30,000 per month which can consist of any combination of configurations mean the supplier must be able to meet 30,000/month throughput for each assembly (M24, M27 and M28) or when it says can consist of any combination of configurations does it mean a total of 30,000 per month regardless of the quantity of each assembly?
Response 6. The U.S. Government will not expect more than a total of 30,000 fins to be delivered in a months' time which could consist of a combination of all configurations.
g. Question 7. Requesting an extension to 24 April 2017.
Response 7. The U.S. Government has extended the closing date of this RFP to 24 April 2017 at 10:00AM Central Time.
h. Question 8a. It is understood that every offeror submitting a compliant proposal will be invited to give an oral presentation. Is this the intent, or are oral presentations only provided to those offerors that were down selected or placed in the competitive range?
Response 8a. All offerors who submit a complaint proposal utilizing Option II for the technical portion will be required to complete an oral presentation.
i. Question 8b. The solicitation states two non-presenters may be present in the room during oral presentations. Can an offeror have two presenters and two non-presenters in the room?

Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
Response 8b. The U.S. Government is not limiting the number of presenters only the amount of non-presenters. Therefore, each offeror can have as many presenters as they see fit.
j. Question 8c. Can the offeror use different presenters for different sub-factors?
Response 8c. Yes, the U.S. Government encourages the Subject Matter Experts for each factor present their portion.
k. Question 8d. Can the offeror provide a substitute presenter in lieu of the presenter identified on the power point slide?
Response 8d. The U.S. Government would prefer the presenter be the person identified on the slides, however, we understand that changes are sometimes unavoidable and will allow necessary adjustments.
l. Question 9. On drawing 11726683, Note 10 does not clearly identify the material alloy that is required. Can the specific alloy be provided?
Response 9. As per the drawing, the material requirement is: Aluminum Alloy, Spec ASTM B221, Hollow extrusions not permitted.
Yield - 35,000psi (0.2% offset), Elongation 8%. This subcomponent is not limited to a single alloy.
m. Question 10. As stated in MIL-DTL-48425B (M24 Specifications), Section 4.4.2.6 (Fin Assembly Table) references 100% conformance criteria for the blade security test. However, section 4.5.2 (Blade Security Test) states as follows, Units selected for this test shall be held in a fixture which does not damage the surface of the housing. Is the blade security test performed on 100% of all fin blades or a sampling?
Response 10. MIL-DTL-48425 paragraph 4.4.2.6 "Conformance Criteria" for Critical 2 Blade security test is listed as 100%.
n. Question 11a. In accordance with note 11 of the M24 Housing Specification, DWG 11726795, the surface finish requires that the front thread and cavity be masked. As an alternative surface finish, the entire surface is permissible provided that the process is approved by the technical agency. Will the government provide the requirements and process for offerors to obtain approval for the alternative surface finish (full coverage)?
Response 11a. If an offeror wishes to propose an alternative surface finish, the parts will be required to be submitted to the
U.S. Government for evaluation and approval. As such, this cannot be accomplished until after a contract award has been made.
Therefore, proposals shall be submitted to requirements of the current TDP.
o. Question 11b. So that offerors may account for this cost, is approval for the alternative surface finish obtained prior to proposal submission or after award?
Response 11b. Approval of an alternative surface finish would not be granted until after contract award. As this is a firm fixed priced contract, offerors shall account for all cost in its proposal. As stated in response 5a, proposals shall be submitted to the requirements of the current TDP.
p. Question 11c. Is the salt spray test required for the initial surface finish (thread and cavity are masked) or just for the alternative surface finish (full coverage)?
Response 11c. Salt spray test is required regardless of surface finish coverage.
q. Question 12a. In accordance with note 9 of the M28 Housing, Cartridge, DWG 9327833, the surface finish requires that the front thread and cavity be masked. As an alternative surface finish, the entire surface is permissible provided that the process is approved by the technical agency. Will the government provide the requirements for offerors to obtain approval for the alternative surface finish (full coverage)?
Response 12a. If an offeror wishes to propose an alternative surface finish, the parts will be required to be submitted to the
U.S. Government for evaluation and approval. As such, this cannot be accomplished until after contract award has been made.
Therefore, proposals shall be submitted to the requirements of the current TDP.
r. Question 12b. So that offerors may account for this cost, is approval for the alternative surface finish obtained prior to proposal submission or after award?
Response 12b. Approval of an alternative surface finish would not be granted until after contract award. As this is a firm fixed priced contract, offerors shall account for all cost in its proposal. As stated in response 6a, proposals shall be submitted to the requirements of the current TDP.

Response 14. Yes, presentation slides can be submitted in .PDF format.
u. Question 15. On page 65, L.3.1.a.ii. it states each IMS and each Process Flow Diagram must be submitted in separate files from Volume 1 sections, which are limited to 11" x 17. Are these also limited to 1 page each or can we use more than 1 page for these submissions?
Response 15. Each offeror is limited to five pages for each IMS and five pages for each Process Flow Diagram.
v. Question 16. The solicitation is FOB Destination, with possible shipments going to Quebec Canada. Should we assume all costs and responsibility for Department of State DSP 5 export licenses and a Canadian clearing house for these shipment? Or is the fact that this is on a U.S. Army contract streamline that process?
Response 16. Yes, the offeror will be responsible for all cost and obtaining all necessary documentation in order to ship items to all locations, including Quebec Canada.
