About this file

This document is an Amendment (Amendment 0005) to a federal solicitation for Wastewater Sampling Analysis at Tobyhanna Army Depot. The amendment provides clarifications to the original solicitation, with key details including the contract's base period plus four one-year options, starting immediately after the current contract expires on 4 December 2025. TYAD (Tobyhanna Army Depot) will set up auto samplers, and the laboratory will be responsible for pouring composite samples into bottles and taking grab samples. The amendment addresses specific questions about sample collection, testing timelines, and reporting requirements, notably that weekly influent/effluent and reclaimed sample results must be returned within 15 calendar days, with specific parameters to be reported including pH, conductance, BOD, TSS, and various nitrogen measurements. A permit with specific detection limits will be provided upon contract award.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

SUMMARY OF CHANGES

1) Is this project currently being done by another laboratory?

a. The project is currently being done by another laboratory.

2) What is the expected start date of the project?

a. The current contract expires 4 Dec 25 so the new one will start immediately after that.

3) It appears that TYAD has the means to set up the compositors and the lab is just pouring off samples from them.

Can this be confirmed?

TYAD will setup all auto samplers, the lab will just need to pour the composite samples into the sample bottles and take the grab samples.

3) What is the length of this project (12 months, 6 months, etc)?

a. This is base plus 4 one year options.

5) Since it is already midyear, has the Annual TTO analysis already been completed for this year (typically May/June)?

This contract will not start until Dec 25, the annual TTO analysis has already been completed for this year.

6) Since it is already midyear, had the 1st half of the year Stormwater already been completed (January to June)?

The 1st half stormwater sampling is completed, pending weather the 2nd half should be completed by October/November.

7) There is a Note that sample results must be received 15 days after they are collected. Is this 15 working days or calendar days?

15 Calendar days

8) Some of the tests take more than 3-4 weeks to process, what are the expectations regarding this? 15 days is not sufficient and will not be able to provide results for future use.

We will just need the weekly influent/effluent and reclaimed samples back within 15 calendar days due to reporting purposes.

9) Organic material testing will take longer than the prescribed 15-day delivery period, what are the depots expectations? Will an extended timeframe be allowed by the depot? If extended timeframe is not allowed, the tests will not be completed and results cannot be provided.

We will just need the weekly influent/effluent and reclaimed sample results back within 15 days (pH, Specific Conductance, BOD, TSS, TDS, Alkalinity, Ammonia-Nitrogen, Total Phosphorus, TKN, Nitrate as N, Nitrite as N, Total Nitrogen, and Fecal Coliform)

10) 1) Are there any specific detection limits needed for any of the tests?

A copy of the permit will be provided to the laboratory when the contract is awarded, that will include all detection limits.
