About this file

This is a Questions and Answers document addressing clarifications for a Vertical Lift Module (VLM) procurement solicitation (W51AA1-26-Q-A063) issued by the Department of the Army.

The Government seeks to procure a VLM system with a minimum net unit capacity of 140,000 lbs to accommodate future growth, though no specific tray size or unit height restrictions apply. The system must include storage totes sized to accommodate small objects measuring 1.25" length by 0.64" height by 0.25" wide weighing 0.1 oz each, with both internal compartment dividers and removable storage bins included in the proposal. The VLM must be powered by 208V 3-Phase electrical service and include mandatory safety features: automatic shutter doors at the rear access opening, full light curtain at the front access opening, shaft monitoring vertical photo eyes, and LED lighting in the access opening. A wide-span display providing countdown timers, operator warnings, and operational status notifications is available as a priced option. The keypad may be positioned on either the right or left side at ergonomic height. Award will be based on best value to the Government considering price, delivery, and past performance, with the Government reserving the right to award other than the lowest price or earliest delivery. Vendors are not required to provide past performance documentation but must have CMMC Level 2 (Self) IT Security Certification. The procurement includes furnishing, delivery, installation, and operator training of the complete VLM system.

1. The specification requires a minimum net unit capacity of 140,000 lbs. However, based on the provided inventory data, the required storage volume and weight appear to be substantially lower. Is the minimum capacity requirement intended to accommodate future growth, or should offerors size the VLM system based on the inventory quantities identified in this solicitation?Accommodate future growth
2. What is the basis of awardThe award will be based on the best value to the Government, considering price, delivery, and past performance, to the responsible offeror otherwise conforming to all solicitation requirements. The Government reserves the right to award to other than the lowest price or earliest delivery.

4. Is there a specific tray size required OR a +/- range? For example, 120” W x 32” D. To allow for space beside the unit for maintenance? No. Small objects will be batched on large key size rings and placed into storage totes. The storage totes are stored on the trays. We ask that storage totes be part of the VLM proposel. The small objects have physical characteristics in inches ‘1.25’ length by ‘0.64’ height by ‘0.25’ wide and a weight 0.1 oz.

8. Should the equipment include product safety features such as:?
§ automatic shutter doors at the rear of the access opening for maximum operator safety, unit protection from dirt/debris, and limiting unauthorized access to stored goodsYes
