About this file
This is a Questions and Answers document for solicitation W519TC25R2013 for Non-Destructive Testing Modernization at Rock Island Arsenal - Joint Manufacturing and Technology Center. The Q&A addresses technical specifications and requirements for multiple pieces of equipment including large and small vault linear accelerators, X-ray tubes, computed radiography systems, and modular vault options.
Key clarifications include: the need for complete X-ray systems including generators, coolers and cables; progress payments to be negotiated post-award based on equipment delivery milestones; work hours restricted to 6am-2pm first shift with potential for extended hours; vault shielding requirements based on specific focal distances (43" large vault, 92" small vault); and confirmation that the VMI SMART 5100MS computed radiography system is required due to compatibility with existing systems. The document also provides technical details on vault dimensions, crane support locations, and clarifies that while multiple vendors may be awarded, systems designed to work together must do so without voiding warranties. A two-week extension to the proposal due date was authorized.

| Question | Government Answer | |
| 1 | Large Vault Linear Accelerator and Tube | |
| a. What power Linac is required? The Linacs we’ve placed recently have been 3, 6, 9 or 15 MeV. Which one is being requested? | Specifications for the Linac are found in section 4.1 of the RIPD | |
| a. Do you have pictures you can share of the current Yold and Cradle so we can understand the design and how it is mounted? Do you have drawings of the current rail system? | Pictures will be taken and provided for this. | |
| a. Does there need to be movement of the Linac in X, Y and or Z planes? | Per 4.2 the new yolk and cradle will need to have equivalent capabilities. Will provide pictures | |
| a. Is there another x-ray tube that goes into this vault or is it just the Linac? | 4.3 outlines these requirements | |
| a. Will you be needing a new detector? Would it be anything other than a 4343HE? We routinely make detector carts that can house the detector and serve as a part stand, if needed. | CLIN 6 and CLIN 8 represent these requirements. |
| 2 | Small Vault Linac and Tube | |
| a. What power Linac is being requested? | CLIN 5 identifies this requirement | |
| b. Can you share drawings or pictures of the current manipulator? | Pictures will be provided | |
| c. Is there a new detector needed? | Clin 6 and Clin 8 represent these requirements. |
| 3 | Computed Radiography Option | |
| a. Is the VMI SMART 5100MS the only acceptable system or will you consider other options that offer the same or better performance? | Due to systems currently on hand and overarching software used to read/scan the film, this must match what we currently have which is described in 6.2 of the RIPD |
| 4 | Modular Vault Option | |
| a. We have a few different options with regards to vault-based 450 kV systems. Can you provide an idea of part size so that we can choose the best solution? | The idea would be to have access to as much real estate within the vault as possible to maximize part versatility. We are a job shop for the Army and our workload changes all the time. | |
| b. Will this system be used for CT or just DR? | This system would be for DR | |
| c. Does the tube have to be on a robot arm or can it be on a X/Y gantry for movement? | Section 7.3 of the RIPD outlines this requirement | |
| c. We can offer a system with a base of granite, composite or steel. There are benefits to each – do you know which one is preferred? | Would need to know the benefits in order to have a decision made. Otherwise the install location and application would dictate the material | |
| d. We assume the 450 tube should be the Comet HP, but would it be beneficial to have a second, micro-focus tube option with this system? | Section 7.2 outlines the this requirement | |
| e. We can offer up to a 17” x 17” flat panel detector, plus we can add the option of an LDA for scatter reduction if that is of interest. | This isnt called out in the RIPD, the bidder is allowed to go over and above and provide more than what is required as long as its reflected in bid. Original plan was to use scannable film which is what is currently used elsewhere in the facility. |
| 5 | X-ray Cabinet Option | |
| a. In what way is this option different from #4 above? | Clin 5 details this requirement | |
| b. Tube power? Part manipulator? | Section 8.1 of the RIPD spells out this requirement |
| 6 | NDT Modernization document (Paragraphs, 4.3, 5.3, 7.2) refer to X-Ray tube. Is it intended that the bidder quote a full X-Ray system (generators, coolers, cables etc.) or just the X-ray tube itself? | It would need to be everything necessary for the tube to function so yes the generators, coolers, cables etc would need to be quoted and provided. |
