*** End of Narrative A0000 ***
The purpose of Amendment 0004 is to:
1. Extend the due date for proposals from Tuesday, 19 January 2016 to Tuesday, 16 February 2016.
2. Provide responses to the following contractor questions:
Q14: M980-M986, M993-M994 First Article Testing. MIL-PRF-46676B, paragraph 4 does not identify any first article test requirements, only qualification and conformance testing. For FAT, are only the tests identified under conformance testing required? Can you confirm that for FAT, the only inspections and tests required are on the explosive mix (that is used to produce the explosive sheet) and that no
FAT inspections or tests are required on the explosive sheet, packaging components or packaged item?
A14: Per the solicitation clause E-5(b) and (c ), the first article samples shall be inspected for all requirements of the drawings, QAPs, and specifications with the exception of materials which have been tested previously and are submitted with Certificates of
Conformance. If the offeror's explosive mix has passed the qualification tests it would only need to pass its specific lot acceptance test and have a Certificate of Conformance submitted with it in the FAT report. The specific items will still need to be inspected per the drawings/QAPs/item specifications per E-5(a). Dimensional and packaging inspection is required for FAT. At FAT and LAT for the various sheet explosive items the producer should supply inspection results showing that the flexible explosive meets the conformance tests and requirements in accordance with MIL-PRF-46676B w/ AMD1. At FAT for the sheet explosive items, inspections and tests shall be performed in accordance with the items respective specifications and drawings.
Q15: CDRL A013 Failure Analysis and Corrective Action Report (FACAR) (Applicable to M060 and M024). What is considered a failure that requires submittal of this report? Does this apply only to acceptance test failures?
A15: No. It should apply to any test failure or CAR issued by the Govt or a third party, but not internally issued CARs.
Q16a: Can you provide a copy of drawing 6214536, Revision A, dated Sept 2005 (MK 140 palletization) which was not included in the MK 140
TDP?
Q16b: Page 36 of the solicitation specifies palletization instructions for MM30 as 6214536 Rev. A. Drawing 6214536 Rev. B has been provided as part of the TDP. Which is the correct drawing revision to be used for this solicitation? If it is Revision A, could you please provide a copy?
A16: Drawing 6214536 Rev. B, dated 29 October 2014, is the correct drawing revision and has been revised in Section D of the RFP.
Q17: Can you provide copies of the drawings listed in TDPL 7553296 (M2A1 Ammunition Box Assembly)?
A17: These drawings have been added to TDP and are now available for download.
Q18: Drawing 6545554 Is it permissible to use a nitrocellulose that does not comply with MIL-DTL-244 as long as the explosive complies with all of the other requirements in note 1 of this drawing? Prior experience is that nitrocellulose IAW MIL-DTL-244 does not produce flexible explosive that meets the requirements of MIL-PRF-46676.
A18: Per drawing 6545554, Note 1, the material must adhere to the MIL-DTL-244 requirements.
Q19: Delivery Schedule The solicitation requires production deliveries to start 30 days after FAT approval. To meet this delivery requirement, materials and components will need to be purchased ahead of FAT approval, which in accordance with 52.209-3 and 52.209-4 is at the sole risk of the Contractor. There is not sufficient time in the delivery schedule for acquisition of materials and components, and for production after receipt of first article approval to minimize this risk to the contractor. Is it acceptable to propose alternate delivery schedules for each item that do not require the contractor to purchase materials and components ahead of FAT

approval? Or will the Government authorize procurement of materials and components, whose costs are allocable to progress payments and termination settlements, ahead of FAT approval?
A19: Delivery Schedule The delivery schedule has been updated as part of this amendment to address this concern. It is not acceptable to propose alternate delivery schedules for each item that do not require the contractor to purchase materials and components ahead of
FAT approval. Procurement of materials and components prior to FAT approval will not be authorized.
3. A forthcoming amendment will provide answers to the remaining question received in response to this solicitation.
4. Section A, paragraph 7. Is updated as follows:
DELIVERIES: Production deliveries are to begin 390 days after award of Delivery Order 0001. Delivery terms are F.O.B. Origin.
Accelerated deliveries are acceptable upon obtaining Contracting Officer approval, however, the Government will NOT incur any additional expenses for accelerated deliveries. The monthly production rate for each item is as follows:
-M980-M986; M993, M994: 25,000 ft per month (combined between sheet roll items)
-M060: 25,000 ft per month
-M024: 6,250 each per month
-MW84: 334 each per month
-MM30: 15,000 each per month
5. Section A, paragraph 8.A) is updated as follows:
FAT Reports are to be submitted to the Government 300 days after contract award.
6. Section B delivery schedules are updated.
7. Section D, FAR Clause 52.211-4508 Packaging Requirements, Exceptions have been updated.
8. Section D, FAR Clause 52.247-4517 Palletization Instruction, NSN: 1375-01-563-1105 (MM30) has been updated as follows:
Palletization shall be in accordance with 6214536, Revision B, dated 29 OCT 2014.
Marking shall be in accordance with ACV00561, Revision F, dated 02 DEC 2008.
9. Section I, FAR Clause 52.209-3 First Article Approval Contractor Testing, has been updated from 390 calendar days to 300 calendar days.
