About this file

This is a Questions and Answers matrix for RFP W519TC25R0001 containing 24 questions from contractors and the government's responses. The Q&A addresses key aspects of the solicitation including page limitations, proposal formatting, CLIN structure, key personnel requirements, and deliverables.

Notable clarifications include: resumes and letters of commitment are excluded from the Volume II 50-page limit; the Cost Volume should be titled Volume IV; no costs are to be submitted for CLINs 5001-5004; travel is not a billable requirement with contractors responsible for R&R costs; all equipment will be GFE with no rentals required; escorts are not required to have NAC clearances; and contractors must support 7 lots per day for QASAS inspections rather than 5. The matrix also clarifies that Section B should be completed in Volume IV, only Volume II requires redaction, and all CDRLs are listed in Attachment 0005 rather than Appendix E of the PWS.

No. Page Number RFP Section Contractor Question USG Answer

1 L Section L is silent on margins. Are 3/4" margins for Proposal Submittal documents acceptable? Yes

2 21 Section-I Contract Clauses, # I-149

One of the contract clauses in Section I of the RFP is

"252.251-7000, ORDERING FROM GOVERNMENT

SUPPLY SOURCES AUG/2012". However, there is no mention of ordering from Government Supply Sources in the PWS. Would the Government please clarify why this contract clause has been included in the RFP?

Clause has been removed from RFP per Amendment 0002.

3 L3 L.3.1

The proposal page limitations restrict Volume II (Technical) to 50 pages. If resumes and letters of commitment are included in the Volume II page count, that will significantly reduce (likely by more than half) the number of pages in which to respond to the requirements of the Technical Volume. Would the Government please exclude Resumes and Letters of Commitment from the Volume II page count limitation?

Yes, resumes and letters of commitment are now excluded from the Volume II page count limitation.

4 L4 L.3.1

The first sentence of L.3.1 refers to the Cost Volume as "Volume 5 (Cost)". However, L.9 refers to the Cost Volume as Volume IV. Would the Government please confirm that the Cost Volume is to be titled "Volume IV"? Cost Volume is to be titled Volume IV.

5 L4 L.3.1 The first sentence of L.3.1 directs redaction, but then seems to exempt all volumes from redaction. Will the Government please clarify what is to be redacted? The first sentence in L.3.1. has been updated.

6 L4 L.3.1

The third bullet at the top of page 4 refers to "Points of Contact (POCs) who were sent a questionnaire per L.9.1(4)"; however, there does not appear to be a paragraph "L.9.1(4)". Would the Government please provide the correct reference in that bullet? L.8.(4)

7 L7 L.7.1

The last sentence of L.7.1 refers to "preventative and remedial maintenance for all equipment". However, PWS 2.10.1 states that the "it is the USG responsibility to maintain said equipment". Will the Government please clarify what "preventative and remedial maintenance" of equipment is required?

Preventative and remedial maintenance is only required for Contractor leased vehicles.

Preventative maintenance checks and services (PMCS) is required for all Contrator leased vehicles.

8 PWS5 PWS2.3.10

L.7.2.2 states that "The Offeror shall provide a resume for each of the Key Personnel positions identified in Section 2.3 of the PWS." Escorts are listed in PWS 2.3. Would the Government please confirm that resumes are not required for Escort Duty personnel?

The Government confirms that resumes are not required for Escort Duty personnel, however, all Escort Duty personnel must be able to speak fluid English.

9 L12 L.9.2.5 & L.9.2.6

L.9.2.5 states "Failure to propose costs for all CLINs, with the exception of the NSP CLINs, may result in the Offeror being ineligible for award." L.9.2.6 states "Offerors are not required to propose anything for the six-month extension period; the cost will be calculated by the Government by taking 50% of the 12 months of performance CLINs proposed for Option Year Four as a plug in for the possible six-month extension."

Would the Government please confirm that no costs are to be submitted for CLINs 5001 - 5004? No costs are to be submitted for CLINs 5001 - 5004.

