- Service-Disabled Veteran-Owned Small Business (SDVOSB): 3%
5.b. M.2.4.2.2 Evaluation: Proposed percentages in Attachment 0004 will be evaluated against the Government's goals. 5.c. M.2.4.3 Commitment Evaluation: The Government will evaluate written procedures for timely payments to small business subcontractors (FAR 52.219-8) on contracts awarded within the past three years. If no historical data exists, the proposal will be evaluated without regard to this paragraph.

6. CONTRACTOR QUESTIONS AND ANSWERS
Q1: With what sub-assembly is the Government-Furnished Material (GFM) item intended to be used? (Reference: Attachment 0002 - GFP Attachment)
A1: This is being used in the testing of the delay detonator per EA-G-1340 as displayed in Figure 1 (Delay detonator assembly test setup, page 13 of 16).
Q2: Please provide the applicable packaging drawings for the three assemblies.
A2: This is a commercial pack. The Contractor must supply packaging that conforms to DOT regulations for shipping the energetic components.
Q3: What are the Lot Acceptance Test Requirements and associated quantities for each of the three assemblies?
A3: To access the exact Lot Acceptance Test (LAT) requirements and associated quantities for each of the three (3) assemblies, refer to the corresponding Army Technical Data Package (TDP).
This package is located in the attachments section of the solicitation on SAM.gov, with the relevant compliance documents designated by a "MIL" prefix (e.g., MIL-DTL- or MIL-STD-).
Q4: Will each batch of blended powder (A1A, Delay Composition) require the assignment of a new lot number?
A4: The assignment of a new lot number is dependent on a multitude of requirements. If the lot numbers of the subcomponents do not change, then no new lot number for the delay detonator is necessary.
Q5: Please provide access to the specification EA-D-1340AM3 for Delay Assembly.
A5: This can be found in the attachment on SAM.gov ( Army Package - 13-19-219G_SJD-
17MAR2026-2 81361 A.1)
Q6: Please provide a copy of EA-G-1723, as referenced in the assembly drawings.
A6: EA-G-1723 has been incorporated as Attachment 0005. See Section J.
Q7: Is the FAT due date of 90 days after award a firm requirement?
A7: Yes, the 90-day First Article Test (FAT) due date remains a firm requirement.
Q8: Can you confirm whether the Government intends to furnish CH-6, and if so, whether the solicitation will be updated to reflect that? Additionally, if not intended to be supplied as GFM, does the Government have any insight into current material availability, or can you direct us to the appropriate resource?
A8: CH-6 is no longer in sufficient quantity in the US Army Stockpile. Due to the binder material no longer being in production, CH-6 cannot be manufactured. The Government has added PBXN-5 as an alternative to CH-6 in the booster lead for the Booster Burster Assembly. The M82 program has no plans to provide CH-6 or PBXN-5 as GFM. PBXN-5 is currently commercially available, eliminating the need to GFM any material.
