About this file

This file is a Virtual Industry Day Questions and Answers (Q&A) document for the U.S. Army Operational Test Command's (OTC) Base Test Support Services (BTSS) Follow-On contract. The document contains five industry questions and corresponding government responses covering topics such as data collection systems, historical labor data, vehicle support, IT support, and security clearance requirements. Key details include a planned virtual industry day on 17 December 2025 from 10:00-12:00 AM EST, with MS Teams meeting details provided (Meeting ID: 993 629 132 361, Passcode: cC9J4A7U).

The government responses indicate that the contract will involve supporting OTC's test operations, with an equipment inventory of 1,854 pieces including tactical and non-tactical vehicles. Data collection will utilize tools like Microsoft Office, cloud storage, and approved AI tools, with data collected via tablets, hard copies, or Excel. The final RFP will include historical labor data for FY23-25, and OTC will sponsor a facility clearance (FCL) package if required. The contract appears to focus on providing comprehensive test support services, with IT support specifically limited to test instrumentation and equipment identified in the Government Furnished Property (GFP) listing.

1N/AData CollectionWhat data collection systems are prevalent in the BTSS contract? The current DRAFT PWS 5.2.2(d) states, "Data collection tools may include but are not limited to Microsoft Office, cloud based data storage, Open Artificial Intelligence tools approved for DoD use, e.g. Azure, and Advancing Operational Testing Infrastructure (AOTI) tools." Data Collection tools are designated according the specific test requirement. Data will be collected on hand held tablets and/or manual hard copy or through use of MS Office tool (e.g., Excel).
2N/AHistorical DataIn order to understand the test surge and support requirements, will the government be providing historical labor categories and man hours for each? The Final RFP will include historical data for FY23-25. Potential Offerors shall note historical data provided is for informational purposes only as it may not be representative of future demands / labor mix.
3N/AHistorical DataHow many vehicles and what models are supported by motorpool?OTC has both tactical and non-tactical equipment. Accordingly to confirm, IT support is solely for tests and the contractors own support.