Questions Matrix for RFP W519TC25R0001

10 L12 L.9.2.5

L.9.2.5 states "CLIN 0004 is a Cost-Reimbursable CLIN and will be a Government Surrogate for ODC.

These ODC’s are expenses that are directly related to the ASP mission, incurred by the contractor but are not considered direct labor or travel costs. ODC’s shall be preapproved by the PCO and is on a strictly cost-only basis (no fee). No action required by the offeror for the surrogate CLIN. The Offeror is not allowed to change or edit the Government provided surrogates." Would the Government please provide instruction as to where travel is to be included if it is not part of the surrogates and we cannot change/edit the surrogate CLIN? Also, are we to include the Surrogate CLIN in our bid price?

Travel is not a billable requirement for this acquisition meaning the contractor shall bear the responsibility for all R&R costs. The USG will provide all transportation for in-processing and out-processing. The surrogate CLIN should be included in the proposal price.

(W519TC25R000

1) and L12

Section B of the

RFP

(W519TC25R0001)

and L.9.2.5

L.9.2.5 states CLIN 0004 is a Cost-Reimbursable CLIN and will be a Government Surrogate for ODCs.

However, the Section B of the basic RFP has CLIN 0003 as the ODC CLIN and CLIN 0004 for Contractor Manpower Reporting. Would the Government please confirm which CLIN is the ODC Surrogate CLIN?

CLIN 0003 in SEC B of RFP is correct for ODCs.

L.9.2.5 has been corrected to reflect CLIN 0003 as

ODC CLIN.

12 PWS5 Paragraph 2.3.9

Paragraph 2.3.9 of the PWS lists a Supply Technician as one of the Key Personnel for this contract;

however, there are no requirements within the PWS supporting any such position (ie. all ordering of materiel is performed by the Government). Is it the Government's intention for the contractor to staff this position, and if so, what are the intended roles/responsibilities of said position?

Yes, the contractor is required to staff this position.

Section 1.9. of the PWS has been updated accordingly.

13 PWS5 Paragraph 2.3.10, last sentence.

The last sentence in paragraph 2.3.10 states that escorts "Must be able to pass a background National Agency Check prior to employment." This would seem to restrict escort duty to just US citizens, since National Agency Checks are not conducted on OCNs.

The current procedure for OCN clearance is an embassy attested home country Police Clearance Check (PCC), a local (Kuwait) host nation criminal background check and military Provost Marshal screening through the Counter Inteligence Screening Team (CIST), which has been sufficient up to now.

Would the Government please consider removing the requirement for NACs for escorts? The requirement for NAC for escorts has removed in the PWS.

14 PWS12 Paragraph 2.17.13

Paragraph 2.17.3 of the PWS appears incomplete in its published format (it looks like some of the wording was cut off as this paragraph begins). Would the Government please relook the wording of this paragraph and insert any missing wording?

2.17.3. Storage by Quantity Distance. The

Contractor shall store all munitions and munitions related items only on designated and/or explosive site-licensed storage pads or magazines. The Contractor shall maintain Quantity Distance (QD) and compatibility storage requirements IAW the explosive storage license provided by QASAS, DOD 6055.9-STD, and DA PAM 385- 64, unless a waiver, exception, or exemption to deviate has been approved by the Government. If the Contractor anticipates difficulty in maintaining QD/compatibility standards, notice shall be given to QASAS so appropriate action can be taken by Re- Warehousing. The Contractor shall re-warehouse ammunition as often as necessary to maximize explosive safety criteria and square footage of each storage pad and storage magazine. Munitions with inherently dangerous special hazards, such as Depleted Uranium, shall receive Government concurrence prior to handling or movement.

15 PWS14 Paragraph 2.21.2, last sentence.

The last sentence in paragraph 2.21.2 states "The Contractor shall also have the necessary personnel and equipment to support the QASAS Surveillance Section’s periodic inspections at a minimum of 5 lots per inspector (QASAS) per day." However, 2.23.2 and

2.23.5 seem to indicate a 7 lot/day requirement.

Would the Government please clarify how many lots/day for which the contractor is required to support inspections? This correct language is 7 lots/day.

