*** End of Narrative A0000 ***

The purpose of Amendment 0001 is to incorporate the following changes/clarifications based on questions received in regards to this solicitation:

1. The initial solicitation posted in FBO did not contain the closing date/time on Page 1, Block 9. However, the signed version of the solicitation which contains the closing date/time, 06 November 2015, 3:00pm, was uploaded into FBO on 07 October 2015. Please note, the solicitation closing date is NOT being extended based on this amendment.

2. Section B, CLIN 0005, 155mm Drogue Parachute refers to P/N 9251602, the Folding and Assembly Instructions for the Drogue

Parachute. The associated engineering drawing that contains the manufacturing details for the Drogue Parachutes is P/N 9251604.

This drawing has 2 variations: 9251604-1 and 9251604-2. Drawing 9251604-2, Modified Drogue with reinforcement sleeve, is the variation that should be utilized for this solicitation.

3. Section C, Type I Thread as called out on Drawing 9251604, Note 8 is the only type of thread allowed to be used.

4. Section C, clarifications regarding drawings and specifications are provided in Attachment 010, Clarifications for Drawings and

Specifications, dated 23 October 2015.

5. Section D, Special Packaging Instructions (SPI) have been amended and uploaded to the Federal Business Opportunities (FBO) website. Please note that in the event of conflicting information, the SPI takes precedence over the contract clauses.

6. Section L.2.1 Proposal Volumes, a) Volume I - Technical Approach Factor, page 70, sets forth a maximum page allowance of 70 pages. This allowance is hereby revised to a maximum of 30 pages. This 30 page allowance is for Volume I, Technical Approach

Factor in its entirety, to include Sub-factor 1: Manufacturing Plan and Sub-factor 2: Quality Assurance Plan. The only exceptions to this allowance are described in #7 and #8 below.

7. Section L.3.1 Volume I: Technical Approach Factor, Sub-factor 1: Manufacturing Plan, a), page 71, requires the submission of individual process maps for each parachute type described in the Solicitation. Section L.2.1 a) as described in #6 above has been revised to a maximum page allowance of 30 pages. The process maps are hereby exempt from this maximum page allowance.

8. Section L.3.1 Volume I: Technical Approach Factor, Sub-factor 1: Manufacturing Plan, b), pages 71-72 is hereby revised and is now as follows:

b) Clearly and specifically identify its current Manufacturing Readiness Level (MRL) using the definitions, criteria, and processes defined in the Manufacturing Readiness Level Deskbook, V2.4, August 2015, http://dodmrl.com. The Offeror shall describe the approach used to assess its current MRL and provide supporting rationale. The Offeror shall meet a minimum of MRL

9 for each variant. For any variant which the MRL is assessed below MRL 10 (i.e. MRL 9), the Offeror shall identify a

Manufacturing Maturity Plan (MMP) to achieve MRL 10. Section L.2.1 a) as described in #6 above has been revised to a maximum page allowance of 30 pages. However, should an Offeror have any variant(s) assessed below an MRL 10, an additional 10 pages shall be allowed in order to provide the required MMP stating how an MRL 10 will be achieved. This 10 page allowance shall encompass the MMP for all variants which fall below an MRL 10.

Low Rate Initial Production shall be defined as a minimum of 500 per month for the first month for any single parachute variant; Full Rate Production is defined as a maximum of 10,000 per month for all parachute variants (2,000 each per variant x

5 variants = 10,000 each).

9. Section L, additional guidance for the MRL self-assessment:

The MRL is a self-assessment tool designed to help a contractor determine its level of manufacturing maturity for a specific product. An offerors proposal shall describe its self-assessed maturity level and provide the supporting rationale/evidence used to make this assessment. All relevant current and historical evidence/data available should be used or referenced to strengthen the Offerors claims. The relevancy, accuracy, and significance of this information, as it pertains to the parachute production, will be used to evaluate the Offerors final MRL self-assessment.

SCOPE OF SELF-ASSESSMENT: The MRL Assessment shall be focused on the maturity of the manufacturing process to be used for the manufacturing of all five parachute variants described in the solicitation.

TOPICS COVERED: The MRL assessment narrative shall cover, at a minimum, the areas listed in paragraph 4.9 of the MRL Deskbook, V2.4, August 2015.

APPLICABLE THREADS/SUB-THREADS: The following MRL Threads and Sub-Threads are applicable:

A - Technology and Industrial Base (A.1, A.2)

D - Materials (D.1, D.2, D.3, D.4)

E - Process Capability & Control (E.1, E.2, E.3)

F - Quality Management (F.1, F.2, F.3)

G - Mfg Workforce (G.1)

H - Facilities (H.1, H.2)

I - Mfg Management (I.1, I.2)

Threads B - Design and C - Cost can be omitted from the Offerors assessment.

MRL USER GUIDE SPREADSHEET: The MRL Questionnaire is only intended to be a self-assessment tool and is not required to be submitted as part of the proposal. The Offeror should focus only on the questions that are applicable to its current MRL level, either MRL 9 or MRL 10, to which they are assessing themselves (reference Column D under MRL Questionnaire tab of the

MRL Users Guide V.12.5.16, http://dodmrl.com).

10. Section M.2.1.3 Technical Approach Sub-factor Evaluation, Sub-factor 1: Manufacturing Plan, b), page 77 is hereby revised and is now as follows:

b) The Offeror's proposal will be evaluated on the maturity of its current manufacturing capability to produce all of the parachute variants contained in this solicitation utilizing the MRL Deskbook, V2.4, August 2015, http://dodmrl.com, the adequacy of supporting documentation, the rationale to justify its assessed maturity level, and the adequacy of the Offeror's approach as described in Section L. For any variant which the MRL is assessed below an MRL 10, the U.S. Government will evaluate the offeror's ability to clearly demonstrate its MMP is executable, and First Article Test Samples will be submitted within the required timeline.

All other terms and conditions remain unchanged.
