The procurement is for logistics support services across multiple test locations, including Fort Hood, Fort Bliss, and Fort Bragg, with a focus on data management, equipment maintenance, and test event support.
Key acquisition details include a single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a 5-year period of performance from October 2026 to August 2031. The contract will be a Cost-Plus-Fixed-Fee type, with a Small Business Set-Aside (SBSA) procurement method. The solicitation is scheduled to be issued on 13 February 2026, with proposals due by 20 March 2026, and contract award anticipated on 28 August 2026. The contract will support operational testing across various Army test directorates, involving data collection, instrumentation services, surveying, photography, and logistical support for test events. The Mission and Installation Contracting Command (MICC) Theater Support Center will lead the acquisition, with contract administration returning to MICC Fort Hood after award.

OTC OGANIZATION/BACKGROUND
BTSS – INDUSTRY DAY
OTC requires a Base Test Support Services (BTSS) Contract that supports data management/collection of data to support evaluation of a multitude of emerging systems and upgrades to existing equipment.
In addition to Data Management and Data Collection, support requirements to complete that task successfully may include test site operations, logistics, and off the shelf instrumentation elements
OTC captures data on systems and equipment utilizing typical soldiers in a standard mission environment to provide “Honest Broker” support to evaluations used by decision makers to ensure our nations continued battlefield advantage

Primary Types of Operational Tests o Limited User Test (LUT) – Any type of user test conducted that does not address all the effectiveness, suitability, and survivability issues and is therefore limited in comparison to an IOT that must address all effectiveness, suitability, and survivability issues. The Limited User Test (LUT) addresses a limited number of operational issues o Operational Assessment (OA) – A test event conducted with pre-production or pre-fielding systems in operationally representative conditions with representative missions and trained units. OAs support preliminary evaluation of operational effectiveness and suitability, while taking into consideration survivability and lethality effects (as applicable) to inform key performance shortfalls, risk reduction, minimal capability fielding, or early fielding capability o Initial Operational Test (IOT) – The dedicated field test, under realistic combat conditions, of production or production-representative items of weapons, equipment, or munitions to determine operational effectiveness, suitability, and survivability for use by representative military or civilian users o Follow-On Operational Test (FOT) – A test conducted post-production to verify correction of deficiencies observed in earlier tests to provide data to evaluate changes or to provide data to reevaluate the system to ensure that it continues to meet operational needs.
o Expeditionary Operational Assessment (EOA) - An ATEC-initiated event that allows ATEC to provide timely and responsive test and evaluation services that meet critical Soldier and unit needs o Transformation in Contact (TiC)- This concept is an innovative, exploratory, and iterative approach for integrating new capabilities into operational units. TiC occurs within a unit’s regular training cycle and operational environment, unlike traditional operational testing (OT). This approach fosters agile integration, meeting the fast-paced demands of modern warfare; where technology evolves rapidly, and operational requirements are dynamic o Soldier Touch Point (STP) - is a Soldier-involved learning event. Reference 1b defines STPs as “Materiel Developer events concentrating on relevant Soldier-Machine Interfaces (SMI), treating the user as part of the system design o Operational Demonstration (OD) - assess the technical maturity and interoperability of the system, as well as characterize the system’s risk and progress toward operational effectiveness, suitability, and survivability in a threat-realistic operational environment. ODs also help to identify the system’s capabilities and limitations
