Responses to Contractor Questions Wastewater Analytical Services

Question 1: How should vendors handle pricing and scope around emergency or rush sample requests that may occur outside the defined sampling frequencies included in the solicitation? We understand this is a firm-fixed-price contract and are not seeking to alter the base pricing structure but would appreciate guidance on whether contingency pricing language may be acknowledged outside the core pricing chart, or if such events should be addressed solely through potential contract modifications post-award.

RESPONSE: All emergency and rush sampling will be handled separately, outside this contract.

Question 2: Regarding Courier/Field Staff Costs, would you like to see our associated cost with courier/field staff listed under the monthly cost or annual cost? We have it broken down per sampling event, so we want to make sure that we list it properly within your format since there is not a separate line item associated with this cost.

RESPONSE: Monthly cost Question 3: Regarding PaDEP Environmental Laboratory Accreditation, we have not yet submitted our Chapter 252 application because we first wish to confirm the acceptable timing. And, will Tobyhanna Army Depot accept (a) proof that our application has been submitted, (b) a receipt for the initial fee, and (c) a letter from PaDEP indicating that the certificate will be issued before 5 December 2025 in lieu of the final certificate at proposal time?

RESPONSE: The lab must be PaDEP approved before sampling begins, if they are not that would be a permit violation for Tobyhanna Army Depot, and the DEP can terminate Tobyhanna Army Depot’s permit.

Question 4: Sample-Collection Method, the draft PWS describes the contractor arriving each Tuesday to collect composite and grab samples, and retrieving storm-event samples collected by Tobyhanna Army Depot personnel.

Please confirm whether the Tobyhanna Army Depot will allow Tobyhanna Army Depot personnel to package and ship the preserved samples to outside laboratory by overnight courier, or if the intent is that the contractor (or its subcontractor) must be physically on site to collect and transport every sample under chain of custody.

RESPONSE: All samples are to be collected in person due to short hold time and the possibility of resamples. No sample is to be shipped from TYAD because of this.

Question 5: Analytical Scope, it is understood by some offerors that the required analyte list to be:

Weekly: ammonia-N, TKN, nitrate + nitrite-N, total phosphorus, total nitrogen (calculated), CBOD₅, TSS, TDS, fecal coliform, pH, conductivity, turbidity (as applicable).

Quarterly: Cd, Cr, Cu, Ni, Ag (influent); Cu, Zn (effluent).

Annual TTO (effluent): cyanide, priority-pollutant VOCs/SVOCs, pesticides, PCBs, plus the metals above.

Semi-annual stormwater: Fe, As, Cd, Cr, Cu, Pb, TSS, total N, total P.

Kindly let us know if any additional parameters or alternate test methods (e.g., approved ATPs) are required.

RESPONSE: All sampling listed is correct, but the PaDEP can change our permit at any given time. For example, PaDEP is beginning to add PFAS sampling in wastewater for some treatment plants.

Question 6: Reporting Format & Timeline. Reports are due within 15 days after sampling. Are electronic data deliverables in Excel or .csv acceptable, or is a specific LIMS-to-LIMS format preferred?

RESPONSE: Electronic copies showing all lab results, lab tech initials, dates/times, sample locations and PaDEP lab ID will be accepted.

Question 7: In Tobyhanna, PA, the Tobyhanna Army Depot has NPDES Permit No.: PAI024511016) and the Tobyhanna Army Depot Sewage Treatment Plant has NPDES Permit No.: PA0010987). Which permit is being used for this project? Does Tobyhanna have an onsite operator who would be collecting the "Grabs" such as Fecal and TDS? Would the onsite operator collect the bi-yearly metals samples? Also, does the operator set the Composite Sampler? Does Tobyhanna have a Composite Sampler on site or would they rent one from us?

RESPONSE: The permit ID will be PA0010987 – a copy will be provided to the lab. All samples are to be collected by the lab (except for the semi-annual stormwater samples). Tobyhanna Army Depot does have an effluent and influent composite sampler which will be setup by Tobyhanna Army Depot staff every Monday.
