About this file

This is a Questions and Answers document for federal solicitation W51AA1-26-Q-A076, addressing contractor clarifications regarding an on-call equipment assessment and repair contract.

The document clarifies two key contract provisions. First, regarding on-call hours and response requirements, the contractor must respond on site in person within five (5) business days during standard support hours of 0700–1530, Monday through Friday. There is no after-hours or emergency response requirement, despite the depot's 24/7 operation. Second, concerning material costs and reimbursement, both repair parts and full replacement materials are reimbursed at cost under Attachment II and follow the same approval process outlined in PWS Section 5.2.1. Contractors must submit detailed proposals for any repair work that break down all associated costs, including travel, labor, parts, and other necessary expenses, for government review and approval. The PWS makes no distinction in the costing method between repair parts and full replacement materials.

Solicitation W51AA1-26-Q-A076 Questions and Answers

1. On-call hours: The PWS lists contractor support hours as 0700–1530, M–F, but the contract is structured as on-call. Is all response expected within that window, or is after-hours/emergency response anticipated given the depot's 24/7 operation?

There is no after-hours/emergency response. After receiving a request from the Contracting Officer's Representative (COR) for an assessment of inoperable equipment, the contractor shall respond on site in person within five (5) business days during the contractor support hours.

2. Materials: Attachment II reimburses materials at cost. Does this apply the same way to repair materials as to full replacement materials, and does replacement follow the same PWS 5.2 approval process?

Section 5.2.1, "Assessments with Proposals," states that the contractor must submit a detailed proposal for any repair work. This proposal must break down all associated costs, including "travel, labor, parts and anything else necessary to complete the task(s)." The cost for materials, whether for a minor repair or a full replacement, would be included in this proposal for the government's review and approval. PWS does not make a distinction in the costing method between repair parts and full replacement materials.
