About this file
This document is a Call for Solutions for the Army HR Intelligent Engagement Platform, issued by Program Executive Office Enterprise (PEO Enterprise) for the Integrated Personnel and Pay System - Army Increment II (IPPS-A Inc II). The Army is seeking a scalable, conversational intelligent engagement layer to provide a unified, secure, and user-friendly interface for HR service delivery, addressing current inefficiencies in HR systems across different commands. The solution should enable single sign-on access, integrate a comprehensive HR knowledge base, support automated workflows, and provide role-based access control across multiple HR systems.
The solicitation (Army Open Solicitation Number W9128Z-25-S-A002) requires submission of Solution Briefs by 15 AUG 2025 at 1700 Central Standard Time. The procurement will proceed through four potential phases: Solution Brief, Oral Demonstration, Prototype using non-core system data, and Prototype on core system data including IPPS-A. The government will evaluate submissions based on technical merits, compliance with Statement of Objectives, offeror qualifications, and commercial marketplace records. Notably, the solicitation emphasizes innovative solutions that can improve HR service delivery, reduce costs, and enhance Soldier satisfaction, with a preference for commercially viable approaches and explicit restrictions on resellers and academic research proposals.

1. BACKGROUND.
The current fragmented approach to Army HR service delivery at Tier 0 (self-service) across systems and commands results in inefficiencies, delays, and a suboptimal experience for Soldiers and civilian personnel. This concept proposes an intelligent engagement layer that provides a unified, secure, and user-friendly interface to enable the construction and alignment of various agents to access authoritative HR systems through Single Sign-On (SSO) and open APIs. This layer will empower agents to efficiently answer questions, update data, and resolve issues, leading to improved service delivery, reduced costs, and increased Soldier satisfaction.
2. PROBLEM STATEMENT.
Soldiers and civilian personnel often face challenges when seeking HR information and support. The lack of a unified and persistent interface for accessing support, and the reliance on in-person work and office hours, inhibits readiness, erodes trust, and fails to meet the expectations of a digitally native workforce accustomed to on-demand service.
Soldiers and civilians may encounter problems including:
• Navigating multiple, disconnected HR systems is time-consuming and frustrating, requiring multiple logon usernames and passwords or the need to access multiple disparate applications.
• Limited self-service capabilities force users to rely on higher tiers of support for simple inquiries.
• Disparate data sources can lead to inaccurate or outdated information and creates challenges to data integrity and usability.
• Managing access to multiple systems poses security risks and administrative overhead.
3. DESIRED SOLUTION OBJECTIVES: Army HR Intelligent Engagement Platform
The Army is seeking a solution for implementation of a scalable, conversational, intelligent engagement layer for potentially multiple agents that provides a single point of entry for all Army HR questions, tasks, and transactions, designed to streamline HR service delivery at Tier 0. Key features include:
• Single-sign On (SSO): Secure access to all authorized HR systems through a single login, reducing password fatigue and improving security.
• Unified Interface: A user-friendly one-stop interface for users to query data, policies, and other key HR resources.
• Knowledge Base Integration: Access to a comprehensive knowledge base of HR policies, procedures, and FAQs.
• Automated Workflows: Pre-built workflows to automate common HR tasks, such as address updates, benefits enrollment, and absence requests.
• Open API Architecture: Seamless integration with existing and future HR systems through open APIs, ensuring interoperability and scalability.
• Role-Based Access Control (RBAC): Granular access control to ensure that agents can only access the data and functions they are authorized to use.
• Audit Trail: Comprehensive audit logging to track all user activity and ensure accountability.
• Mobile-Ready: Accessible over mobile and traditional interfaces to ensure the ability for Soldiers and Civilians to rapidly access solutions.
Refer to Attachment 0001 – Statement of Objectives (SOO) for details.
4. AWARDING INSTRUMENT.
This amended Call for Solution solicitation will be awarded in accordance with the Army
Open Solicitation procedures detailed within Solicitation W9128Z-25-S-002, posted to
