About this file

This document is a Questions and Answers (Q&A) file for the Army Intelligent Engagement Platform pre-solicitation. The Q&A addresses three key clarification points from potential contractors regarding the solution brief submission requirements. The primary clarifications include: (1) removing a duplicative section 3d about "innovative technological advancements", (2) eliminating references to "gate criteria" in the submission guidelines, and (3) providing specific guidance on solution brief page limits and content requirements.

The document specifies that solution briefs must not exceed 5 pages, with additional allowances for a cover page, 1 page of company information, and a table of contents that do not count toward the page limit. Solution briefs will be evaluated against the evaluation criteria listed in section 10, and contractors are advised to focus on the overall technical merits of their proposal, certification of meeting Statement of Objectives (SOO) requirements, offeror qualifications and capabilities, and records of solution integration in commercial and/or government marketplaces.

Army Intelligent Engagement Platform- Questions and Answers

The Following questions were submitted to the Government:

1. Did the government intend to include a different fourth gate criteria for Phase 1 Solution Briefs? Section 3b and 3d seem very similar with 3b asking about "innovative advancement" and 3d asking about "innovative technological advancements." Is there supposed to be a different 3d?

ANSWER:

Section 3 provides some instructions to interested parties for the submission of their Solution Brief. This section provides some items that the Government will be looking for but in no way is this section intended to tell Contractors how to set up their solution brief. The Government agrees that 3b. And 3d. are duplicative thus 3d. has been removed.

2. If 3b and 3d are correct, how does the government differentiate between "innovative advancement" and "innovative technological advancements" ?

ANSWER:

3d. has been removed.

3. In Section 7 Solution Submission Requirements under the Phase I Solution Brief subheadings, Item 1 states "To Gate Criteria." I do not understand what this means in reference to items a and b, as Items a and b appear to be program and organization information that is to be included on a cover page. This is especially confusing given the stated two-page limit.

• Item 2 in that same section provides a list of desired information and states that it does not count toward the page limit, but it is unclear if that is the two-page limit mentioned above or the 5-page limit mentioned in item 3.

• Item 2 mentions Gate Criteria. It is unclear what content we are supposed to provide. Section 10 Evaluation Criteria lists the gate criteria below. Are we to respond to each of the items below?

o The overall technical merits of the proposal, Army Intelligent Engagement Platform- Questions and Answers o A certification of meeting the requirements of the SOO and a written plan to meet the Government’s requirement, o The offeror’s qualification, capabilities, and experience.

o Records of the solution integrated in the commercial and/or Government marketplace.

ANSWER:

The references and requirement for "gate criteria" have been removed from the call. Solution briefs will be evaluated against the evaluation criteria listed in section

10. The phase 1 solution brief cannot exceed 5 pages. The offeror may also submit a cover page, 1 page of company information, and a table of contents. The cover page, company information, and table of contents will not count toward the 5 page solution brief limit.
