About this file

This file is a Contractor Questions and Government Answers document for solicitation W519TC26RA025, addressing clarifications submitted by potential bidders on the Concrete Pads B220 contract opportunity.

The document addresses three key contractor inquiries: (1) pricing allocation for eight work areas across seven CLINs, with the government clarifying that Areas 2 and 3 are combined into one CLIN due to equivalent pad sizes within four inches; (2) responsibility for testing and inspection costs, which the government deferred to the Quality Assurance Surveillance Plan (QASP) for clarification rather than providing a direct answer; and (3) a request for photographs and damage estimates for Area 6, which the government declined to provide at that time. The solicitation is issued by the Department of the Army Materiel Command Contracting Command Rock Island Arsenal and includes a scheduled site visit on Thursday, April 16, 2026 at 10:00 CT, with advance notification required to Contract Specialist Brandy Huesmann. Amendment 0001 updates the Statement of Work, CLIN descriptions, and provides these contractor questions with government answers.

Contractor QuestionsGovernment Answer
1The solicitation provides for 7 different CLINS. There are 8 work areas called for thein the drawings. Where should the vendor include the price for work area #8?There is one CLIN that has a quantity of two because the pads are effectively the same size (within 4-in). see Areas 2 and 3
2In the specifications there are testing and inspection requirement. It does not specify whether these testing services or inspections are to be the financial responsibility of the contractror or the owner. Please advise. This question is not specific enough to answer. Please refer to the Quality Assurance Surveillance Plan (QASP)
3Can you provide pictures of quantities of area 6 and how much "damaged concrete" the Government is anticipating to be replaced in this area?Pictures will not be provided at this point.
