*** End of Narrative A0000 ***
The purpose of Amendment 0003 is to:
1. Extend the due date for proposals from Tuesday, 05 January 2016 to Tuesday, 19 January 2016.
2. Provide responses to the following contractor questions:
Q1: Drawing 3139754 Does the M993 and M994 have to be one continuous length or are shorter lengths adding up to the total length permissible? The drawing does not say it needs to be one continuous length nor does it say multiple lengths are permissible.
A1: The drawing does not specify. An ADL-CN will be generated to address this.
Q2: MIL-DTL-46506E Wirebound Box Specification (Applicable to M060 and M024) - Is it acceptable to manufacture wirebound boxes in accordance with MIL-DTL-46506E w/amendment 1?
A2: Wirebound boxes in accordance with MIL-DTL-46506E w/amendment 1 are acceptable.
Q3: CDRL A005 Test Procedure Phosphate Coating (Applicable to M060 and M024). If a test procedure and coated panels have been previously approved on a prior contract and there are no changes to the approved process, do the procedure and coated panels need to be re-submitted and re-approved or is the prior approval acceptable?
A3: This will have to be a new submission. Although the process may not have changed, a phosphate coating review is only valid for a specific contract.
Q4: M060 First Article Testing. What inspections are required to be performed on the items listed in Table 1 of MIL-C-60996A w/NOR
R08Q2051? (ref. para. 4.3.2 Inspections to be performed parts submitted to any or all the requirements of the applicable drawings and to the inspections of Table I) What inspections are listed in Table 1 (and are classified as Major)? Can you confirm that the only first article inspections and tests required are on the parts and subassemblies listed in Table 1 and that parts and subassemblies not listed in Table 1 do not require any inspections or tests as part of FAT?
A4: Parts and assemblies listed in Table 1 of MIL-C-60996 will be inspected for all characteristics listed in the specification, applicable drawing, and any drawings referenced. For the purpose of First Article all inspections shall be considered Major. Parts and subassemblies that are not listed in Table 1 are not part of FAT. However, components and materials referenced on drawings that are included in Table 1 are therefore part of FAT.
Q5: M024 First Article Testing. Can you confirm that the only first article inspection and tests required are on 50 each of the 9204247
M118 Demolition Charges inspected per Table 1 of MIL-C-50850 and that that no FAT inspections or tests are required on the other components, subassemblies, packaging components or the packaged item?
A5: Per solicitation clause E-5(b) and (c ), the first article samples shall be inspected for all requirements of the drawings, QAPs, and specifications with the exception of materials which have been tested previously and are submitted with Certificates of Conformance.
50 each M118 demolition charges (dwg 9204247) comprise the First Article sample quantity. Per E-5(a) the First Article sample shall be examined and tested in accordance with all contract requirements, item specifications, drawings listed in the TDP, and QAPs. The First
Article sample shall be inspected for First Article in accordance with MIL-C-50850, drawing 9204247, and any drawings referenced and the materials and components on those drawings.
Q6: MK 75 First Article Testing. Since the Government is performing FAT on the MK 75, can you confirm that no first article inspection or testing by the contractor is required on any components, subassemblies, packaging materials or the packaged items?
A6: No first article inspection or test beyond normal in process inspections is required by the contractor for the MK 75.

Q7: CDRLs (Applicable to MK 75). Since the Government is performing the FAT and LAT on the MK 75, are these CDRLs for FAT/LAT procedures and test reports still applicable? If they are applicable, what procedures and data are required?
A7: No FAT/LAT reports are applicable for MK 75.
Q8: MK 140 First Article Testing. Can you confirm that the first article inspection and test requirements consists of 240 units (MK
140s) packaged IAW drawing 6545553, inspect the package (ammunition can) for notes 1 - 4 of drawing 6545553, and randomly select 60 units for function testing IAW note 7 of drawing 6545554? Are there any other first article inspections or tests required?
A8: Documentation of conformance to requirements of Notes 1 and 3 of drawing 6545554 is required. Inspection is also required for Notes
2 and 4 of drawing 6545554 and measurement of length, inner diameter and outer diameter.
Q9: Nitrocellulose source Can the restriction that the nitrocellulose must be manufactured in the US or Canada be removed?
Historically, nitrocellulose purchased from the current North American sources has not produced flexible explosive that meets the requirements of MIL-PRF-46676.
A9: If there is sufficient evidence that the nitrocellulose from the US or Canada cannot meet the performance requirements, then this requirement could be requested to be waived. However, the industrial base in the US and Canada has capabilities to make many different grades, types and classes of nitrocellulose. The drawing does not specify the grade, type, or class; only that it has to conform the
MIL-DTL-244.
Q10: The technical volume 60 page limit seems small for the amount of data requested on 5 different items, especially when prior solicitations had a 60 page limit for 3 of the items or 40 pages for only one of the items. Can the page limit for the technical volume be increased to 90 pages?
A10: Yes, the technical volume has been increased and is now limited to 90 pages.
Q11: The page limitation specifically excludes the offerors General Quality Manual but we did not see a requirement under the quality program plan subfactor for a General Quality Manual to be provided as part of the proposal submittal. Is a General Quality Manual required to be submitted as part of the proposal submission?
A11: The Quality Manual is not required to be submitted.
Q12: Proposal instructions Proposal format requires narrative font to be Arial 12 point. Is Arial Narrow font also acceptable for narrative text? Is the smaller 8 point font size acceptable for tables as long as the tables are legible?
A12: Proposal font should be Arial 12 point, not Arial narrow. Yes, 8 point font size is acceptable for tables as long as they are legible.
Q13: With the relatively small quantities in the lowest quantity ranges and the unknown ordering period that some of the items will be ordered in, the unit prices for these items may be very high due to the costs of CDRL items, tooling and setup charges that may be amortized into the unit prices in each of the ordering periods. As a way of avoiding this, would the Government considering adding a non-recurring engineering CLIN, similar to the FAT CLINs, for each of the items?
A13: No, Offerors shall propose prices in accordance with the specifications of the RFP.
3. A forthcoming amendment will provide answers to the remaining questions received in response to this solicitation.
4. Section L, PROPOSAL FILES, paragraph 2.b., Volume I, is amended to increase the page limit for the technical volume. The page limit for the technical volume is hereby increased to a limit of 90 pages.