| 7 | Based on the magnitude of this project, would progress payments be considered? | The government cannot pay something for nothing. Due to the size of the project, progress payments would be negotiated after award once a phased plan of attack is discussed. It is not the intent of the government to pay nothing until all equipment is installed, rather it is our view that progress milestones would be negotiated based on when specific equipment comes in/is installed/ training complete etc. |
| 8 | 4.2 – Is there an existing tube yoke for the 320 tube? If not, do you want it fixed position or adjustable? | This section refers to the linear accelerator. 4.3 Refers to the 320 tube. The tube system shall be installed on the already installed jib hoist located within the vault. |
| 9 | CLIN005 – Is the CT cabinet to be a designated CT Cabinet or do you want 2D with CT Capability? | Please include 2D capability for the cabinet. |
| 10 | Is there an intention to award this project to multiple bidders? | Not sure how ACC has structured the Solicitation. We do not care if there are multiple awarded vendors as long as systems that are designed to work together are able to do so without warranties being voided etc. |
| 11 | Wall Plating | |
| a. What is the maximum FFD intended for the large and small Vault MEV systems. | Small Vault: 7 Foot Vertical to table, 8 ft horizontal. Large Vault: 8 foot Vertical to table, 12 foot horizontal | |
| b. We understand the Contractor is to determine thickness of plating. Does Rock Island have a specific height requirement for the shielding for both rooms? | We would not have a need to shoot horizontal at the upper crane limits, but need to maintain movement to that height for vertical shooting. Horizontally we would not need to shoot higher than the 8 feet above the floor, but if the head can be positioned horizontal at a grater height it would need shielding | |
| c. What is the closest the MEV unit will be to the wall? | The distances depicted on the sketches (43" large vault) (92" small vault) are the measurement of the focal spot to the wall. We would never take a horizontal exposure that close to the wall, vertical exposures at that distance do occur. However, if the head is capable of being placed that close to the wall in the horizontal position, shielding must be adequate. |
12 Please provide a Radiation Survey of each vault showing any leakage points or areas of concern. I have solicited this from our safety office and I am awaiting the data
13 In the small vault, what are the dimensions of the parts door opening? 6x8ft x 18.5in thick
14 Can you provide a drawing(s) of the potential locations for the CT cabinet/vault and any access doors into that location? Would also need foundation and floor specifications for that placement area. At this time there is not a determined location. We recommend submitting the requirements of the facility and we would make the facility work to the equipment. Sort of backwards but we do not have a location determined yet due to other projects in the works at the moment.
15 Please provide additional pictures of interior vault walls and measurements showing the location of the crane supports (both vaults). Pictures will be sent seperately. For the small vault the crane is supported by a beam structure located 15ft high. The large fault has support columns that 5 inches off the wall. The support flanges sit 8.5ft above the floor. There is 9 ft in between the supports.
16 What is the cable length run distance from the control room to the LINAC head to the highest point. Same question for the 320 systems.
17 Once our crew is badged can they access the site 24 hours a day or restricted work hours for outside contractors? Currently work is restricted to 1st shift operations 6am-2pm. Extended work hours can be negotiated/ weekends can be negotiated however neither are guaranteed
| 18 | We respectfully request an extension of the due date. (One additional month). | At this time I can authorize a two week extension. |
| 19 | Are the regulations listed below applicable to the opporutnity and if this is beig paid for by the US Taxpayer? 4.1.3.6 Proof of Compliance |
4.1.3.6.1 reference European Economic Community - ECC
4.1.3.6.2 EEC
4.1.3.6.3 UL
4.1.3.6.4 Canadian Standard Association ( CSA ) 1010.1
| 4.1.3.6.5 Registered ISO 9001: 2000 FN 80701 | Some of the standards may not be applicable for the situation or equipment in which case the bidder can just state that instead of COMPLY. This was applicable the last time we purchased this equipment. The main directive for verbiage indicating standards is to ensure that the equipment being provided meets ALL applicable standards and regulations. It is not the responsibility of the government to ensure that the equipment is “up to code” so to speak. | ||
| 20 | Can a one week extension be granted? | A one week extension is authorized. |
