About this file
This is Amendment 0001 to RFQ W519TC26QA108, issued by the Department of Army on 13 May 2026, extending the solicitation closing date from 18 May 2026 to 22 May 2026 at 1200 CST.
The amendment addresses a custodial services requirement for Pine Bluff Arsenal and includes Department of Labor Wage Determination No. 2015-5121, Revision 28, dated 12-03-2025. The solicitation is for janitorial services under NAICS 561720 and will be evaluated on a Lowest Price Technically Acceptable basis. Key service specifications include enhanced, standard, and basic cleaning levels across multiple facilities, with enhanced services involving heavy cleaning of entire facilities, standard services covering offices, bathrooms, and breakrooms, and basic services limited to bathroom servicing only. The Government provides dumpsters and dumpster removal services. Tasks marked as "as required" will be performed only when specifically directed by the Contracting Officer's Representative or Contracting Officer. There is no emergency after-hours response requirement, pest control services, or grounds maintenance. The contractor must provide safety and warning signs and ensure all employees pass background checks. Travel between buildings is the contractor's responsibility. Quality Control Plans must be submitted within five days of award, with any changes within 30 calendar days of contract start. Special cleaning requests will be billed as a separate contract line item only when services are provided. Offerors must submit a capability statement and complete the provided Price Matrix, filling only yellow-highlighted fields without modifications. The amendment also provides government responses to 54 contractor questions submitted prior to the 6 May 2026 question deadline, with additional questions accepted until 1500 CST on 15 May 2026. A revised Performance Work Statement dated 13 May 2026 is provided as an attachment.

Since the solicitation was not issued or received by the vendor community until April 28, 2026 which left two days remaining in the last week of april, this made it impossible for vendors to coordinate a visit the coordinator, and travel to the site. Can the Government clarify how after-hours response should be accounted for in relation to the stated normal working hours?
38. In Attachment 1, Section 3.0 (pages 11-13), several tasks are identified as 'A/R' (As Required).
Will the Government clarify whether these tasks are to be performed based on contractor observation during routine services or only when specifically directed by the COR/ACOR?
