About this file

This is a Questions and Answers document for a Request for Solutions (RFS) for the Modernized Bioplant Facility at Radford Army Ammunition Plant (RFAAP), issued July 31, 2026, with proposals due August 20, 2026. The solicitation is identified as W519TC-26-R-BIOR and uses Other Transaction Authority (OTA) under 10 U.S.C. § 2808a for a progressive design-build procurement. The project is being procured as a standalone OTA, not under a MATOC.

The work involves two phases: Phase 1 (design) and Phase 2 (construction services). Phase 1 will be fully funded and awarded at the initial evaluation; Phase 2 will be proposed as a Rough Order of Magnitude (ROM) estimate and definitized later following completion of design packages. The Government will work with the selected contractor to obtain required documentation and final agreements with modification of mutual agreement. Phase 1 is scheduled for completion within 24 months, followed by Phase 2 completion 26 months thereafter. Pricing for Phase 1 only is required in initial proposals, with detailed utility information, wastewater characterization data, historical assessments, discharge permits, and site studies to be provided via DoD Safe Drop. The pilot study is recommended for 12 months to capture seasonal variations. The contractor is responsible for influent characterization, technology evaluation via Charrette and Analysis of Alternatives, pilot testing (either on-site or off-site), commissioning including start-up and biomass development, and operating the pilot plant. The contractor may propose either entirely independent pilot treatment trains or up to two treatment technologies sharing common components, with final configuration confirmed after influent characterization and milestone completion. No preferred technology has been specified; the solution is performance-based with Government indication of potential SBR or granule treatment options. Standard Project Labor Agreements, socioeconomic utilization goals, and progressive sourcing-based set-asides do not apply to OTAs. Site access requires U.S. citizenship with valid Real ID and background check preferred.

W519TC-26-R-BIOR QUESTIONS & RESPONSES

4 Draft RFS - Item 2.3 - page 9 (and pg. 15, 16), Table 2, Volume III, Price (Evaluation Factor 3), Table 3 (Contract Line Item Numbers (CLINS))

Requesting clarification on the requirement for an initial Price Proposal. Our understanding of the OT Authority granted by 10U.S.C. Sn2808a is that initial selections are via Request for Qualifications only with a later Negotiation between the Government and the Best Qualified Firm (see attached graphic). Is the Government including Price as a Step 1 selection criteria?

The formal RFS was posted shortly after this draft for which to repsond. Yes, price will be evaluated for the Phase I activites at this time, with a ROM estimate to be provided for Phase II work to be definitized at a later date. Official RFS has been posted to SAM.gov under W519TC-26-R-BIOR (linked to the SSN W519TC- 26-R-BIO6). The window for comment, questions, and notice of interest closes 07 AUG 2026 at 1500 CDT with proposals due 20 AUG 2026 1600 CD

26 RFS - RFAAP Modernized Bioplant Final - Page 11

- Section titled "Bioplant Specialized Experience"

This section implies that the Offerer should already know the solution for the Modernized Bioplant Facility; however, Attachment 0001 (sections 1.1.1, 3.6.1, and other sections) requires the Offerer to identify the basis of design and treatment alternatives, followed by an evaluation and recommendation of the best alternative. It is difficult to identify a solution at this early stage without first understanding complete wastewater characteristics and effluent discharge requirements. The government may consider a progressive design build to address moving forward. Please clarify.

Proposal should include assumed technology approach using provided wastewater characterization, historical assessments, and permitting documentation; can be revised via SRD development, Charrette, and Pilot study.

27 RFS - RFAAP Modernized Bioplant Final - Page 11

- Section titled "Bioplant Specialized Experience"

Will the Government provide historical influent characterization data and wastewater sampling results to support technology selection and sizing?

Documents will be provided via DoD Safe Drop if requested.

28 RFS - RFAAP Modernized Bioplant Final - Page 11

- Section titled "Bioplant Specialized Experience"

What specific projected future waste streams should offerors assume when developing treatment technologies and sizing facilities?

NG3 design is currently at 30% milestone but potentially includes DEGN, TEGN, BTTN, and other Nitrate Esters. Once contract is awarded, Offeror should engage with modernization project teams as well as ARMS to determine potential additional influent streams.

29 RFS - RFAAP Modernized Bioplant Final - Page 11

- Section titled "Bioplant Specialized Experience"

Does the Government have a preferred treatment technology or is the solution intended to be completely performance-based?

The Government has indicated a potential technology to be utilized (SBRs w/ either Sludge or Granule treatment), but has left the design open for firms to propose the best technolgoy to suit the waste stream.

30 RFS - RFAAP Modernized Bioplant Final - Page 12

- Section titled "Volume III, Price (Evaluation Factor 3)"

It is not possible to determine the Phase II price prior to completion of Phase I without making many assumptions, and the resulting information will be impossible to compare among offerers. A significant level of design must be completed prior to determining the Phase II price and there is insufficient time allowed prior to the submission date to complete the design. In addition, this effort may be wasted if the outcome of Phase I indicates that a different treatment approach is preferred.

Please consider asking for a Phase I price only at this stage, with a Phase II price to be developed after completion of the 60% design package, consistent with a progressive design-build approach.

Per available USG funding, the plan is to fully fund phase 1; phase 2 will be proposed as a ROM, definitized at a later date. The USG will work with the contractor to obtain all required documentation and final agreements with a modification of mutual agreement. Please provide a proposal for Phase I, and a ROM estimate for Phase II.

31 RFS - RFAAP Modernized Bioplant Final - Page 16

It is difficult to determine the scope and price of the pilot study without making significant assumptions.

The pilot study is recommended for a 12 month period to capture all seasons and variantions of effluent. Contractor's experience with other pilot studies and their requirements in terms of volumes, sampling required, tests, etc. should be considered and any unknowns priced in as risk.

49 Attachment 0001 Modernized Bioplant Facility at RFAAP SOW - Page 14-15 - 3.8.2

Will pilot testing be conducted on-site at RFAAP or may it be conducted at an off-site laboratory/facility?

Either option would be acceptable, but on-site is preference to avoid logistical delays, provide continuous access to influent, and allow for communication with plant operators.

50 Attachment 0001 Modernized Bioplant Facility at RFAAP SOW - Page 14-15 - 3.8.2

Will the Government provide influent samples, laboratory support, and access to process data for the pilot program?

RFAAP will provide influent and access to process data. On-site lab is not VELAP certified for wastewater sampling, and would only be available for potential bench space or working space outside of Operating Contractor permit and process obligation. Laboratory support should not be assumed.

51 Attachment 0001 Modernized Bioplant Facility at RFAAP SOW - Page 16 - 3.11

How will the government coordinate with the DDESB for wastewater treatment plant siting and deconflicting blast arcs?
