QUESTIONS AND ANSWERS 1
Question 1: We are requesting a copy of the TM 43-0139 Painting Instructions for Army Materials.
Answer 1: We are not permitted to send out copies of specifications.
Here is a link to Accuris, where a copy could be purchased: https://store.accuristech.com/standards/army-tm-43-0139?product_id=2755843&srsltid=AfmBOopM6D0ZkG0bExgP4s9SwmPmm_KBVpjoYbNeq4Y3VJpgSAhcu9_l#document Question 2: For any assets that need stenciling, will the stencil be painted on or etched into the asset?
Answer 2: Majority of the items are paint on stencil. However, with so many assets going out we cannot rule out etching as a marking method.
Question 3: With this contract being on-call service, what is TYADs turnaround expectations for refinishing services?
Answer 3: For turnaround I would say anything inside of two weeks sounds reasonable with one week being ideal, all depending on asset size and lot quantities, IE large quantities or large assets 2 weeks.
Question 4: Are you able to clarify the expected average volume and size range of assets per pickup, based on historical work data?
Answer 4: In the past, pallets were transported via box truck or tractor-trailers. The volume of the material determined the approximate number of pallets, which ranged from ten to twenty-five. For larger assets, such as Humvees, the number of trucks could range from one to four.
Question 5: What constitutes “failure” under the warranty clause—cosmetic defects, functional issues, or both?
Answer 5: Both, outsourced items will be inspected to the same criteria as internally produced items. Internal rejects are written for both.
