About this file
This is a Small Business Participation Plan template (Attachment 0004) required as part of a federal contract solicitation.
All offerors must complete this plan to document their proposed level of small business participation, both as a prime contractor and through subcontractors. Section (a) requires the prime offeror to self-identify their business size and applicable small business categories, including Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), HUBZone Small Business, Veteran-Owned Small Business (VOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB). Section (b) requires offerors to submit the total combined percentage of work to be performed by other than small businesses and small businesses based on total contract value, including all options, with both percentages totaling 100%. This section also requires a breakdown between prime and subcontracted work totaling 100%.
Section (c) requires offerors to indicate the percentage of participation for each small business subcategory, with the provision that businesses qualifying in multiple categories must be counted in each applicable category. Section (d) requires listing the principal supplies and services to be performed by small businesses, organized by business category, with company names and service/supply descriptions. The plan uses a detailed example demonstrating how to allocate contract value across overlapping small business certifications to ensure accurate representation of small business participation goals throughout contract performance.
