Technical Ratings Evaluation Criteria for W519TC-27-Q-LUMB
This document establishes the technical evaluation criteria for quotations submitted under solicitation W519TC-27-Q-LUMB, a bulk lumber supply and distribution contract. The evaluation uses a five-tier rating system—Outstanding, Good, Acceptable, Marginal, and Unacceptable—to assess quoter capabilities and approach to contract performance. Key evaluation factors include demonstrated experience in bulk lumber supply and distribution, mill sourcing networks, automated lumber sorting and grading capabilities, precision cutting operations, knowledge of industry grading standards (ALSC, SPIB, WCLIB, APA), moisture control, AWPA preservative-treatment compliance, and the quality of the proposed technical approach for each project phase. An Outstanding rating requires exceptional understanding with multiple strengths and extensive relevant project experience. A Good rating indicates thorough expertise with demonstrated capabilities and solid technical approach where strengths outweigh weaknesses. An Acceptable rating shows adequate expertise in general building material supply with little specialized capability in automated operations or treatments, with offsetting strengths and weaknesses presenting moderate performance risk.
A Marginal rating reflects inadequate approach or understanding with very limited background in bulk lumber supply and flawed or vague technical proposals presenting high performance risk. An Unacceptable rating indicates failure to meet requirements, insufficient team establishment or experience, and high unsuccessful performance risk; quotations receiving an Unacceptable rating are disqualified from further evaluation and ineligible for award. The document also defines evaluation terminology: strengths exceed specified requirements and benefit Government performance; weaknesses are quotation flaws increasing unsuccessful performance risk; and deficiencies represent material requirement failures or weakness combinations creating unacceptable performance risk.

Technical Rating Evaluation Criteria
Outstanding Quotation indicates an exceptional approach and understanding of the requirements and contains multiple strengths. The established team has an extensive background in bulk lumber supply and distribution, including comprehensive mill sourcing networks, advanced operational capabilities in automated lumber sorting, grading, and precision cutting, industry grading standards (e.g., ALSC, SPIB, WCLIB, APA), moisture control, and AWPA preservative-treatment compliance. The quotation includes detailed previous project experience relevant to the major contract requirements and a well-thought-out technical approach for each project phase.
Good Quotation meets requirements and indicates a thorough level of expertise and understanding. The established team has a background in bulk lumber supply and distribution and previous experience in the major contract requirements, including demonstrated capabilities in automated lumber sorting, grading, and cutting, industry grading standards, and AWPA treatment compliance. The quotation includes a solid technical approach.
Strengths outweigh any weaknesses, and the risk of unsuccessful performance is low.
Acceptable Quotation meets requirements and indicates an adequate level of expertise and understanding. The established team has an extensive background in general building material supply and the major contract requirements, including safety compliance, although with little to no specific capabilities in automated lumber sorting, grading, and cutting, advanced sourcing, or specialized treatments. The proposed technical approach is adequately addressed but not specific. Strengths and weaknesses are offsetting, and the risk of unsuccessful performance is moderate.
Marginal Quotation does not demonstrate an adequate approach or understanding of the requirements. The established team has a very limited background in bulk lumber supply, minimal capabilities in automated lumber sorting, grading, and cutting, and the major contract requirements. The proposed technical approach is flawed or too vague for the Government to determine acceptability. The risk of unsuccessful performance is high.
Unacceptable Quotation does not meet requirements and contains one or more deficiencies. An appropriate team has not been established, or the established team does not have sufficient experience to complete project tasks without significant government oversight. The risk of unsuccessful performance is high. If this criterion is rated as Unacceptable, additional factors will not be evaluated, and the Quotation is not eligible for award.

Evaluation Term Standard Definition
Strength Strength is defined as a particular aspect of the Quoter’s submission that has merit or exceeds specified performance capability requirements in a way that will be advantageous to the Government during task order performance.
Weakness Weaknesses are defined as any flaw in the Quotation that increases the risk of unsuccessful task order performance.
Deficiency Deficiency is defined as any material failure of a Quotation to meet a
Government requirement or a combination of weaknesses in a Quotation that increases the risk of unsuccessful task order performance to an unacceptable level.
