About this file

This is Amendment 0003 to Solicitation W519TC26QA062, issued by Army Contracting Command - Rock Island (ACC-RI) on 19 February 2026, extending the solicitation closing date for the procurement of 19 M119 Suspension Arm Forgings in support of the Rock Island Arsenal, Joint Manufacturing and Technology Center (RIA-JMTC). The solicitation is issued under FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). All quotes are due no later than 1000 CT 26 February 2026. This amendment supersedes two prior amendments: Amendment 0001 extended the closing date to 15 January 2026, and Amendment 0002 extended it to 22 January 2026 and provided new information. The Government intends to award one Firm Fixed Price (FFP) purchase order to the lowest price, responsive, and responsible contractor. Delivery shall be made to Rock Island Arsenal, IL 61299, with receiving hours of operation Monday through Friday, 6:30 a.m. to 2:00 p.m. CST (excluding federal holidays).

The solicitation requires submission of a Certificate of Conformance and Certified Test Report with all quotes. The procurement includes a base requirement (CLIN 0001) and an option (CLIN 0002) for additional quantities, with vendors permitted to offer discount pricing for options based on quantity volume. On-time delivery is critical, and contractors must comply with delivery schedules or risk termination; delay notifications must be provided to the Contract Specialist or Contracting Officer prior to late delivery. Payment will be made by the Defense Finance and Accounting Service (DFAS) via Wide Area Workflow (WAWF). The Contract Specialist is Brandy Huesmann (brandy.m.huesmann.civ@army.mil); the Procuring Contracting Officer is John Jacobsen (john.e.jacobsen16.civ@army.mil). All visitors to Rock Island Arsenal must pre-register at least three business days prior to arrival and process through the Moline Visitor Center Gate. The Government reserves the right to employ AI tools as a supporting analytical resource during proposal evaluation, but all final evaluation judgments and source selection decisions will be made exclusively by duly appointed Government personnel.

Attachment 0002 DRAWING 300242

A drawing is referenced for this solicitation. Please keep in mind that the Contract Specialist IS NOT the person who attaches drawings for availability OR provides access/approval to JCP or in the Contract Opportunities within SAM.gov system. Attachment of drawings AND access approval may take up to 48 hours to be reviewed and approved.

Drawings will be posted on SAM.gov, however, based on their Distribution status, explicit access may be required which means that contractor must request access in SAM.gov and will not be accepted unless they have an approved JCP account. Contractors must already have JCP approval to gain access to drawings. Next, Contractors should login to SAM.gov and access Contract Opportunities to request access to the drawings, please include your CAGE CODE in the "Reason for Request" block. It is required that the person requesting access is the person that submitted the DD2345 to JCP for approval initially as they are considered the Data Custodian. If this person is not the one requesting, your request will be denied.

**PLEASE NOTE: If you are requesting access to drawings and have not recently requested drawings for another ACC-RI opportunity, you may not be on the list for approval at ACC-RI and may be requested to submit your DD2345.

3. All offerors must complete the following provision contained within this solicitation if they have not completed it within the System for Award Management (SAM). Failure to comply may result in your firm being considered noncompliant.

FAR 52.204-24 - Representation Regarding certain Telecommunications and Video Surveillance Services or Equipment.

4. Quotes shall include delivery to Rock Island Arsenal, IL 61299.

5. This solicitation includes an OPTION (CLIN 0002). The Government reserves the right to issue a portion of the Option quantity. As a result, it is possible the Government could exercise an option up to a full option quantity under multiple modifications. Vendors can choose to provide discount pricing for the options based on quantity. The total evaluated price includes all CLINs, including the Option quantities.

6. On time delivery is critical. Therefore, the contractor must adhere to the delivery requirements indicated in this purchase order. Failure to comply with the contractual delivery schedule after award may result in termination of the order or require consideration if the Government elects to extend your delivery. The Government is not required to extend your delivery schedule if you encounter delays. The non-availability of raw materials, subcontractor issues, scheduling conflict, etc., are not acceptable excuse for failing to meet your delivery schedule. If there is going to be a delay in delivery, the contractor is required to notify the Contract Specialist and/or Contracting Officer designated in this purchase order prior to being late.

Contractors must provide written notice of what the delay is, the new proposed delivery schedule, and offered consideration for the delay for Government consideration. If the Government elects to extend your delivery, a formal modification will be implemented.

It is the responsibility of the contractor to ensure they are providing quality products that conform to the purchase order terms and conditions (to include delivery schedule). Delivery of non-conforming products results in delivery/acceptance delays and increased the cost to Government.

Early Delivery is acceptable at no cost to the Government.

7. Payment will be made by the Defense Finance and Accounting Service (DFAS) via Wide Area Workflow (WAWF).