16 PWS20

Paragraph 6.0

Contractor Deliverables

Paragraph 6.0 states "The contractor will prepare and submit deliverable reports in accordance with the format, frequency and distribution requirements as written in block 16 on the DD Form 1423-1’s found in Appendix E." However, we have been unable to find an Appendix E in the PWS or any other RFP attachment listing the CDRLs (beyond the matrix provided in Attachment 0005). Would the Government please provide each of the CDRLs to be utilized in the execution of this contract as soon as possible so that offerors are able to quantify the basis of effort? All CDRLs are listed in Attachment 0005 to the RFP instead of Appendix E of PWS.

17 M6 M.10.1

Respectfully request that the Government revise the recency definition to read as follows:

"M.10.1. RECENT contracts are defined as follows (not a separate rating):

- Contracts that are ongoing or were performed within three years prior to the closing date of this solicitation."

Rationale: The current definition is unnecessarily restrictive. Relevant contracts performed within the past 3 years are sufficiently recent to demonstrate an Offeror’s performance quality and current ability to meet PWS requirements, whether they are ongoing or have been completed. The USG is leaving the language as is.

We would like to confirm if you will need the following equipment for rental:

- 13 units of 10K VRRT (SKYTRACK)

- 7 units of 6K WAREHOUSE FL

- 2 units of 8K WAREHOUSE FL

- 6 units of KALMAR (RTCH)

- 9 units of ISUZU PICK UP

- 2 units of HMMWV (M1151A1)

- 2 units of PLS (M1074A1)

- 1 unit of HEMTT LHS (M1120A4)

- 2 units of HEMTT LET (M983A4)

- 3 units of TRACTOR (MERCEDES)

- 4 units of 40FT FLATBED (TRAILER)

- 2 units of 1/2 LORRY TRUCK

- 5 units of PRESSURE WASHERS

- 11 units of LIGHT SETS

- 3 units of AIR COMPRESSORS

- 4 units of GENERATORS

- 1 unit of 10K KAWASAKI (WHEEL LOADER GFE will be provided, and there will be no rentals.

19 L6 L.6.3

The RFP states that offerors must complete Sections A- K of the solicitation, but Section L.3 of the RFP states that pricing information shall not be contained in any volume except the Cost Volume. Does the Government want a completed Section B as part of Volume IV instead of Volume I? Section B shall be completed and included in

Volume IV.

20 L 15 L.9.3.12

L.9.3.12 Offerors shall include all ODC and life support which may include, but is not limited to, pre-deployment physicals/medical costs, Kuwaiti Visas, other Kuwaiti residency requirements as applicable, employee drivers licenses, sponsorship, housing, local transportation, rest and recuperation (R&R), mobilization, and demobilization.

Are offerors to bid the ODC plug and travel in the proposal or propose all ODC and life support costs required to complete the requirements of the PWS and to allow proposed personnel to legally live and work in Kuwait? Offerors are to use the provided surrogate values.

Please refer to answer provided in question # 10 above.

21 7 QASP 3.4

Personnel differences between PWS and QASP. The Safety Manage Coordinator is in the QASP but not the PWS. Recommend the Safety Manage Coordinator be removed from the QASP. Position has been removed from the updated QASP dated 19 DEC 2024.

22 L4 L.3.1

In reading the updated language in L.3.1, it seems that the only Volume requiring redaction is Volume II --is that a correct interpretation of the Government's response? Yes

23 PWS20

Paragraph 6.0

Contractor Deliverables

Attachment 0005 looks to be simply a matrix listing the CDRLs, rather than the complete DD Form 1423- 1s themselves, so that we know the specific details of each reporting requirement, frequency, date(s) due, etc. Would it be possible to get those so that we are sure we've priced the level of effort correctly?

The USG is unable to provide the DD Form 1423-1s at this time but they may be provided in the future for this acquisition.

24 L6 L5

In order to keep file size down, would the Government permit offerors to submit Volumes I-IV, with the exception of the excel spreadsheet for Volume IV, to be submitted in .pdf form? The USG is leaving the instructions as is.
