About this file

This is a Solicitation Questions and Responses document for PR 2026-0215, Repair Quarters 1 Driveways and Sidewalks, issued on 14 September 2026. The document addresses 11 technical clarifications regarding the project scope and design specifications.

Key clarifications include: the yard sprinkler system is not active; events scheduled throughout the year will require contractor coordination with advance notice; work sequencing and weather-related deferrals will be determined by the awarded contractor while maintaining facility access for events. For the refurbished pole (item 62), no fixture head is included; contractors must select either F3 or F4 fixtures per the Light Fixture Schedule on Drawings E2.1 and E2.2. Electrical specifications have been revised to require a 100-amp, 18-space panelboard replacing the original 30-amp breaker design, with four separate breakers serving the photocell/time clock, Zone 1 lighting, Zone 2 lighting, and Zone 3 lighting respectively. The time clock must provide minimum three independent contact sets and the photocell must include a twist lock base. The electric meter and base shall be reinstalled on the exterior side of the new ground-mounted junction box. The electrical cabinet foundation requires footings on two opposite sides of the concrete pad, minimum 4 feet deep by 8 inches wide, with the concrete pad top 2 feet above adjacent grade. All construction debris must be removed and disposed of off-base per State, Local, and Federal guidelines. Arsenal brown paint is specified as Bronzetone by Sherwin Williams. For flag post pipe specifications, 1.66" O.D./1.38" I.D. schedule 40 pipe is acceptable as an alternative to the original 1.5" O.D./1.25" I.D. specification.

Repair Quarters 1 Driveways and Sidewalks (PR 2026-0215)

Solicitation Questions and Responses (1-11) 14 September 2026

Question 1: Is the sprinkler system active?

Response - Yard Sprinkler system is not active

Question 2: Are there events happening that will affect work taking place?

Response - Events are scheduled throughout the year, and the contractor will be given ample notice to adjust as with previous projects to the facility

Question 3: What work will need to be done this year and what will get pushed to next year due to weather?

Response - This will be determined by the awarded contractor. Access to the facility will need to always be available for events

Question 4: For item 62 the refurbished pole in storage. Does this pole come with a fixture head. Or does it need it to be added. If it needs to be added what distribution type needs to be provided.

Response - The refurbished pole in storage does not come with a fixture head.

The distribution type for the refurbished pole in storage is dependent upon where the contractor installs the pole. The pole may either have an F3 or an F4 fixture. Refer to the Light Fixture Schedule on Drawings E2.1 and E2.2.

Question 5: On sheet E.1.2 There is a detail showing a 30-amp breaker feeding all three lighting circuits. This is not a code violation, but it is a concern. Normally each circuit would be protected with its own overcurrent breaker. The reason for that is if one of the drivers were to fault in the fixture it will take out all the exterior lighting causing difficulty to locate as well as a completely dark site. If each circuit was protected separately only the affected circuit would be de energized allowing the majority of the light on the property to still be available.

This could be accomplished by replacing the 30-amp breaker on the drawing with a 100-amp panelboard board and then installing branch circuit breakers for the photocell, the time clock, and the lighting zones. Again, this is only a design concern not a code violation.

Response - The contractor shall provide a 100 amp – 18 space panelboard in place of the single 30 amp breaker. Provide four breakers in the panelboard. Breaker number one shall serve the Photocell and Time clock. Breaker number two shall serve Zone 1 lighting. Breaker three shall serve Zone 2 lighting. Breaker four shall serve Zone 3 lighting.

The Time Clock shall have a minimum of three independent sets of contacts. The Photocell shall have a twist lock base.

Question 6: On sheet E.1.2 note 1 it calls for the meter face to extend through the wall of the enclosure. Unless the enclosure was cut out large enough to match the size of the door assembly on the meter socket this would be a code violation. The terminations are required to be accessible in the meter socket as well as the meter cannot be removed without disassembling the meter socket.

Response - Revise note 1 as follows: Reinstall the electric meter and base on the exterior side of the new ground mounted junction box.

Question 7: On Sheet E.1.3 the electrical cabinet base is shown as a floating foundation. Looking at Illinois DOT specifications as well as Iowa DOT SUDAS typically light controller foundations are 4 foot deep so they do not frost heave.

Also, this foundation is located very close to the roadway. Snow will be pushed onto this cabinet causing corrosion even ruining the stainless-steel cabinet as well as possibly damaging the meter socket and mowers could damage the meter socket. Perhaps if this were raised at least 2 foot above grade then it would be protected from the mowers and plowed snow. This is a design concern and not necessarily a code issue

Response - In Detail E3 on Drawing E1.3, the contractor shall provide footings on two (2) opposite sides of the concrete pad. The footings shall be a minimum of 4 feet deep by 8” wide by the dimension of the cabinet plus 6”. The top of the concrete pad shall be 2’0” above the adjacent grade level.

Question 8: On newer designs we are seeing service disconnect equipment being mounted outside of the structure for fire department emergency access. This allows them to shut off the power before going into a building. Is this a concern for this project?

Response - This may be a consideration during future remodeling projects for this structure.

Question 9: Is there an onsite dumpsite where we could get rid of millings, dirt, and broken concrete?

Response - No, all construction debris will need to be removed and properly disposed of off base per State, Local and Federal guidelines.

Question 10: Flag Posts: What is the powder/paint color code for “Arsenal brown”?

Response - Bronzetone_by Sherwin Williams

Question 11: Flag Posts: Pipe size – they can supply metal tube with the specified 1.5” O.D./1.25” I.D. However, the closest they can get with the specified schedule 40 pipe is 1.66” O.D./1.38” I.D. Which specification should we follow?

Response - 1.66” O.D./1.38” I.D is acceptable.
