About this file

This is a Question & Answers document dated November 2, 2026, addressing clarifications to a federal lumber Basic Ordering Agreement (BOA) solicitation W519TC-27-Q-LUMB.

The document clarifies seven key points regarding solicitation requirements: Anniston Army Depot is an eligible installation under this BOA, though Pine Bluff Arsenal has its own separate lumber BOA; vendors must propose the ability to supply all material categories listed for their selected installation rather than individual categories; delivery timelines of 14 business days for standard orders and 7 business days for emergency orders apply universally across all material types, including custom-cut lumber, specialty-treated products, and utility poles; BOA holders may elect not to submit quotations for individual Delivery Order RFQs without affecting their BOA status or future eligibility; additional contractors may qualify during subsequent annual solicitation periods, though BOA RFQs will be released at the Government's discretion; Attachment 0002 – Provisions and Clauses is the correct governing document for solicitation W519TC-27-Q-LUMB; and electronic file submissions shall be made via email to the corresponding Contract Specialists and Contracting Officer. The document indicates this is the primary qualification opportunity for the five-year BOA period, with annual RFQ releases possible for individual delivery orders.

1. Installation Coverage – Section A / Attachment 0001

Section A identifies Anniston Army Depot as one of the seven installations, while Attachment 0001 includes requirements for Pine Bluff Arsenal but does not identify specific requirements for Anniston. Is Pine Bluff also an eligible installation under this BOA, and may an offeror demonstrate its technical capability based on supplying Pine Bluff?

Pine Bluff Arsenal (PBA) has their own lumber Basic Ordering Agreement (BOA). Attachment 0001 has been updated to remove the Scope of Work (SOW) for PBA. It Is now dated 02 November 2026.

No specific requirements are provided in the SOW for Anniston Army Depot, but Anniston Army Depot is considered under this BOA.

2. Product Coverage – Section L, Paragraph 8

The solicitation requires demonstrated capability to serve at least one installation. Must an offeror demonstrate the ability to supply every material category listed for its proposed installation, or may it qualify based on specific categories of lumber and wood products?

At this time, everything on the list for any one installation must be proposed by any interested vendor.

3. Delivery Requirements – Section A / Section C

Section A specifies delivery within 14 business days for standard orders and seven business days for emergency orders. Do these timelines apply universally to all material categories, including custom-cut lumber, specialty-treated products, and utility poles, or may individual Delivery Orders establish different delivery schedules based on material availability and manufacturing requirements?

Yes, this 14-day delivery for standard orders and 7 business days for emergency orders are universal. Any additional time will be considered at each Delivery Order if it comes to it.

4. Future Delivery Order Participation – Section C

May an established BOA holder elect not to submit a quotation for an individual Delivery Order RFQ without negatively affecting its BOA status or eligibility to compete for subsequent orders?
