About this file
This is a Questions and Answers document for solicitation W51AA126QA088 addressing contractor inquiries regarding rental equipment services for the Department of the Army at NAVSATCOMFAC in Chesapeake, Virginia. The document clarifies key requirements and expectations for the rental of two 60-foot articulating boom lifts and one telehandler forklift scheduled for performance from September 21, 2026 through November 2, 2026.
The government confirmed that standard commercial rental support—including field service, repairs, and equipment replacement—satisfies contractual logistical support requirements, and new equipment is not mandated provided all equipment remains in working order and is fully inspected, serviced, and certified to OSHA and manufacturer standards. Operations are anticipated at no more than 10 hours per day during the rental period. In the event of equipment failure, the government requires repair or substitute equipment to be provided within 24 hours. These clarifications establish baseline performance expectations for potential contractors submitting offers on this rental equipment solicitation.
