About this file

This is a Justification and Approval (J&A) document for other than full and open competition for the U.S. Army Contracting Command - Rock Island (ACC-RI) to purchase VMI SMART 5100MS Scanner system(s) for Rock Island Arsenal-Joint Manufacturing Technology Center (RIA-JMTC). The requirement is for the modernization of RIA-JMTC's Non-Destructive Testing (NDT) lab, using Capital Investment Program (CIP) Contract Authority.

The J&A cites 10 U.S.C. 3204(a)(1) authority for brand name justification, as VMI SMART 5100MS is the only system compatible with RIA-JMTC's current inventory of cassettes, screens, and imaging plates. A sources sought notice was posted on SAM.gov on August 22, 2023, with Virtual Media Integration (VMI) being the only responsive offeror. The procurement history shows two previous contracts: W9098S-13-P-0341 awarded to VMI in August 2013 for $101,490, and W519TC-24-P-2097 awarded to Varex Imaging Corp (VMI) in November 2023 for $78,200. The justification notes that switching to different equipment would require updating all radiographic inspection procedures, additional training costs, and compatibility issues with existing equipment.
